UN Member States are committed to extend social security to all, and have adopted international social security standards, the latest in 2012, the ILO Social Protection Floors Recommendation (No. 202). In 2015, the 2030 Agenda for Sustainable Development agreed by all countries at the UN called upon governments to implement nationally appropriate social protection systems for all, including floors. Meteorological Assessment (highlighting forecasting issues/impacts) Eight tropical cyclones affected Hong Kong from 1 January to 31 December 2009. They were: (a) Severe Tropical Storm Linfa (0903) (b) Tropical Storm Nangka (0904) (c) Tropical Storm Soudelor (0905) (d) Typhoon Molave (0906) (e) Severe Tropical Storm Goni (0907) (f) Tropical Storm Mujigae (0913) (g) Typhoon Koppu (0915) (h) Typhoon Ketsana (0916). The highest tropical cyclone warning signal issued in the year was the Increasing Gale or Storm Signal No. 9 during the passage of Molave in July. Goni and Koppu necessitated issuance of the No. 8 Gale or Storm Signal while Nangka, Soudelor and Mujigae necessitated issuance of the No. 3 Strong Wind Signal in Hong Kong. The extreme rainfall accumulations in Hurricane Harvey (2017) near Houston, Texas and Typhoon Damrey (2017) in southern Vietnam are examples of the TC rainfall forecasting challenges. Some progress is being made in understanding the internal rainfall dynamics via case studies. Environmental effects such as vertical wind shear and terrain-induced rainfall have been studied, as well as the rainfall relationships with TC intensity and structure. Numerical model predictions of TC-related rainfall have been improved via data assimilation, microphysics representation, improved resolution, and ensemble quantitative precipitation forecast techniques. Some attempts have been made to improve the verification techniques as well. A basic forecast challenge for TC-related rainfall is monitoring the existing rainfall distribution via satellite or coastal radars, or from over- land rain gauges.

  • In Typhoon Hagupit 3 August 2020
    NASA finds an eye and a giant 'tail' in Typhoon Hagupit 3 August 2020 clouds. VIIRS showed that powerful bands of thunderstorms had circled the eye. A large, thick band of thunderstorms that extended south- southeast of the center looked like a giant tail on the VIIRS imagery. Hagupit was northeast of Taiwan at the time Suomi NPP passed overhead. At 5 a.m. EDT (0900 UTC) on Aug. 3, the Joint Typhoon Warning Center (JTWC) noted that Hagupit had maximum sustained winds near 65 knots (75 mph/120 kph), making it a Category 1 hurricane on the Saffir-Simpson Hurricane Wind Scale. The center of Hagupit was located near latitude 26.8 degrees north and longitude 122.2 degrees east. It was centered about 285 nautical miles west of Kadena Air Base, Okinawa, Japan. Hagupit was moving northwest. NASA-NOAA's Suomi NPP satellite provided forecasters with a visible image of Typhoon Hagupit on Aug. 3 as it Hagupit is forecast to make landfall later today, moved through the Northwestern Pacific Ocean, just Aug. 3, south of Shanghai and curve north then northeast of Taiwan.
