INTRODUCTION The National Institute of Governmental Purchasing (NIGP) Commodity Class and Item Book (Book) has been prepared for the use of suppliers and city personnel. NIGP Codes have been revised effective April 2016. Codes have been added, deleted and/or merged with other codes. Please use this Book to review the codes applying to your business or purchases. • Departments, agencies, boards, commissions, public benefit corporations or other entity of the Executive Branch of city government, and other agency using BRASS utilize the class-item numbering and descriptions found in this book to properly code products or services on their requisitions and purchases, so informal and formal invitations for bid will reach suppliers and vendors that have indicated they are capable of furnishing the required materials, equipment, supplies, and services. • Prospective bidders and respondents are encouraged to become familiar with the format and contents of this book as they apply to search and vendor profiling. It is extremely important to both the City of New Orleans and prospective bidders and respondents that their class-item selections are correct. The City of New Orleans encourages departments et al to make the most efficient use of tax dollars. The fire burned approximately 21,000 acres of National Forest on the Crescent Ranger District. The proposed projects are focused on moving resource conditions closer to the desired future conditions identified in the Davis Late Successional Reserve Assessment, the Northwest Forest Plan, and the Deschutes National Forest Land and Resource Management Plan. The alternatives vary in the amount of salvage harvest that is proposed between 0 and 6355 acres. Fuels reduction and reforestation are included in varying amounts for each action alternative. Alternative B is the Forest Service’s Preferred Alternative. Emergency Situation Determination: The Forest Supervisor is in the process of seeking a determination from the Regional Forester that an emergency situation exists in the Davis Fire Recovery Project area pursuant to 36 CFR 215.10(b).

It comprises a synthesis and four papers on closedown – focusing a phenomenon where there is an overall productivity increase during the closedown process. Productivity effects are the primary focus of this work’s case closedown studies, and uncertainty and threat the common denominator of the cases. This thesis contributes a theoretical foundation for analysis of closedowns. It identifies explanatory contributing factors and patterns which enable a better understanding of the Closedown effect. The theoretical foundation for this thesis is outlined in the first paper. It recontextualizes the Hawthorne experiments by applying a closedown perspective to them. This new perspective identifies several similarities between the Hawthorne experiments and situations where closedown is threatened or decided. Originally the Hawthorne experiments were viewed as a closed system, laboratory experiments instead of actions on daily operations. The new perspective analyzed the prevalent threat implicit in the context that the Hawthorne experiments were conducted in. Such threat was identified in other earlier work on the Horndal and Closedown effect, situations where productivity also increased.
