Organised jointly by the Assembleia da República and the Biblioteca Nacional de Portugal, the exhibition has been curated by two distinguished coordinators, the historians Fernando Catroga and Pedro Tavares de Almeida, with the support of the Documentation, Information and Communication Services Directorate of the Assembleia da República. Thanks to them and their colleagues, it has been possible to organise and select the exhibition material and produce this catalogue to which various scholars and academics have contributed. We hope that visitors and readers will find their work useful and will reflect at leisure and in an informed way about the period of institutional and political life in our country which is now being celebrated. Setting the proclamation of the Republic (1910) in the preceding context of liberalism and constitutional monarchy which began in 1820, and continuing until the extinction of parliamentary democracy in 1926, the exhibited documents also shine light on the issues of citizenship and political representation over time, in which the centrality of the institution of Parliament is always present. Jaime Gama President of the Assembleia da República 11 Portuguese Constitutionalism: from the 1820 Liberal Revolution to Republicanism In 2006, the Biblioteca Nacional de Portugal began to make plans for its contribution to mark the centenary of the Republic, which were set in motion the following year. The programme for 2010 includes a diverse array of initiatives, with the support of the Assembleia da República following the signing of a cooperation protocol on 29 July 2009. The exhibition Res Publica: Citizenship and Political Representation in Portugal, 1820-1926, curated by Fernando Catroga and Pedro Tavares de Almeida, constitutes one of the most important commemorative initiatives and will take place simulta- neously in two different locations, São Bento Palace, the seat of legislative power, and the Biblioteca Nacional de Portugal. The exhibition, which is complemented by a companion book, intends to contextualise the republican regime in the history of Portuguese constitutionalism from which it arose. The rich and tumultuous history of national politics from 1820 to 1926, which saw three Constitutions (1822, 1838 and 1911) in the wake of a similar number of revolutions and, most significantly, the protracted duration of the 1826 Constitutional Charter, ratified by D. Pedro, and its successive later amendments provide ample material for the wide and diverse collection of works by historians and jurists published in this volume. These works make a significant contribution towards a deeper understanding of republican constitutional genesis, highlighting the continuities and breaks in monarchic constitutionalism and, even, the differences between the proposals of the Portuguese Republican Party prior to 5 October and the options later approved by the majority of the republican Constituent Assembly members, such as the paradigmatic case of the failure to fulfil the promise to widen the electoral base through the enfranchisement of women.     416 APPENDIX A Methods Used for Analysis of Distributions ; As mentioned earlier, the availability of data only at the concelho level was the major difficulty in the use of sophisticated techniques for a quantitative analysis of the regional variations of different Attributes. Data available for certain attributes for the sixty-nine sub-divisions was used for calculating the correlation coefficients for certain distributions as given in Table No.App-Ml Appendix -A. -H. However, this being possible for only a limited number of attributes, certain other techniques had to be used for this purpose. Two such techniques have been used in this work for the analysis of spatial variation using the data at the concelho level (and in some cases where the village level data were available the 3ame was plotted for smaller units consisting of groups of villages as per Appendix A.I. and Fig.App.A.1.)' Firstly, the Lorenz curve proved to be a simple yet useful technique for visualizing the regional variations and the extent of evenness or unevenness of the distribution over the area. The points showing the position of each concelho or region on the curve have been shown by Roman numbers, key for which is given at the end of this Appendix. This simple technique brings out clearly the variations in most cases 1. Villages were grouped into sixtynine utfits. These sub­ divisions were based on the available data for census units of i960 census (GGDD, 1966) and wherever necessary grouping of such jjnits with due regard to relief, concelho boundaries and the comparability of size.

    A REVOLTA MENDES NORTON DE 1935 LUÍS MIGUEL PULIDO GARCIA CARDOSO DE MENEZES INTRODUÇÃO Manuel Peixoto Martins Mendes Norton (1875-1967), natural de Via- na do Castelo, teve um percurso militar - profissional brilhante, com provas dadas. Foi o caso da organização do serviço de socorro ao nau- frágio do paquete inglês “Veronese” (1913); o grande impulso que deu à obra de farolagem, deixando a costa portuguesa de chamar-se a “costa negra” (1918-1929); a participação e colaboração na revolta monárquica de Monsanto (1919) e na revolução de 28-5-1926; a organização da Con- ferência Internacional de Farolagem em Lisboa (1930), etc. etc. Activista político empenhado, foi o principal chefe operacional das revoltas de 20-5-1935 e da revolta «Mendes Norton» de 10-9-1935, esta última considerada por Medeiros Ferreira, uma das mais importantes revoltas militares entre 1933-1961, que ousaram agitar o Estado Novo. Foi também, uma das figuras de maior relevo do governo dos ge- nerais António Óscar Fragoso Carmona-Sinel Cordes (de 9-7-1926 a 18-4-1928), e a este propósito George Guyomard, considerava Mendes Norton, então Capitão de Fragata, um dos quatro homens que deti- nham o verdadeiro poder político em Portugal. Até 1934, Mendes Norton está com o regime, tendo aliás sido amiúde nomeado para diversos cargos e comissões de serviço; a partir de então e à medida que se acentua o autoritarismo politico, demarca-se da situação e revela-se um opositor feroz ao regime de Oliveira Salazar, tendo sido consequentemente exonerado dos inúmeros cargos e comissões que deti- nha, bem como lhe foi negado o requerimento em que pedia para fazer o tirocínio para o posto de Contra-Almirante.

    The Portuguese Expeditionary Corps in France (1917-18) and the Long Shadow of the Peninsular War against Napoleon Filipe Ribeiro de Meneses1 Abstract The dispatch of the Portuguese Expeditionary Corps (CEP) to France in 1917 was envisaged by Portuguese interventionists as an affirmation of Portugal’s desire to reclaim an independent role in world affairs, emerging from the shadow of British influence. However, the CEP relied on the much larger British Expeditionary Force for instruction, supply, and guidance. The relationship between the two armies was fraught with difficulty and cultural misunderstandings due in large measure to a very different reading of their joint campaign against Napoleon in the Peninsular War, fought a century earlier. The British desire to correct the CEP’s shortcomings was interpreted within the CEP as a desire to subjugate the Portuguese and to take credit for whatever they might accomplish on the battlefield. A relação entre os dois exércitos ficou marcada por dificuldades várias e desentendimentos culturais que resultavam em parte de leituras diferentes da campanha comum, um século antes, contra Napoleão, durante a Guerra Peninsular.
