ISIS in Africa: Implications from Syria and Iraq Dr. Joseph Siegle28 Africa Center for Strategic Studies National Defense University At the end of 2016, Abu Bakr al-Baghdadi, leader of the Islamic State of Iraq and Syria (ISIS), announced that the group had “expanded and shifted some of our command, media, and wealth to Africa.” ISIS’s Dabiq magazine referred to the regions of Africa that were part of its “caliphate:” “the region that includes Sudan, Chad and Egypt has been named the caliphate province of Alkinaana; the region that includes Eritrea, Ethiopia, Somalia, Kenya and Uganda as the province of Habasha; the North African region encompassing Libya, Tunisia, Morocco, Algeria, Nigeria, Niger and Mauritania as Maghreb, the province of the caliphate.” Leaving aside the mismatched ethno-linguistic groupings included in each of these “provinces,” ISIS’s interest in establishing a presence in Africa has long been a part of its vision for a global caliphate. Battlefield setbacks in ISIS’s strongholds in Iraq and Syria since 2015, however, raise questions of what impact this will have for ISIS’s African aspirations. A useful starting point in considering this question is to recognize that the threat from violent Islamist groups in Africa is not monolithic but is comprised of a variety of distinct entities. For the most part, these groups are geographically concentrated and focused on local territorial or political objectives. Defining and classifying ritual based on belief theory Qing Lan Correspondence: [email protected] School of Administration, Kunming Abstract University, Kunming, China With both the terms “rite of passage” and “ritual” facing difficulties as analytic concepts, we have no way to differentiate between common behavior, rite of passage, and ritual in a strict sense until today. Through careful reading, we find that van Gennep’s original expressions of nearly all the basic features of the rite of passage are vague. The only thing we can ensure is that ritual object will change through the rite of passage. Gluckman tried to explain the rite of passage with social relations, but his effort failed because common behavior also changes social relations. By examining three cases—an airplane journey, Ilongot headhunting, and Yiche ancestor worship—we find that formalization, standardization, or routinization is not the essential element of ritual. The core of the problem is what people want to change through ritual. Applying belief theory as a way forward, we use the change of relations between two categories of mental existence but social relations for the definition of ritual. We then equate rite of passage with ritual and restrict ritual to religious behavior. Furthermore, according to the kinds of mental existence that we want to change in ritual, we classify two kinds of ritual. Inquiry into the status of the Human Right to Freedom of Religion or Belief Submission: Inquiry into the status of the human right to freedom of religion or belief This purpose of this submission is to raise the committee’s awareness that Islam: - militates against “the enjoyment of freedom of religion or belief” - incites to “violations or abuses” of religious freedom - is antithetical and inimical to the “protection and promotion of freedom of religion or belief” Any inquiry into “the human right to freedom of religion or belief” which avoids examining arguably the largest global threat to those freedoms would be abdicating its responsibility to fully inform its stakeholders. Whether it is the nine Islamic countries in the top ten of the World Watch List of Christian Persecution(1), crucifix-wearing “Christians in Sydney fac(ing) growing persecution at the hands of Muslim gangs”(2) or the summary execution of those who blaspheme or apostatise(3), Islam, in practice and in doctrine, militates against “the human right to freedom of religion or belief”. The purpose of this submission is not to illustrate “the nature and extent of (Islamic) violations and abuses of this right” [which are well-documented elsewhere(4)] but to draw the committee’s attention to the Islamic doctrinal “causes of those violations or abuses”. An informed understanding of Islam is crucial to effectively addressing potential future conflicts between Islamic teachings which impact negatively on “freedom of religion or belief” and those Western freedoms we had almost come to take for granted, until Islam came along to remind us that they must be ever fought for. -

The concept of God of each religion provides the distinguishing difference between one religion and the other. In this paper, attempt is made to present the concept of God in Islam. The pillars of Islam, the articles of faith, and the confession of faith are succinctly presented. Its significance lies in identifying the conception and characteristics of God – Allah in Islam.These features differentiate Islamic monotheism from the doctrines of God in other religions. It centres on the belief in ‘al-Tawhid’ i.e. the oneness of Allah, and the articles of faith. The belief system of Islam is called usul-al- din. The word usul is the plural of asl which means a root or a principle. The practical aspects which is called ahkam, means, the ordinances and regulations of Islam. We contend that fundamentalist Sunni Muslims employ suicide attacks as a political tool in sectarian violence and this targeting dynamic marks a central facet of the phenomenon today. We conduct a large-n analysis, evaluating an original dataset of 6,224 suicide attacks during the period of 1980 through 2016. A series of logistic regression analyses at the incidence level shows that, ceteris paribus, sectarian violence between Sunni Muslims and non-Sunni Muslims emerges as a substantive, signifi- cant, and positive predictor of suicide attacks. -

Since May 21st, 2021, all eyes have been focused on the elimination of Boko Haram’s leader Abu Baku Shekau. History shows us, that since 2009, Shekau has been allegedly killed four time on the battlefield. The last time, by the way, in 2016, he was only 'fatally wounded'. Each time, following his death announcement, like a phoenix in a well-prepared video, he reappears completely alive and well. In his speeches, he seems very comfortable, in full control and confidence, he speaks in the native Hausa language, spiced with verses from the Koran, in Arabic. Overall, he insists that he is alive and 'only by the will of God he will die' ([…] should know that he could not die except by the will of Allah […]). 1 Shekau is wanted by the United States (a bounty of $7 million was placed on his head).2 According to ISWAP (Islamic State of West Africa Province)3, Abu Bakar Shekau, Boko Haram’s leader, has barricaded himself with some of his followers and dozens of fighters in the thick forest of Sambisa. His hiding place was attacked by more than 30 armored vehicles carrying heavy weapons assisted by dozens of ISWAP fighters mounted on motorcycles. The attackers forced his fighters and bodyguards to surrender. The group’s April 2014 abduction of almost 300 schoolgirls drew particular international attention, including from the Obama Administration and Members of Congress. Its high death toll and its pledge of allegiance to the Islamic State (IS, also known as ISIL or ISIS) in March 2015 have further raised the concern of U.S. policy makers. The group has sought to rebrand itself as the Islamic State’s West Africa Province (ISWAP), though it remains more popularly known by its original nickname. The State Department has named several individuals linked to Boko Haram, including its leader, Abubakar Shekau, as Specially Designated Global Terrorists, and the group was designated as a Foreign Terrorist Organization (FTO) by the State Department in November 2013. More than 15,000 people are estimated to have been killed by Boko Haram, including more than 6,000 in 2015 alone, making it one of world’s deadliest terrorist groups. 8: Historical Background: the Abrahamic Faiths Author: Susan Douglass Overview: This lesson provides background on three Abrahamic faiths, or the world religions called Judaism, Christianity, and Islam. It is a brief primer on their geographic and spiritual origins, the basic beliefs, scriptures, and practices of each faith. It describes the calendars and major celebrations in each tradition. Aspects of the moral and ethical beliefs and the family and social values of the faiths are discussed. Comparison and contrast among the three Abrahamic faiths help to explain what enabled their adherents to share in cultural, economic, and social life, and what aspects of the faiths might result in disharmony among their adherents. Levels: Middle grades 6-8, high school and general audiences Objectives: Students will: Define “Abrahamic faith” and identify which world religions belong to this group. Briefly describe the basic elements of the origins, beliefs, leaders, scriptures and practices of Judaism, Christianity and Islam. Compare and contrast the basic elements of the three faiths. Explain some sources of harmony and friction among the adherents of the Abrahamic faiths based on their beliefs. Time: One class period, or outside class assignment of 1 hour, and ca. 30 minutes class discussion. Materials: Student Reading “The Abrahamic Faiths”; graphic comparison/contrast handout, overhead projector film & marker, or whiteboard. Procedure: 1. Copy and distribute the student reading, as an in-class or homework assignment. Ask the students to take notes on each of the three faith groups described in the reading, including information about their origins, beliefs, leaders, practices and social aspects. They may create a graphic organizer by folding a lined sheet of paper lengthwise into thirds and using these notes to complete the assessment activity. -

Many Christians have directed their anger, not simply towards T militant Islamists, but towards Muslims in general and towards Islam in particular. (Most Muslims, on the other hand, direct their anger sensibly towards the Islamist terrorists themselves rather than against the whole Muslim community.) Much of the anger expressed in the West has taken the form of demonizing the Islamic religion, to the extent of accusing Muslims of worshiping a demon. A key element of this attack has been the claim of some that the name Allah refers to a demon or at least a pagan deity, notably the so-called “moon god.” Such claims have even been made by scholars who are reputable in their own fields but who are poorly acquainted with the Arabic language and Middle-Eastern history. The Kingdom of God, however, is never advanced by being untruthful, so this matter bears further investigation. Moon God? Those who claim that Allah is a pagan deity, most notably the moon god, often base their claims on the fact that a symbol of the crescent moon adorns the tops of many mosques and is widely used as a symbol of Islam. It is in fact true that before the coming of Islam many “gods” and idols were worshiped in the Middle East, but the name of the moon god was Sîn, not Allah, and he was not particularly popular in Arabia, the birthplace of Islam.
