CEU eTD Collection Page 2 Abstract: Hungary’s experiences as a member of both the EU and NATO on the matters of relations with Russia, border security, and military structuring reveal that EU and NATO security agendas are not always complimentary. By assessing Hungary’s choices in security cooperation, it becomes clear that ideational factors heavily influence and sometimes override Hungary’s rational interests. While any Europeanisation of Hungary’s security culture is minimal at best, Hungary’s participation in EUBAM and FRONTEX could lead to further security integration. On matters of military deployments, capabilities structuring, and defense spending, Hungary overwhelming favors NATO’s needs, even while recognizing that its stated security needs are best addressed through EU security cooperation, thus revealing the dominant influence of strategic culture. How to negotiate? What budget? To what extent should the Union be reformed previously? And, of course, When? Nevertheless, eight years later, at the moment when Prime Minister José Maria Aznar concludes his second legislature, the enlargement process hails at a point of culmination as ten new member states will incorporate themselves 1 May 2004. This paper will explore what the position of the Spanish government has been, throughout this process of finding the unknown factors, by putting two of the most recurrent criticisms to the Spanish government’s policy towards enlargement to the test. The first, proceeding from some member states and candidate countries, is that the Spanish position has tried to hinder the enlargement. The second, coming from the main Spanish opposition parties, has been the lack of strategy of the conservative government to develop closer relations between Spain and the candidate countries. 1. Has the Spanish position been a hindering factor in the process of enlargement? Taking into account that in the Spanish case the possible costs/inconveniences of enlargement seem to be bigger than the foreseeable benefits/opportunities, an affirmative answer to this question might be expected. Clearly, there are some areas in which the material and political interests of Spain compete directly with those of the candidate countries.

This claim, that Europe found its common identity in that epiphanic moment, hangs over Europe still. It is the challenge that Europe ‘realise itself ’ against America. The Habermas/ Derrida intervention – ‘both an analysis and an appeal’ – describes the attack on Baghdad in phrases of horror and condemnation (‘the civilised barbarism of coolly planned death’) and claims that the ‘power of emotion’ roused by this barbarism ‘has brought European citizens jointly to their feet.’ But, they wrote, this mobilisation only made Europe’s powerlessness the clearer: and with that, the necessity to act to create a state called Europe, which can itself be a decisive actor on the world’s stage.

With success in the unification of Europe and the subsequent deepening and enlargement of its integration, the Union set Europe in the itself the ambitious task of becoming a global power, even a superpower. However, starting with the first decade of the XXI century, we have witnessed International Order a rapid erosion of the international position of Europe (the EU). The author carefully analyses the causes of the EU’s failure in pursuing the role of European representative, Europe thereby pretending to the role of one of three world powers. Besides cultural and demographic trends, the author identifies the main factors leading to this failure: the divergent interests of individual European powers, their incapacity to act in a geopolitical context and the rapid erosion of Europe’s civilizational identity. The rapid decline of Europe’s international position threatens the appearance of a new and bipolar global arrangement together with the further marginalisation of Europe.     HUNGARIAN FOREIGN POLICY ON THE THRESHOLD OF THE NEW MILLENNIUM ANDRÁS SIMONYI Ministry of Foreign Affairs, Budapest Hungary Hungary's intention with both NATO and the European Union was to "anchor" the country institutionally as soon as possible to the West. This institutional anchoring was important because we badly wanted the international investment community to understand that Hungary is part of the western structures, so businessmen have nothing to fear when they come to Hungary to invest or to be part of privatization. Keywords: foreign policy, political, economic and military alliances, European Community, NATO Hungarian foreign policy as it is conducted today has its roots in the past. Its style also has its roots in the past. It is at times radical and at other times reluctant. During the nineteenth century as well as during the twentieth century Hungary was a part of alliances with different powers. And once it regained its independ­ ence, Hungary immediately joined new alliances again. These developments cer­ tainly have had their effects on the way the country conducts its international relations today. I would argue that the romantic phase of the post-Soviet attitude in foreign policy is over. In the beginning of the 1990s we did have this romantic and eu­ phoric attitude toward Germany, the European Union and the United States. I had the feeling at the beginning of the 1990s, right after the changes, that this naivete was somehow rooted in the idea of gratitude of the West. Which is of course totally ridiculous. There is no gratitude in history! I remember going to Copenha­ gen in November 1989 where I met Mary Dau Hansen, one of the well-known conservative researchers in Denmark.
