    PALASZCZUK’S SECOND YEAR AN OVERVIEW OF 2016 ANN SCOTT HOWARD GUILLE ROGER SCOTT with cartoons by SEAN LEAHY Foreword This publication1 is the fifth in a series of Queensland political chronicles published by the TJRyan Foundation since 2012. The first two focussed on Parliament.2 They were written after the Liberal National Party had won a landslide victory and the Australian Labor Party was left with a tiny minority, led by Annastacia Palaszczuk. The third, Queensland 2014: Political Battleground,3 published in January 2015, was completed shortly before the LNP lost office in January 2015. In it we used military metaphors and the language which typified the final year of the Newman Government. The fourth, Palaszczuk’s First Year: a Political Juggling Act,4 covered the first year of the ALP minority government. The book had a cartoon by Sean Leahy on its cover which used circus metaphors to portray 2015 as a year of political balancing acts. It focussed on a single year, starting with the accession to power of the Palaszczuk Government in mid-February 2015. Given the parochial focus of our books we draw on a limited range of sources. The TJRyan Foundation website provides a repository for online sources including our own Research Reports on a range of Queensland policy areas, and papers catalogued by policy topic, as well as Queensland political history.5 A number of these reports give the historical background to the current study, particularly the anthology of contributions The Newman Years: Rise, Decline and Fall.6 Electronic links have been provided to open online sources, notably the ABC News, Brisbane Times, The Guardian, and The Conversation.

Do you wear pyjamas to bed? I had never really thought about that question. For people who have never experienced homelessness it is a given that at the end of each day we may change into sleepwear. A tenant called Steve* recently told me that for the first time in his life (he is 50) he owns and changes into pyjamas when he goes to bed. Initially, I didn’t think much about this comment but it sat with me – and when I saw him next I asked him more. Steve told me his story. His childhood was rough, his life had been a litany of bad situations made worse through abuse, crime, addiction, incarceration, ill health, self-neglect and ultimately through seven years of homelessness. For Steve, the small act of changing his clothes at the end of the day is now a sign of hope and an act of joy, because wearing them is only possible when you have a safe place to live. What many of us fail to consider is that you do not wear pyjamas when living on the streets. Steve’s pyjamas are the embodiment of what access to safe, affordable and secure accommodation is all about. Steve’s pyjamas embody the lessons he’s learned about maintaining and sustaining his housing, paying his rent, his bills, in weekly budgeting, doing the shopping, the cleaning, and the daily chores.

    Jackie Putting Trad Queenslanders DEPUTY PREMIER OF QUEENSLAND Ms Jo-Anne Bragg CEO, Solicitor Environmental Defenders' Office 8/205 Montague Rd WEST END, OLD 4101 By email: edodIda,edoold.orq.au Dear Ms Bragg Thank you for your letter dated 14 November 2017 inviting a representative of the Palaszczuk government to attend a panel discussion on 21 November 2017 to discuss the topic Donations and Other Dangers to Democracy. As you have been advised, none of the Ministers is available on that date as they already have prior commitments in what is a hectic election campaign schedule. However, I welcome your invitation to provide a written submission on the topic. As you would be aware, when the Newman-Nicholls Government changed the political donation disclosure threshold from $1000 to $12,400, the then Labor opposition opposed the legislation, and vowed that, when elected, a Palaszczuk Labor Government would return the threshold to $1000, and would do so retrospectively. Political parties were warned to keep their receipts. The Australian Labor Party has continued to declare all donations over $1000 at all times, both at a state and federal level. The first legislation introduced in the 55', Parliament by the Palaszczuk Government was the Electoral and Other Legislation Amendment Bill 2015, which gave effect to the election commitment to retrospectively lower the donation disclosure threshold from $12,800 (which it had risen to because of indexation) to $1000. This meant that the 60 per cent of electoral donations received by the LNP while in government, which were previously secret, had to be disclosed.

    Queensland's Treasurer Jackie Trad to release budget update Queensland Premier Annastacia Palaszczuk after Monday's Labor Caucus meeting. Dan Peled/AAP by Mark Ludlow Queensland's new Treasurer Jackie Trad will hand down the mid-year budget update next week as part of a push to rebrand the Labor government's economic narrative in the Palaszczuk government's second term in office. With a surge in coal royalties and strong economic growth, the budget update will allow the Treasurer to hit the ground running as she works to reshape the message that lost its way under former treasurer Curtis Pitt. The state's spiralling debt, keeping a rein on government spending (including the size of the public service) as well as fighting for a greater share of goods and services tax revenue at the Council of Australian Governments will all be on the agenda for Ms Trad when she gets sworn in as treasurer at Government House on Tuesday. As part of a major reshuffle of her ministry, premier Annastacia Palaszczuk has elevated second-term MP Steven Miles to the crucial health portfolio. It was announced on Sunday former health minister Cameron Dick will join Ms Palaszczuk's economic team by taking on State Development, Infrastructure and Planning and Minister for Manufacturing, with responsibility for Economic Development Queensland and Queensland Reconstruction Authority. Kate Jones, who was education minister, will be appointed Minister for Innovation, Minister for Tourism Industry Development and Minister for the Commonwealth Games. Ms Jones will also have responsibility for International Education. The other big promotion from Monday's ministerial reshuffle is former industrial relations minister Grace Grace moving into the education portfolio.
