Sustainability Analysis of Project Components of Narayanganj District Under RIIP 2 Project Acknowledgement The author acknowledges the gratefulness of the highest order to all of them including the EA in particular. Or the data collection, the appraisal team used questionnaires. The field offices, union councils and overall the enrolled agent offices allocated their human resources for the data collection process. His willingness and flexibility to allow the author in close proximity with the appraisal team, was the foremost important deciding factor of this thesis. The author also expresses his gratitude towards the director of the PMO, hifab international. First the author approached Hifab through Richard de Wet and Nils Gardet (Hifab Director for RIIP 2). And from there, the author gets in touch with the LGED project director for RIIP 2 - Syed Mahbubur Rahman. The PMO (Project Management Office) then directed the author to the DSM (Design, supervision and Monitoring) wing and ITC (Technical Co-operation Consultant).The author also expresses his profound gratitude to his supervisor Mr. Peter Brooking, for giving guidance and bearing with him for so long. And finally the support from my family especially from my mother and spouse, whose inspiration has helped me to finally finish it off 1 Executive Summary This research firstly analyzes the prevailing practice of conducting sub project appraisals or feasibility studies under the scope of sustainability. Then the research debates on the existing capital intensive, people exclusive, quantitative methodology of conducting SARs and urges on introducing more people oriented right based approach of doing such type of study for donor funded projects in Bangladesh. From the study it was found that ADB launches a very detail feasibility study before launching RIIP 2 project where they looked at environment, social and economic aspect of the project components. The cut throat methodology of quantitative research was adopted with barely participation of the community. Whereas, if PRA was adopted as the tool for the feasibility it would have been less capital intensive and for inclusive from a right based perspective 2 . Highlights As of 15 June 2020, according to the Institute of Epidemiology, Disease Control and Research (IEDCR), there are 90,619 confirmed COVID-19 cases in Bangladesh, including1,209 related deaths; Case Fatality Rate (CFR) is 1.33%. On 12 June 2020, the Ministry of Health and Family Welfare/DGHS introduced “Bangladesh Risk Zone-Based COVID- 19 Containment Implementation Strategy/Guide,” dividing areas in Red, Yellow and Green Zone based on the prevailing risk of the COVID-19 spread. On 13 June 2020, the Ministry of Religious Affairs, Coordination Branch issued an Emergency Notification circular with the instructions for the worshipers in the Red Zone areas to offer prayers at their respective homes instead of public place of worship. On 14 June 2020, the Ministry of Foreign Affairs (MoFA) circulated a Note Verbale, which stated that foreign investors and businessmen will be granted on-arrival visas at the port of entry in Bangladesh if he/she has a PCR-based COVID- 19 negative medical certificate (with English translation) and relevant supporting documents for obtaining investment/business visa.

According to the Bangladesh Environment Conservation Rules 1997 (GOB, 1997), construction of a power plant project falls under the RED category. Initial Environmental Examination (IEE) followed by Environmental Impact Assessment (EIA) including Environmental Management Plan are required for these types of projects for getting environmental clearance from the Department of Environment (DOE). According to the World Bank (1999) operational policy OP 4.01, this project is classified as an Environmental Category A project, requiring an Environmental Assessment for the construction and operation of the project with recommendations for appropriate mitigation and management measures. Since a detailed environmental assessment of the proposed project is being carried out, the DOE has exempted the IEE of the project in response to the request by the Electricity Generation Company of Bangladesh Limited (EGCB).

Erosion The Meghna river banks suffer from erosion problems annually, mostly in the monsoon and post monsoon periods. As the transmission line will not have any impact on erosion, a further detailed analysis of erosion was not required for the project. Flooding Flooding situation of the study area is very nominal. The local people informed that, only the historical flash flood occurred in the year of 1988, 1998 and 2004. Flooding of 1988 and 1998 severely affected almost the entire study area. The duration of 1988 and 1998 flood was around 1-1.5 months with flood level of 6-7 ft.
