Dobbiamo però oltremodo riconoscere che l’inizio dei primi rudimentali movimenti del gioco con la palla in senso generico ed organizzato è da ricondurre ad alcuni aspetti dei primordiali giochi ed evoluzioni protratte nel corso dei secoli, ed arrivate ad oggi con una grande varietà di regole, così seguiti dal grande pubblico come forme di spettacolo e divertimento.

Este artículo analiza de manera exploratoria el surgimiento y organización de este club a través de su propio boletín editado entre 1904 y 1909. Durante este quinquenio se pone de manifiesto el interés de esta organización por incorporar a la bicicleta como instrumento y símbolo del turismo nacional, destacándose algunas motivaciones y obstáculos que condicionaron el vínculo del club con la sociedad civil y con el Estado uruguayo a la hora de planificar y ejecutar sus proyectos. Los distintos episodios suscitados a raíz de estas relaciones arrojan luz sobre el grado de involucramiento efectivo que el Club Nacional de Velocipedistas (CNV) sostuvo en el desarrollo turístico uruguayo hasta cambiar su nombre por el de Touring Club Uruguayo en 1909.
