LI China University of Petroleum Email: [email protected] Preface: Mr.Chairman, Ladies and Gentlemen: Thanks to Colorado School of Mines, last year the 26th Oil Shale Symposium promoted the oil shale activities of the world. Now one year has passed, comes the 27th Oil Shale Symposium; it is my pleasure to attend this meeting and to inform you of one year’s progress in the Chinese oil shale business. Reserves and Resources: Chinese oil shale proven reserves accounts for 32 billion tons. Chinese oil shale resources is estimated to be 600 billion tons Now in many provinces, governmental organizations and private companies are exploring oil shale The China Bureau of Geological Survey is promoting the survey of oil shale Fushun Mining Group Co. (I) In 2006, Fushun mining Group Co. produced 240,000t shale oil. In 2007, Fushun will produce 300,000 t shale oil, with the addition of 40 new Fushun retorts, into the existing 140 retorts (each with 100t oil shale/day capacity). Now the selling cost of shale oil reaches 3,500 yuan/t; greater economic and social benefits have been made. Fushun Mining Group Co. (II) Fushun is importing one ATP retort for processing particulate oil shale, with the daily capacity of 6,000t oil shale. ATP technology is not so mature; three years ago, when the first ATP retort was shut down in Australia, its longest operating cycle only reaches 50%; Fushun must spend much time and effort to make it run well. Fushun Mining Group Co. (III) Fushun is expanding its shale ash use. A production line with a dry method rotating furnace for preparing shale ash cement clinker was set up to produce 700 t/day of clinker, and 300,000t of cement yearly. More than 100,000 t shale ash can be consumed for cement production. Fushun Mining Group Co. (IV) A brick factory using oil shale and shale ash for producing construction brick with a yearly capacity of 60 million bricks was set up in 2004. It has been operated with good economic and social benefits. In 2007, it is planned to build another factory with the yearly production of 180 million bricks, due to local Bricks from Shale Ash demands. Oil Shale Business in Huadian(I) In Huadian, Jilin Province 65t/h, The equipped capacity with of 12 generators MW Three sets of fluidized bed oil shale combustion units Processing 300,000 t oil shale annually Oil Shale Business in Huadian(II) In Huadian Five private small companies produce a total of 30,000 t shale oil each year Using Fushun retorting technology The private companies earn much money, but the environmental impact is serious Huadian oil shale business(III) China Power Investment Company and Jilin Energy Company , as main investors, cooperating with Jilin Province are conducting a large project, for retorting 2 million t oil shale yearly in Huadian producing shale ash for shale char for power 200,000 t shale oil producing cement The total investment accounts for more than I billion Chinese yuan. Wang Qing County oil shale retorting In Wang Qing County, Jilin Province, a privale company set up 10 Fushun retorts, and produced 15,000 t shale oil in 2006. Wang Qin oil shale is open pit mined, with the oil content of 8%. The company earns money, but the environmental problem has to be solved. Other Local Related Business Maoming, Guangdong Province is planning to build a large oil shale power plant, but has to be approved by China National Development Commission Zhan County, Heinan Province, is planning to build an oil shale retorting plant to produce shale oil. Petrochina (CNPC) In 2006, CNPC , the Chinese biggest oil company established a new department , “New Source of Energy”, for dealing with oil shale, tar sands, biofuels. Langfeng branch research institute under CNPC also began oil shale research. Da Qing Oil Company also becomes involved in oil shale exploration and use. China National Coal Company China National Coal Company is supporting Harbin Coal Chemical Co. to conduct a pilot test of oil shale fluidized bed retorting (24 t/h). China National Coal Company with Heilongjiang Coal Chemical Company is exploring for oil shale China University of Petroleum China University of Petroleum is continuing its oil shale analysis, evaluation, and development; has made contracts with domestic and foreign companies, such as with an Indian private company, for oil shale analysis, and evaluation. China National Oil Shale Association The China National Oil Shale Association was established in 2005. In 2006, an annual meeting sponsored by Fushun Mining Group Co. was held with great achievement .

L IAONING PROVINCE Opportunities for Investment in Coal Mine Methane Projects A major coal producer, the Fushun Mining Group Company, Ltd. has one producing underground mine and one open-pit mine. Total coal production in the mining area is about 6 million tonnes of coal annually. The underground mine, Laohutai, drains about 100 million cubic meters (more than 3.5 billion cubic feet) of methane annually, and methane production from surface boreholes has also begun. Significant opportunity exists for expanding recovery and utilization of methane from surface and underground boreholes. The Fushun Mining Group Company, Ltd. seeks investment for expanding the production of methane from surface boreholes and combining it with a portion of the methane recovered from the Laohutai mine to meet the energy needs of the nearby city of Shenyang. Fushun Mining Group seeks investment from China and abroad to for the proposed coal mine methane development project described in this brochure. OVERVIEW OF THE FUSHUN MINING GROUP COMPANY LTD. CHINA Fushun Mining Area LIAONING The Fushun Mining Group Company Ltd. (informally known as the Fushun Mining Group) is a large state-owned coal enterprise with 26 subsidiaries. Located in the city of Fushun in northeastern China’s Liaoning Province, it is about 45 km from Shenyang, the capital of the province, and 126 km from Anshan, a major iron and steel manufacturing center. Although the Fushun area has produced coal for more than 100 years, an estimated 800 million tonnes of recoverable reserves remain. The Fushun Mining Group has total assets of 4.7 billion yuan ($US 566 million).

    7 China 7.1 Summary of Coal Industry 7.1.1 ROLE OF COAL IN CHINA Coal accounts for 69 percent of total national energy consumption in China (EIA, 2014a). Ranking first in the world in production of coal, China exported 16.5 million tonnes (Mmt) of coal in 2011; a sharp decline from a peak of 108.8 Mmt in 2003 (EIA, 2014b). Historically, a net coal exporter, China became a net coal importer in 2009 for the first time in more than two decades (EIA, 2014a). Table 7-1 provides recoverable reserve and recent coal production data for China. Table 7-1. Sanjuang-Mulinghe, Songliao, Donhua-Fushun, and Hongyang-Hunjiang basins in the Northeast; . Taixing-Shandou, Qinshui, Daning, Ordos, Hedong, Yuxi, Xuhuai, and Huainan basins in the North; . New production capacity was brought on line in Estonia and China, and plans for production moved forward in Jordan. However, reductions and delays in development are starting to appear, particularly in the United States, due to the low price of crude oil. The current status is in flux, but it is too early to know whether we are seeing a repeat of the 1980s. In the U.S., the Utah Division of Water Quality issued a groundwater permit to Red Leaf Resources, which now has the go-ahead to establish a small-scale commercial production system based on the EcoShale process as a joint venture with Total. A challenge by environmental groups was settled by allowing access to groundwater monitoring data. However, that project is now delayed by a year or more, and the time will be used to accelerate design optimization. TomCo received temporary approval to establish a commercial operation using the EcoShale process 15 miles from the Red Leaf operation. Enefit is making progress getting permits for development of its private lands in Utah and successfully resolved a potential environmental roadblock by working with local officials, who created a conservation plan for a potentially rare plant.

Aiming at extra-thick coal seam conditions, this paper numerically stimulates the dynamic process of actual excavation. Results show that failure height increases with excavation volume, thereby increasing the location of abscission layer dropping along with increasing failure height. An abscission layer is formed along the depth, changing the condition of groundwater occurrence and exposing a hidden safety hazard in the field of continuous mining. New production capacity was in full force in Estonia and China, and plans for production moved forward in Jordan and Utah, although at a slower pace than expected a few years ago. Some companies are re-optimizing their processes and projects to adapt to the current economic situation. The current status is still in flux, and it is too early to know whether we are seeing a repeat of the 1980s or a shorter-term correction. Oil shale continues to be mined and retorted or burned in power plants in Estonia, China and Brazil. Production rose significantly in 2015, but future expansion is uncertain. In Estonia, Viru Keemia Grupp brought a second Petroter plant on line in Q3 of 2014 and a third unit in the Q3 of 2015, 1 bringing their total installed capacity to ~14,000 BOPD (barrels of oil per day).
