United States General Accounting Office GAO Washington, D.C. 20548 National Security and International Affairs Division B-229358 September 20,1988 The Honorable John Dingell Chairman, Subcommittee on Oversight and Investigations Committee on Energy and Commerce House of Representatives Dear Mr. Chairman: The Army, having decided that its fleet of construction vehicles was becoming too costly to keep in repair, directed European units in 1985 to dispose of commercially available combat engineer construction vehi- cles. The Army purchased 850 replacement vehicles for Europe costing about $79 million. The purchase was part of a worldwide replacement program totaling about $470 million through fiscal year 1987. As you requested, we reviewed the Army’s replacement of construction vehicles in Europe. Our objective was to determine the basis for replac- ing these vehicles. We agree with the Army’s goal to replace worn-out vehicles with stan- dardized ones, but question its decision to dispose of usable vehicles without showing that it was cost-effective to do so. Army officials stated that old construction vehicles were difficult to support and that high repair costs made replacing the entire fleet -regardless of condi- tion-cost-effective. We found no analyses to support the Army’s position.

  • Minimizing a Farm's Environmental Impact Through
© 2014 Katherine Mary Koritz OPTIMIZATION IN A SYSTEM OF SYSTEMS: MINIMIZING A FARM’S ENVIRONMENTAL IMPACT THROUGH OPERATIONAL EFFICIENCY BY KATHERINE MARY KORITZ THESIS Submitted in partial fulfillment of the requirements for the degree of Master of Science in Systems and Entrepreneurial Engineering in the Graduate College of the University of Illinois at Urbana-Champaign, 2014 Urbana, Illinois Adviser: Associate Professor Harrison Kim Abstract Life cycle assessments (LCA’s) are performed for many combine harvester, tractor, and planter models. The machines will be considered for selection by a farming system seeking to accomplish certain tasks on a farm of fixed acreage over a projected time horizon. Metrics are designated for each machine type to compare the capabilities and expected environmental impacts of machines with similar functions. A system-of-systems approach is applied to the farming operation’s decisions regarding the selection and use of its agricultural machinery. The goal is to minimize the farm’s total environmental impact by selecting an optimal portfolio of machinery and determining the annual usage intensity of each machine. LCA’s are performed to generate each machine’s fixed and variable environmental impacts. Environmental impacts will be represented in units of kilograms of carbon dioxide equivalent (kg CO2e) as measured by IPCC Global Warming Potential 100a using SimaPro 7. Manufacturing phase and end-of-life phase impacts are considered fixed environmental impacts that are accrued upon the machine’s selection into the farming system. Maintenance phase and usage phase impacts depend on the usage demand of the machine so are therefore considered variable environmental impacts.

  • Bulldozer Movement Kills Operator Standing on Track
OR 2005-28-1 Bulldozer movement kills operator standing on track SUMMARY On August 20, 2005, a 33-year-old Hispanic equipment operator was killed when he slipped between the tracks and the body of the bulldozer he was operating. The operator gave a coworker a ride to retrieve an ATV located at the top of a hill where the operator was intending to work. The operator stopped the bulldozer on a fairly level area of the slope to let off his rider. He then noticed the coworker had left a jacket in the cab, so he lowered the tractor’s blade to the ground, put the machine into idle, and stood on the track to reach out and give the The Caterpillar D8H bulldozer in this jacket to the coworker. While in this position, the incident unexpectedly rolled backward tractor suddenly moved backward, and the operator lost from a parked position. his balance and fell feet first between the track and the deck. The bulldozer continued to roll 8-10 ft backward, and the operator was pulled beneath the tractor and crushed. Coworkers freed the conscious victim, but he was confirmed dead when emergency medical responders arrived at the scene. The medical examiner reported a blood alcohol content of 0.08, the level of legal intoxication in Oregon for operating a motor vehicle. CAUSE OF DEATH: Multiple traumatic injuries RECOMMENDATIONS • Before exiting a bulldozer, the operator must secure hazardous energy by following all manufacturer recommended steps in parking, including setting the parking brake. • Operators should not use alcohol or other impairing drugs prior to or while operating equipment.
