I was caught up in the crest of an unprecedented and nerve wrecking storm that resulted in the split of the Apostolic Faith Mission (AFM) in Zimbabwe. As the presiding Principal and Chief Executive Officer of Living Waters Theological Seminary, the training institution responsible for indoctrination, spiritual formation and churning out pastoral candidates, I had to grapple with a plethora of intricacies ensuing from the cyclonic split of the Church. Lecturers, staff and students including myself, were forced to declare sides in a process that was shrouded in mistrust, estrangements, gerrymandering, blackmail, scandals and smear campaigns. As a result of this tumultuous situation in the AFM church and the vitriolic attacks that were targeted at me, I was hospitalised for a week in December 2018 due to a stress related ailment. These unfortunate developments unfolded during the time when I was supposed to be polishing up my PhD thesis for submission. In this delirious moment, my beloved wife, Veronica “Verynice” Chabata stood with me as ‘a real help suitable for me’ (Genesis 2:18). I also want to thank my children for bearing with and enduring my frequent travels to North-West University where I often stayed for long periods, depriving them of filial love. Many thanks go to my Research Promoter, Dr Aldred Genade, for the brotherly love (αδελφικης ἀγάπης) and patience (μακρωθυμία) with which he supervised this thesis. At times he combined supervising the thesis and counselling an emotionally battered student. My gratitude also goes to Professor Hans van Deventer who often paired up with Dr Genade to guide me in this research. I also acknowledge the encouragement and assistance with transport received from my friend and brother, Pastor Misheck Muzanenhamo. Since the pioneering work of Lohmeyer (1928) until the most recent work by Weymouth (2015), the interpretations of this pericope have not benefitted from the application of African epistemologies. The result has been that topics like the mind which was in Christ, humility, the humanity and servanthood of Christ, self-emptying, obedience unto death, resurrection and post-death exaltation are all interpreted and explained primarily from contexts alien to Africa. The dominant interpretations tend not to be exhaustive of the latent possibilities of meaning embedded within the text. The encounter with the text is a concept apparently alien to most Euro-American scholarship. A critical examination of these themes from an African perspective generally, and a Shona context specifically, may advance richer trajectories of meaning. Chimhanda (2014:306) states that the Shona consist of five major ethnic groups namely the Karanga, Zezuru, Manyika, Korekore and Rozvi. Due to the heterogeneous character of the Shona ethnic groups, this thesis shall be based on the Zezuru group of the Shona. Hence, wherever the term Shona appears throughout the thesis, it is referring to the Zezuru ethnic group. In this thesis, Philippians 2:5-11 is studied within the context of death and morality metaphors from a Shona cosmological perspective. Such an approach could yield insights from the vantage point of a hitherto marginalised African hermeneutic that will advance scholarship of the letter to the Philippians. Colonial taxation was intended to serve among other purposes the provision of revenue for administrative expenses and mobilization of labour for colonial economic sectors. Taxation, in concert with a cocktail of other coercive extra-market devices such as land sequestration, utilisation of unjust legislation and forced labour, to mention a few, was tailored to ensure Africans’ movement from the traditional economy to the supposedly ‘modern’ colonial sector through participation in the labour market. While scholars have conventionally interpreted these processes as having dealt a major blow to African economic production, particularly in relation to agriculture, livelihoods and local knowledge systems, the study explores aspects utilised by Africans in responding to colonial taxation as opposed to emphasising African victimhood.

However, these are areas of neglect insofar as the investigation of the economic role of Africans in colonial states is concerned. In spite of the fact that the European population and the revenue of Natal have never been very large, there have been numerous studies examining the role of the white inhabitants in the economic development of the colony. Stimulus for this thesis has therefore been provided by the vacuum in the historical literature concerning the financial history of colonial Natal, and in particular, how the Hut Tax - one of the more significant manifestations of colonialism - served as a tool in coercing the northern Nguni inhabitants to finance the administration of foreign rule.

RAPID RESPONSE NOTE 0 Executive Summary Real estate tax is considered to have strong economic efficiency, equity and governance benefits; however, its administrative and political costs prevent it from being used extensively in many developing countries. In Liberia, real estate tax revenues are less than 0.2 percent of GDP, compared to an average of 0.6 percent of GDP in developing countries, suggesting that Liberia may be underutilizing the tax. In cross-country empirical studies, real estate tax is observed to have a less detrimental impact on growth compared to corporate income and individual income taxes. However, the specific impact in a country depends on the policy design and administrative decisions regarding the implementation of the tax. Liberia has some growth-friendly provisions in its tax code, such as a high tax rate on vacant lands in urban centers; however, these benefits are not always realized due to limitations in enforcement, such as the inability to identify property owners. To improve real estate tax revenue performance, the Revenue Department of the Ministry of Finance must focus on increasing the coverage ratio (the fraction of total property that is on the tax roll) and the collection ratio (the fraction of total tax liability that is collected).

    Working Paper 41 Explaining Botswana’s Success: The Critical Role of Post-Colonial Policy * SCOTT BEAULIER Abstract Development economists are shifting their focus away from cross-country empirical studies (Barro, 1997) towards case studies and “analytic narratives” (Rodrik 2003; Bates et al. 1998). Instead of trying to explain all of sub-Saharan Africa’s problems in one grand sweep, economists are engaging in more focused studies of particular nations. Their hope is that by clearly understanding the particulars, broader conclusions can be drawn. This paper is inspired by the “analytical narrative” turn in economics. The paper seeks to explain the key determinants of Botswana’s economic miracle. As a landlocked country in the middle of sub-Saharan Africa, Botswana should not be growing; yet, Botswana has been one of the fastest growing countries in the world for the past 30 years. Daron Acemoglu, Simon Johnson, and James Robinson (2003) suggest that Botswana’s success can be attributed to Botswana’s “good institutions,” but this explanation begs the question of why Botswana adopted “good institutions” in the first place. To understand why the “good institutions” were established in Botswana, we must look closely at the history of Botswana’s development. By studying the history of Botswana’s development, we can begin to understand what choices other nations must make to truly reform.
