As such, the United States continues to conduct two missions under Operation FREEDOM’S SENTINEL to support the Government of the Islamic Republic of Afghanistan’s (GIRoA) efforts to obtain a durable political settlement to end the ongoing civil conflict, mitigate the threats posed by violent extremist organizations (VEO), and promote stability in Afghanistan. First, U.S. personnel participate in the NATO-led Resolute Support (RS) mission to train, advise, and assist the Ministries of Defense (MoD) and Interior (MoI), including administering $4 billion in annual Department of Defense (DOD) Afghanistan Security Forces Fund (ASFF) security assistance. Second, they conduct a counterterrorism mission to counter threats from terrorist groups such as the Islamic State of Iraq and Syria-Khorasan Province (ISIS-K.) During this reporting period (June 1, 2020 – November 30, 2020), representatives from GIRoA and the Taliban began Afghanistan Peace Negotiations (APN) in Doha, Qatar, in accordance with the February 2020 U.S.-Taliban Agreement. The start of APN represents a major milestone in pursuit of a durable political settlement in Afghanistan. Also during this reporting period, the United States continued to fulfill its obligations under the U.S.-Taliban agreement by implementing a conditions-based, phased reduction of troops (8,600 by July, 4,500 by November, and 2,500 by January 2021). On January 15, 2021, U.S. Force levels in Afghanistan have reached 2,500 as directed by President Trump and announced by Acting Secretary Christopher Miller on November 17, 2020.1 Our strategy in Afghanistan is conditions-based; our commanders on the ground continually evaluate the current conditions and make recommendations on appropriate force levels.2 Over the last six months, violence levels in Afghanistan remained above seasonal norms. The Taliban conducted numerous direct fire attacks against Afghan National Defense and Security Forces (ANDSF) checkpoints and initiated many other destructive attacks on critical infrastructure across the country. The United States continues to emphasize the need for a reduction in violence. ISIS-K also demonstrated its ability to plan and execute high-profile attacks in urban areas, despite losing its territorial strongholds in 2019 and adopting a clandestine cell-based network across the country. Notably, however, attacks against U.S. and coalition personnel actually decreased during this period, largely as a result of stipulations in the U.S.- Taliban agreement. The Pashtun tribes have yearned for a “tribal homeland” in a manner much like the Kurds in Iraq, Turkey, and Iran. And as in those coun- tries, the creation of a new national entity would have a destabilizing impact on the countries from which territory would be drawn. In the case of Pashtunistan, the previous Afghan governments have used this desire for a national homeland as a political instrument against Pakistan. Here again, a border drawn by colonial authorities – the Durand Line – divided the world’s largest tribe, the Pashtuns, into two the complexity of separate nation-states, Afghanistan and Pakistan, where they compete with other ethnic groups for primacy. Afghanistan’s governments have not recog- nized the incorporation of many Pashtun areas into Pakistan, particularly Waziristan, and only Pakistan originally stood to lose territory through the creation of the new entity, Pashtunistan. This is the foundation of Pakistan’s policies toward Afghanistan and the reason Pakistan’s politicians and PASHTUNISTAN military developed a strategy intended to split the Pashtuns into opposing groups and have maintained this approach to the Pashtunistan problem for decades. Pakistan’s Pashtuns may be attempting to maneuver the whole country in an entirely new direction and in the process gain primacy within the country’s most powerful constituency, the military.

    NATO and Afghanistan NATO led the International Security Assistance Force (ISAF) in Afghanistan from August 2003 to December 2014. ISAF was deployed at the request of the country’s authorities and mandated by the United Nations. Its mission was to enable the Afghan authorities to provide effective security across the country and ensure that the country would never again be a safe haven for terrorists. ISAF conducted security operations, while also training and developing the Afghan security forces. Following a three-year transition process during which the Afghans gradually took the lead for security across the country, ISAF’s mission was completed at the end of 2014. With that, Afghans assumed full responsibility for security. It is now fully in the hands of the country’s 352,000 soldiers and police, which ISAF helped train over the past years. However, support for the continued development of the Afghan security forces and institutions and wider cooperation with Afghanistan continue. ISAF helped create a secure environment for improving governance and socio-economic development, which are important conditions for sustainable stability. Afghanistan has made the largest percentage gain of any country in basic health and development indicators over the past decade. Maternal mortality is going down and life expectancy is rising. There is a vibrant media scene. Millions of people have exercised their right to vote in five election cycles since 2004, most recently in the 2014 presidential and provincial council elections, which resulted in the establishment of a National Unity Government. While the Afghan security forces have made a lot of progress, they still need international support as they continue to develop.

The issues of identity of the population of Afghanistan, which is viewed as a complex self- developing system with the dissipative structure are studied in the article. The factors influencing the development of the structure of the identity of the society of Afghanistan, including natural and geographical environment, social structure of the society, political factors, as well as the features of the historically established economic and cultural types of the population of Afghanistan, i.e. the Pashtuns and Tajiks are described. The author of the article compares the mental characteristics of the bearers of agriculture and the culture of pastoralists and nomads on the basis of description of cultivated values and behavior stereotypes. The study of the factors that influence the formation of the identity of the Afghan society made it possible to justify the argument about the prevalence of local forms of identity within the Afghan society. It is shown that the prevalence of local forms of identity results in the political instability. Besides, it constrains the process of development of national identity and articulation of national idea which may ensure the society consolidation. The relevance of such studies lies in the fact that today one of the threats of Afghanistan is the separatist sentiments coming from the ethnic political elites, which, in turn, negatively affects the entire political situation in the region and can lead to the implementation of centrifugal scenarios in the Central Asian states.

    The Afghanistan-Pakistan Wars, 2008–2009: Micro-geographies, Conflict Diffusion, and Clusters of Violence John O’Loughlin, Frank D. W. Witmer, and Andrew M. Linke1 Abstract: A team of political geographers analyzes over 5,000 violent events collected from media reports for the Afghanistan and Pakistan conflicts during 2008 and 2009. The violent events are geocoded to precise locations and the authors employ an exploratory spatial data analysis approach to examine the recent dynamics of the wars. By mapping the violence and examining its temporal dimensions, the authors explain its diffusion from traditional foci along the border between the two countries. While violence is still overwhelmingly concentrated in the Pashtun regions in both countries, recent policy shifts by the American and Pakistani gov- ernments in the conduct of the war are reflected in a sizeable increase in overall violence and its geographic spread to key cities. The authors identify and map the clusters (hotspots) of con- flict where the violence is significantly higher than expected and examine their shifts over the two-year period. Special attention is paid to the targeting strategy of drone missile strikes and the increase in their number and geographic extent by the Obama administration. There is no clear end in sight that will result in a U.S. military victory or in the creation of a stable Afghan state. A peace settlement may be possible, but so far, this only seems possible on terms sufficiently favorable to the Taliban so that such peace may become an extension of war by other means and allow the Taliban to exploit such a settlement to the point where it comes to control large parts of the country. The ongoing U.S. peace effort is a highly uncertain option. There are no official descriptions of the terms of the peace that the Administration is now seeking to negotiate, but media reports indicate that it may be considering significant near-term U.S. force cuts, and a full withdrawal within one to two years of any settlement. Media reports indicate that the Administration is considering a roughly 50% cut in the total number of U.S. military personnel now deployed in Afghanistan — even if a peace is not negotiated. No plans have been advanced to guarantee a peace settlement, disarm part or all of the force on either side, provide any form of peace keeping forces, or provide levels of civil and security aid that would give all sides an incentive to cooperate and help stabilize the country. The Taliban has continued to reject formal peace negotiations with the Afghan government, and has steadily stepped up its military activity and acts of violence while it negotiates with the United States.

Rubin Summary: As the United States tries to orchestrate a political settlement in conjunction with its eventual military withdrawal from Afghanistan, it has overestimated the role of military pressure or presence and underestimated the leverage that the Taliban’s quest for sanctions relief, recognition and international assistance provides. As the U.S. government decides on how and when to withdraw its troops, it and other international powers retain control over some of the Taliban’s main objectives — the removal of both bilateral and United Nations Security Council sanctions and, eventually, recognition of and assistance to an Afghan government that includes the Taliban. Making the most of this leverage will require coordination with the Security Council and with Afghanistan’s key neighbors, including Security Council members China, Russia and India, as well as Pakistan and Iran. In April 2017, in a meeting with an interagency team on board a military aircraft en route to Afghanistan, U.S. President Donald J. Trump’s new national security advisor, retired Army Lt. Gen. H.R. McMaster, dismissed the ongoing effort to negotiate a settlement with the Taliban: “The first step, the national security adviser said, was to turn around the trajectory of the conflict. The United States had to stop the Taliban’s advance on the battlefield and force them to agree to concessions in the process .... Cordesman With the assistance of Max Molot Working draft, Please send comments and suggested additions to [email protected] Picture: WAKIL KOHSAR/AFP/Getty Images The Failed Civil Side of the War Far too much of the current discussion of the peace process in Afghanistan focuses on whether a peace agreement can be negotiated, and not on whether a peace can be successfully enforced and a stable state emerge out of the peace process. Previous reporting by the Burke Chair has raised serious questions about the ability of the Afghan security forces to secure a peace without continued support from U.S. combat forces. This report addresses a different set of issues. It addresses a critical aspect of the current peace process: its apparent failure to focus on creating a stable post conflict state. It shows that the Afghan government faces a a set of civil challenges which are as serious as the challenges of creating a functioning peace with the Taliban. It does not focus, however, on the current political challenge and divisions within the Afghan Government that are shaping the coming election. It instead examines Afghan popular perceptions of the current level of governance, the deep structural challenges that the Afghan government will have to confront in order to govern effectively in the face of challenges from the Taliban and other opposition groups, and the government’s dependence on continued levels of massive outside aid. It examines the current levels of poverty and economic stress that the government will face even if the fighting ends, and the kind of pressure that a rapidly growing civil population will put on the government for new jobs and higher living standards once the fighting ceases.
