  • Regeneration NI Creating 21St Century Town and City Centres
Regeneration NI Creating 21st Century Town and City Centres NEW THINKING FRESH LEADERSHIP AMBITIOUS INITIATIVES 1 The wholesale change needed to revitalise our town centres and give them a fighting chance of survival will only come, however, when there is an acceptance that the old order of things is crumbling before our eyes. We still rely on old models that are not fit for the 21st century and this is holding back change.” Grimsey Review, 2018 2 3 INTRODUCTION For nearly twenty years, Retail NI and its membership have been champions for our town centres and high streets, bringing forward new ideas and policy solutions to decision-makers at all levels of government. Our members are entrepreneurs who provide an important service to their local communities and believe in real and genuine partnerships with their local Councils. They champion strong, vibrant and diverse town centres, which are in themselves, centres of both retail and hospitality excellence. We have already successfully lobbied for the introduction of the Small Business Rate Relief Scheme, the Town Centre First Planning Policy, legislation for Business Improvement schemes, five hours for £1 off-street car parking discount and much more. The theme of this report is regeneration and how to create 21st century town and city centres. With the Local Government Elections in 2019, we believe it is time to update our policy priorities and introduce some new ideas. I look forward to engaging with members, stakeholders and political representatives across Northern Ireland in the months ahead, asking for their support to initiate the process of regenerating our high streets, regenerating our workforce, regenerating our infrastructure and regenerating our political structures.

FIGUEROA STREET A postmodern mixed-use property bordered by Seventh and Figueroa streets The building consists of 12,000 square feet of ground-floor retail space—below a 283,000 SF Class A Office —including significant frontage feet of coveted frontage on major thoroughfare Figueroa. Figueroa Tower’s beautiful exterior combines the characteristics of traditional French architecture with the sleek verticality of a modern high-rise. These attributes, together with its location at the center of the Figueroa Financial Corridor, offer an aesthetic experience unlike any retail destination in all of Los Angeles. This corridor was solidified abuilding in California, the Wilshire Grand Center, opened directly across the street. This prestigious location boasts a high pedestrian volume and an unparalleled daily traffic count of 30,000. Such volume is thanks in part to being just steps away from retail supercenter FIGat7th, as well as sitting immediately above Seventh Street Metro Center Station, the busiest subway station in Los Angeles by far. Figueroa Tower also benefits from ongoing improvements to Downtown Los Angeles, which is currently undergoing its largest construction boom since the 1920s. In the last decade alone, 42 developments of at least 50,000 square feet have been built and 37 projects are under construction. This renaissance of development has reignited the once-sleepy downtown area into a sprawling metropolis of urban residential lofts and diverse retail destinations.

Summary of the Proposed Subject Property The feasibility study considers development of a proposed hotel in Downtown Berryville on or proximate to Main Street. The subject site has average access to major roadway (State Route 7) because of its proposed location in downtown Berryville's Main Street district, limiting its visibility and ease of ingress and egress from a major roadway. While the proposed site is proximate to some demand generators, the low density of commercial developments in the area is projected to be a weakness. Leisure attractions in Berryville and Clarke County including vineyards, historic manors and event venues, and Barns of Rose Hill will help mitigate this weakness. Visibility is considered to be average, relative to other historic downtown locations, due to its proposed multi- level configuration, assumed signage, and on or proximate to Main Street. State Route 7, which connects Berryville to neighboring Winchester and Leesburg, is less than a mile north from central downtown.

They are a focal point for our culture, communities and everyday economies. They support the most sustainable models of living and working, including active travel and shorter commutes. And they are where new ideas, new ways of living, new businesses and new experiences are made. Our high streets and town centres face many challenges, but our research shows how much Londoners value them as places to meet, socialise, access services, shop, work and live.
