This has transformed the country from a largely agrarian society into a mobile, upward-oriented economy. The country completed the transition in 2011 from low-income economy to lower- middle income economy, followed by admission to the World Trade Organization (WTO) in 2013. And in 2014, the services sector eventually overtook agriculture as the country’s largest contributor to GDP. Revolution, Reform and Regionalism in Southeast Asia Geographically, Cambodia, Laos and Vietnam are situated in the fastest growing region in the world, positioned alongside the dynamic economies of neighboring China and Thailand. Revolution, Reform and Regionalism in Southeast Asia compares the postwar political economies of these three countries in the context of their individual and collective impact on recent efforts at regional integration. Based on research carried out over three decades, Ronald Bruce St John highlights the different paths to reform taken by these countries and the effect this has had on regional plans for economic development. Through its comparative analysis of the reforms implemented by Cam- bodia, Laos and Vietnam over the last 30 years, the book draws attention to parallel themes of continuity and change. St John discusses how these countries have demonstrated related characteristics whilst at the same time making different modifications in order to exploit the strengths of their individual cultures. The book contributes to the contemporary debate over the role of democratic reform in promoting economic devel- opment and provides academics with a unique insight into the political economies of three countries at the heart of Southeast Asia. The Tenth Congress of the Lao People's Revolutionary Party
Regime Renewal in Laos: The Tenth Congress of the Lao People’s Revolutionary Party Soulatha Sayalath and Simon Creak Introduction The year 2016 was a crucial one in Laos. According to an established five-yearly cycle, the year was punctuated by a series of key political events, foremost among them the Tenth Congress of the ruling Lao People’s Revolutionary Party (LPRP). As on past occasions, the Tenth Party Congress took stock of the country’s political and economic performance over the previous five years and adopted the country’s next five-year National Socio-Economic Development Plan. Most importantly, it also elected the new Party Central Committee (PCC), the party’s main decision-making body, together with the Politburo, PCC Secretariat and secretary-general. The congress was followed in March by elections for the National Assembly, which henceforth approved party nominations for the president and prime minister, who in turn appointed a new cabinet. Throughout this process, Laos occupied the chair of the Association of Southeast Asian Nations (ASEAN), just its second time in the role, and in September played host to US President Barack Obama, the first sitting president to visit the country, when he joined the East Asia Summit. While all these events were important, most consequential was the process of party renewal that culminated with the congress. Given the LPRP’s grip on political power and the control its leaders exercise over Laos’ rich reserves of natural resources—the main source of the country’s rapid economic growth since the early 2000s—LPRP congresses represent critical moments of leadership renewal and transition. -

Abstract Upon encountering crisis from climatic and geographical influences in Lam Se Bai irrigation in Hua Taphan district, Amnat Charoen province particularly during summer and rainy season, the impacts of drought and flood are considered as persistent obstacles to the subsistence and economic security for domestic farmers. Regarding its consequence as a principal stakeholder of approximately 474 Acres in the affected area, this research was conducted to solve significant problems specified as follows; submerging floodplains, water deficiency, inefficient water management, negligent maintenance, inadequate water conservation, and limited knowledge in agricultural water management. The findings indicated that public participation was a prior influence, followed by water management, agricultural support, maintenance, and water conservation. These five elements enabled relevant sectors to unravel the management problems. Primarily, water management encompassed policy, measure, and management machinery improvement. The policy comprised of exploration, usage, and countermeasure. However, machinery progress required multi-cooperation, where efficacy was demanding. Integration process facilitated public to engage in planning, implementation, and evaluation. This allowed water users to promptly resolve unexpected situations. Agricultural support required collaboration to set action plans. -

In other words, if there is a sharp strategy, it will be able to convert social, cultural capital into goods and services until it can create a career or income for the owner of the capital very well. This research aimed to study the outstanding potential of appropriate socio-cultural capital to be converted into goods and services in the Lower Isaan region and to present a way to develop the outstanding potential of socio-cultural capital into goods and services, this research is a qualitative study that explores information from relevant literature, and interviews with key informants including Academics, experts, entrepreneurs, businessmen, villagers, government officials involved from all 4 provinces selected by a specific selection method of 40 people analyzed data using the Content Analysis method. The research results found that; The outstanding potentials of appropriate socio-cultural capital will be converted into goods and services in the lower northeastern region, namely: (1) UbonRatchathani area: Candle parade tradition, KabBua cloth, Ban Pa Aau brassware. (2) Sisaket province consists of the Sanonta tradition, Sheng Sanai Lai long boat tradition, Madan grilled chicken. -

Hinton and Rutherford: Disability Rights in Laos Disability Rights in Laos Relatively poor immunization and health standards, inadequate transportation infrastructure, and ex- plosive remnants of war from previous conflicts are prevalent causes of disability in Laos. The exact number of disabled people living in Laos today is unknown due to inadequate surveys, poor report- ing and little incentive for individuals to register as disabled.1 Despite the large number of disabled persons in Laos, they are a highly underrepresented minority. However, disability issues have be- come increasingly mainstream in Lao society in recent years, and a renewed effort to secure dis- ability rights has ensued. -
