PS Fall 1970 Published quarterly by the American Political Science Association Volume III Number 4 PS is a forum for the expression of the concerns of political science as a profession and as an academic discipline. Its basic aims are to encourage political scientists to participate more meaningfully in their common life and to stimulate debate about the place of the profession in contemporary society wtdtGITIGnt OT 11116111 Accordingly, PS invites critical analyses of the professional community and of the role of the political scientist as scholar, educator, citizen, social engineer, and consultant. It welcomes discussion of his relations to students, colleagues, deans, foundations, and governments. Moreover, its pages are hospitable to considerations of political science in other countries, to the teaching and learning of its subject matter, and to questions of professional ethics, PS will provide news of the activities of the American Political Science Association, the regional associations, and their members. It will publish official communications and committee reports. Seeking to contribute to the intelligent governance of the Association, it will present alternative views regarding the Association's policies and goals before as well as after official decisions have been made. Because PS tries to engage the general membership of the American Political Science Association, it will not be hostile to plain English. The content and style of submitted manuscripts should of course address this audience, whether their authors are writing speculative essays, reporting on empirical findings, or engaging in reasoned polemics.
