Stephan Sonnenberg Much has been written about the impact of social media on democracy, especially in recent years. In part, this explosion of commentary on the role of social media came about as the result of several very high-profile elections, among them the presidential election in the United States, that some analysts believe were very heavily influenced— possibly even decided — because of efforts by foreign powers to sway popular opinion via social media channels.1 Bhutanese policy makers, like everyone else, should be concerned about these very real forces that have come to influence more and more elections globally. I must warn the reader that this article is written by an American expatriate grateful to be living in Bhutan. The article is heavily coloured by my own sombre view of what has happened to the United States’ political culture over the past decade(s), juxtaposed with what I find to be a fairly healthy policy- making environment in Bhutan. Furthermore, I am writing as someone who has never found much entertainment value in the various social media outlets that have increasingly come to define our communications landscape. I must therefore admit that this makes it a great deal easier for me to remain agnostic about a communication medium that, for a great many of my respected peers and colleagues, has become an important tool for their everyday work, socialising, and information gathering. It is with relief and a sense of accomplishment that this third volume, officially the 2011 version, under our editorship is belatedly presented. Two major changes have taken place in the production of the IPSR that we hope will increase the quality of the Review and its accessibility to a wider audience. First, the Board of the Illinois Political Science Association has agreed to change the IPSR to a biennial journal published every odd year. This is intended to allow us to more effectively peer review and examine more submissions from our colleagues. The IPSR is an entirely voluntary production and the two-year cycle will allow for a fairer and more comprehensive review.

AN EXAMINATION OF THE PROGRESSIVELY INFLUENTIAL ROLE OF MAJOR PARTY DEBATES ON AMERICAN PRESIDENTIAL ELECTIONS: 1960-2008 INTRODUCTION There were fifty-six American presidential elections from 1788 to 2008.1 Only ten of the elections, however, included debates between the major party candidates. These occurred from 1960 to 2008, and there were none before that time.2 In 1960, John F. Kennedy and Richard M. Nixon, who were nominees of the Democratic and Republican parties, respectively, participated in a series of four debates. Television first became a significant factor in presidential politics in 1960 and the appeal of the Kennedy-Nixon debates was that they would be televised.3 Television’s presence, however, overshadowed the even greater phenomenon that the Kennedy-Nixon debates were not only the first televised presidential debates, but they were also the first debates between major party candidates ever to take place.4 From that point until 2008, another twenty- two debates were held between the major party presidential candidates, one between the Republican and Independent nominees, and eight between their running mates.5 1 Irwin Unger, These United States, 2nd Ed., Upper Saddle River, NJ: Prentice-Hall, 1999, 2003, A18-A21.
