Annual Report 2017 CHAIRMAN’S STATEMENT Dear shareholders, In 2017, adhering to the spirit of the 19th National Congress of the Communist Party of China, the Central Economic Work Conference and the National Financial Work Conference, the Company continuously adapted to the changing situation of “strict supervision and keen competition” in the securities industry and seized the development trend of the industry. Towards the strategic target of “building a carrier securities broker and a modern investment bank”, the Company made its transformation to the business model of “Dual-wheel Drive and Coordinated Development” and timely performed comprehensive management system reforms. In the process of transformation and development, thanks to the strong support of all shareholders and the joint efforts of all employees, the Company safeguarded its steady operation and achieved satisfactory results. In 2017, the Company realized revenue and other income of RMB15.986 billion and net profits attributable to shareholders of the Company of RMB3.981 billion, with the weighted average return on net assets of 6.33%. In 2017, the Company completed IPO for A Shares, becoming the second securities broker with H Shares and A Shares successively listed. The Company’s businesses achieved “steady progress” amidst keen market competition: net income from the securities brokerage business was among first tier securities companies; the dealer-quoted securities repurchase business grew robustly; the market ranking in terms of scale of the asset management business rapidly increased, which helped diversify the sources of operating income of the Company. With the acceleration of the Company’s internationalization, Galaxy International Holdings, as the acquirer, has made significant progress in its acquisition of the securities business of the CIMB Group in Malaysia.

    Li, China Leadership Monitor, No.7 Analysis of Current Provincial Leaders Cheng Li China has experienced a large-scale turnover in its national leadership, as demonstrated by the recently held 16th Party Congress of the Chinese Communist Party (CCP) and 10th National People’s Congress (NPC). Less noted, but equally significant, is the rapid change of political elites at the level of provincial leadership. These two national institutions’ equivalents at the provincial level have also selected their top leaders during the past few months. An analysis of the elite change at the provincial level not only sheds valuable light on the relationship between the central and provincial governments, but also provides clues about the characteristics of future top national leaders. China’s provincial-level administrations enjoy more autonomy to advance their local economic interests today than at any other time in the past half century. The dynamic interaction between the need for national integration and the demand for regional autonomy has emerged as a central issue in Chinese politics. Furthermore, provincial leadership posts have become major stepping-stones to positions of national leadership during the past decade. For example, the percentage of 16th Politburo members with previous experience as top provincial leaders (deputy party secretaries, vice governors, or above) rose sharply over the last decade: from 55 percent in 1992 to 68 percent in 1997, and again to 83 percent by 2002.1 Thus, understanding the provincial leaders’ biographical backgrounds, tenure in office, political socialization, career patterns, and rate of reshuffling is essential to the study of Chinese politics. This study focuses on the 412 current top provincial leaders, a cluster of elites that includes all current provincial party secretaries, governors (or mayors of provincial-level administrations in the cities), deputy provincial party secretaries, and vice governors or vice mayors.

We particularly appeal to the international communities and request investigation of this systematic, ongoing, egregious violation of human rights committed by the Government of the People’s Republic of China against Falun Gong. Falun Gong, also called Falun Dafa, is a traditional Chinese spiritual practice that includes exercise and meditation. Its principles are based on the values of truthfulness, compassion, and tolerance. The practice began in China in 1992 and quickly spread throughout China and then beyond. By the end of 1998, by the Chinese government's own estimate, there were 70 - 100 million people in China who had taken up the practice, outnumbering Communist Party member. Despite the fact that it was good for the people and for the stability of the country, former President JIANG Zemin launched in July 1999 an unprecedented persecution of Faun Gong out of fears of losing control. Today the persecution of Falun Gong still continues in China. As of the end of March 2004, 918 Falun Gong practitioners have been confirmed to die from persecution.

Often it is a cultural and religious center as well. This is the place of governmental headquarters and of the residence of power-holding elite and professional administrative cadres. In the societies, where transportation means are not much developed, this is at the same time the place, where producers of the top quality goods for elite consumption live and work. A country is often identified with its capital city both by its inhabitants and the foreigners. Wherefore, it is hardly possible to talk about the history of a certain state without making clear, where was located its capital. The Chinese history contains many examples, when a ruling dynasty moved its capital due to defensive or other political reasons. Often this shift caused not only geographical reorganization of the territory, but also significant changes in power relations within the state, as well as between it and its neighbors. One of the first such shifts happened in 771 BC, when the heir apparent of the murdered King You 幽 could not push back invading 犬戎 Quanrong hordes from the nowadays western 陜西 Shaanxi province, but fled to the city of 成周 Chengzhou near modern 洛陽 Luoyang, where the royal court stayed until the fall of the 周 Zhou in the late III century BC. This event is usually perceived as a benchmark between the two epochs – the “Western” and “Eastern” Zhou respectively, distinctly distinguished one from another.
