Omejujemo se na problematiko rabe slovenščine pri izbiri firm oz. imen pravnih oseb zasebnega prava ter fizičnih oseb, ki opravljajo registrirano dejavnost. Pri‑ spevek opozarja, da relevantna zakonska določila niso povsem usklajena, problematizira vprašanje razmejevanja med slovenskimi in neslovenskimi firmami oz. imeni in orisuje stališča uporabnikov do zakonskih določb – gledano skozi prizmo vpliva zakonodaje na podobo jezikovne krajine. According to the diachronic division of the Slovenian dialects based on the older linguistic phenomena, i.e. development of OCSln.*/*ō, OCSln. */*-, denasalization of Proto-Slavic nasal vowels *ę/*ǫ and lengthening of OCSln. short acuted vowels in a non-final syllable the dialect belongs to the north-western dialectal basis with diphthongization of OCSln.*/*ō > ie/uo (Tr.V.d. snìeːx ‘snow’, Tr.V.d nùọjć ‘night’), OCSln. */*- > aː (Tr.V.d. àːs ‘village’, Tr.V.d páːsjə ‘dog’s), late denasalization of *ę/*ǫ (Tr.V.d. léːdatə ‘to watch’, Tr.V.d. móːka ‘flour’) and early lengthening of OCSln. short acu- ted vowels in a non-final syllable and consequently merger of OCSln. * and *- (Tr.V.d. zvíːezda ‘star’, Tr.V.d. bríːeza ‘birch’).     TREATISES AND DOCUMENTS JOURNAL OF ETHNIC STUDIES RAZPRAVE IN GRADIVO REVIJA ZA NARODNOSTNA VPRAŠANJA 71 / 2013, p. 27–52 Zaira Vidau* The Legal Protection of national and Linguistic Minorities in the region of Friuli Venezia Giulia: A comparison of the Three regional Laws for the “Slovene Linguistic Minority”, for the “Friulian Language” and for the “German-Speaking Minorities” This article presents a comparison between three regional laws, namely the contents of Law 26/2007 for the protection of the “Slovene linguistic minority”, Law 29/2007 for the protection of the “Friulian language” and Law 20/2009 for the protection of the “German- speaking minorities” adopted by the Friuli Venezia Giulia Region in Italy. The analysis is based on the framework of diversity management theories and the related functions of minority legal protection and decentralization models. The author concludes that the system of minority protection in FVG is asymmetrical, as the regional legislation has a similar structure but is separate for each group. The differences regard also the protection of minority languages and their dialects as well as the legal sources and subjects. Keywords: diversity management, Friulian language, German-speaking communities, minority rights, national minorities, regional languages, Slovene national minority.     ADVISORY COMMITTEE ON THE FRAMEWORK CONVENTION FOR THE PROTECTION OF NATIONAL MINORITIES Strasbourg, 12 July 2016 ACFC/OP/IV(2015)006 Fourth Opinion on Italy adopted on 19 November 2015 SUMMARY Italy has continued its efforts to protect persons belonging to national minorities, who are referred to in the domestic legal order as “historical linguistic minorities”. Within the decentralised structure of the Italian Republic minority rights are protected and implemented in a very asymmetric way within the national territory and not all minorities have benefited on an equal basis from the rights laid down in the Framework Convention. The protection of rights guaranteed under the State Law on Protection of Historic Linguistic Minorities of 1999 is further strengthened in a number of regions such as Valle d’Aosta/Vallée d’Aoste, Friuli Venezia Giulia and Trentino-Alto Adige/Südtirol, by the statutes of autonomy and other national and regional legislation. The implementation of the National Strategy for the Inclusion of Roma, Sinti and Caminanti Communities of 2011 has been slow as no dedicated funding has been earmarked for its implementation. No specific legislation for the protection from discrimination of these communities has been adopted, in spite of numerous proposals being submitted in Parliament. Roma, Sinti and Caminanti remain socially and economically marginalised. Residents of segregated housing, in particular camps commonly referred to as “nomad camps”, continue to live in deplorable conditions, in spite of court rulings confirming that assigning housing in pre- fabricated containers surrounded by fencing constitutes discrimination. While a general climate of openness and tolerance prevails in Italy towards persons belonging to recognised, long-established linguistic minorities, there has been a noticeable increase of xenophobia and anti-Gypsyism within society in recent years.

Durch die jahrhundertelange Symbiose slawischer, germanischer und romanischer Kultur und die bewegte historische Vergangenheit hat sich in diesen Gebieten und Regionen sukzessive eine komplexe Verflechtung von Sprachen, Varietäten, Dialekten und Mundarten entwickelt, die in vielfältigster Weise und in unterschiedlichem Ausmass aufeinander wirken. Die soziolinguistische Situation in diesen multiethnischen Gebieten ist komplex und weist regionsspezifische Besonderheiten auf, die sich in unterschiedlichster Weise manifestieren. - Einige mundartliche Existenzformen des Alpen-Adria-Gebiets sind bereits verschwunden, viele sind vom Aussterben bedroht. Der Bewahrung der am Alpenhauptkamm Norditaliens angesiedelten vielfältigen Mundarten, Dialekte und Varietäten, aber auch der Pflege der kulturellen Identität ethnischer Minderheiten wird zurzeit überall verstärkt Beachtung geschenkt. Ob und in welcher Form hier die Sprachen-, Dialekt- und Varietätenvielfalt bewahrt werden kann, wird wohl von den jeweiligen sprachpolitischen, sozioökonomischen, ethnopsychologischen, rechtli- chen u. a. The Report has been prepared by the Ministry of the Interior (Central Department for the Problems of Frontier Areas and Ethnic Minorities), with the assistance of the Office of the Council of Ministers (Department for Regional Affairs), the Ministry of Foreign Affairs and the Ministry of Education. When the Report was being drawn up it was also considered appropriate to seek the opinion of CONFEMILI (National Federative Committee for Linguistic Minorities in Italy).

From a descriptive point of view, this thesis aims at providing an empirical base related to the syntax of Resian nominals by implementing most recent advances in the formal study of nominal expressions. From a theoretical point of view, its goal is to contribute to the ongoing debate on the presence of the DP layer in articleless Slavic languages. The claim is that Resian has developed the definite article, though visible only in certain syntactic enviroments. As a consequence, null Ds are possible if certain structural conditions are satisfied. Chapter 1 offers an overview of socio(linguistic) situation of Resian, some of the properties of Resian grammar ascribed to the contact with Romance, and methodology implemented in the thesis. Chapter 2 contains theoretical framework of the dissertation, including the debate on the presence of DP in article-less nominals, a matter of considerable debate within Slavic linguistics, and the view of the nominal structure endorsed in the thesis. Chapter 3 is dedicated to the description of Resian nominal syntax along with systematic comparison with Slavic and Romance. Chapter 4 and 5 are devoted to the elaboration of the main proposal.
