THE CORPORATION OF THE MUNICIPALITY OF CHATHAM-KENT CHATHAM-KENT COUNCIL MEETING COUNCIL CHAMBERS, CHATHAM CIVIC CENTRE JULY 8, 2002 6:00 P.M. ___________________________________________________________________ CALL TO ORDER The Mayor called the meeting to Order. Present were: Mayor Diane Gagner, Councillors Arbour, Coulter, Crawford, Crew, Fluker, Gordon, King, McGregor, Parney, Robbins, Seney, Sulman, Schnabel, Van Gassen, Vercouteren, Watson and Weaver. DISCLOSURES OF PECUNIARY INTEREST (DIRECT OR INDIRECT) Councillor Coulter declared a pecuniary interest in Infrastructure and Environmental Services Item #10(c) - Effect of September 11th at the Chatham Airport. Councillor McGregor declared a pecuniary interest in Engineering, Water/Wastewater Services Item #12(a) – Connecting Link Project, Highway #40, Dufferin Avenue, Community of Wallaceburg. Councillor Seney declared a pecuniary interest in July 8, 2002 In-Camera report. PROCLAMATIONS (a) The Mayor advised that World Youth Day 2002 has requested that July 18 to July 22, 2002, be proclaimed as "World Youth Day" in the Municipality of Chatham-Kent. The Mayor reported that World Youth Day began in 1984 when Pope John Paul II invited the young people of the world to go on pilgrimage. Since 1984 World Youth Day has been held annually in such places as Rome, Denver and Paris. The 2002 World Youth Day is an eleven-day event, with one of the components, “Days in the Diocese” beginning July 18 to July 22, 2002, where foreign participants will travel to cities across Canada, with the City of Toronto being the last destination. Youth in Canada will welcome their peers from approximately 150 countries into their homes and communities. Chatham-Kent will be welcoming approximately 1,500 youth from 15 different countries into their homes during this time. The pilgrims will be housed by local Diocese members in their homes and will be participating in a number of gatherings as well as doing community work in Chatham-Kent during their stay. The Mayor proclaimed July 18 to July 22, 2002 as “World Youth Day”. READING OF THE MINUTES (a) the Council Meeting held on April 22, 2002. Councillor Vercouteren moved, Councillor Parney seconded: 2 “That the Minutes for the Council Meeting held on April 22, 2002 be accepted as presented”. Councillor Sulman referred to page 21 of the Council Minutes from the meeting held on April 22, 2002. He thanked administration for completing the assignment of displaying pictures in Council Chambers. He explained the importance of having these pictures displayed. Councillor Sulman also made reference to the updated photos of the Queen and Prince Philip. The Director, Corporate Services advised that these are updated pictures. The Mayor put the Motion. Motion Carried Unanimously Councillor Crew indicated that there are a number of CAW people present at Council wishing to be heard by Council. Councillor Crew moved, Councillor King seconded: “That the public present at Council be heard by Council with respect to the strike by International Truck and Engine.” The Mayor put the Motion. Motion Failed A member of the public spoke out regarding his wish to be heard by Council. He expressed his displeasure in not being permitted to address Council with respect to the strike of International Truck and Engine. The Chief Administrative Officer advised that the Motion to be heard failed and Council will not be hearing the deputation this evening. Councillor Fluker moved, Councillor King seconded: “That Council adjourn for a 15 minute recess.” The Mayor put the Motion. MUNICIPALITY OF CHATHAM-KENT RECOMMENDATIONS OF THE DRAINAGE BOARD TO 3 CHATHAM-KENT COUNCIL RE: Drainage Board Meeting – June 19, 2002 A summary of the recommendations of the Board with respect to the drainage matters considered at the June 19, 2002 meeting are set forth below. The provisional by-laws are found elsewhere in the agenda. Summary of Recommendations of the Drainage Board 1. Smyth-Sullivan Extension Drain Community of Raleigh That 3rd and final reading be given to the By-law with respect to the Smith-Sullivan Extension Drain. 2. Hornick Drain Community of Tilbury-East That 3rd and final reading be given to the By-law with respect to the Hornick Drain. 3. McLeod Drain-Lansue Culvert Community of Tilbury-East That 3rd and final reading be given to the By-law with respect to the McLeod Drain-Lansue Culvert. 4. Struthers Drain Community of Tilbury-East That 3rd and final reading be given to the By-law with respect to the Struthers Drain. 5. Bacon Lanoue Drain Community of Tilbury-East That 3rd and final reading be given to the By-law with respect to the Bacon Lanoue Drain. 6. Walker Drain Community of Harwich That the Engineer's report on the Walker Drain be adopted as presented and that Council give 1st and 2nd reading to the By-law with respect to the Walker Drain. 13. Fields Creek Drain Community of Howard That the Engineer's report on the Fields Creek Drain be adopted as presented and that Council give 1st and 2nd reading to the By-law with respect to the Fields Creek Drain. 14. DeWit Foster Drain Community of Orford That the Engineer's report on the DeWit Foster Drain be adopted as presented and that Council give 1st and 2nd reading to the By-law with respect to the DeWit Foster Drain. 15.
