Setinggi-tinggi tahniah diucapkan kepada semua pihak yang telah memberikan komitmen serta masa dalam menerbitkan laporan tahunan ini. Seperti yang kita sedia maklum, anggota kesihatan JKN Perak komited, serta sentiasa berganding bahu dan bekerjasama dalam bidang masing-masing bagi memberikan perkhidmatan kesihatan yang berkualiti kepada penduduk Negeri Perak. Justeru itu pengisian dalam laporan ini telah dapat menggambarkan hasil usaha dan prestasi terhadap peranan dan tanggungjawab yang telah dijayakan oleh semua anggota kesihatan Jabatan Kesihatan Negeri Perak sepanjang tahun 2013. Akhir kata, marilah kita mengucapkan syukur kehadrat Allah S.W.T kerana terus berpeluang untuk menikmati kesihatan yang baik dan melaksanakan tugas dengan penuh tanggungjawab. Semoga buku laporan tahunan ini dapat memberikan kesinambungan informasi penting bagi dijadikan sebagai kayu pengukur kepada kejayaan JKN Perak sepanjang masa. Untuk memudahkan dan membolehkan rakyat : i. Mencapai sepenuhnya potensi mereka dalam kesihatan. ii. Menghargai kesihatan sebagai aset paling berharga. iii. Mengambil tanggungjawab dan tindakan positif demi kesihatan mereka. b. Untuk memastikan sistem kesihatan berkualiti tinggi iaitu : i. Mengutamakan pelanggan. ii. Saksama dan tidak membebankan. iii. Cekap dan wajar mengikut teknologi. iv. Boleh disesuaikan mengikut persekitaran. v. Inovatif. c. Dengan menekankan : i. Sifat penyayang, profesionalisme dan kerja berpasukan. ii. Sifat menghormati maruah insan. iii. Penglibatan masyarakat. 4 OBJEKTIF JABATAN KESIHATAN NEGERI PERAK a. Memberi perkhidmatan kesihatan yang cekap dan berkesan. b. Merangka dan melaksana perancangan yang strategik bagi program kesihatan dan perubatan selaras dengan dasar-dasar Kementerian Kesihatan Malaysia. c. Mengawal dan menilai semua program dan aktiviti kesihatan dan perubatan termasuk pergigian. d. Merancang, melaksana dan menyelaras aktiviti-aktiviti penyelidikan dan perubatan yang berkualiti bagi semua program. e. Pada asalnya ia merupakan sebuah rumah besar (mansion) yang dimiliki oleh Ahli Perniagaan Cina, Keluarga Foo yang dibina pada tahun 1910. Pada awal 1938 (semasa penjajahan British) Kerajaan British telah mengambil alih bangunan ini untuk dijadikan sebuah Klinik Doktor bagi masyarakat Eropah di kawasan Ipoh. Kemudian ianya telah dijadikan Pejabat "Sanitary Board" (Lembaga Kebersihan) bagi Daerah Kinta sehingga era "Pendudukan Jepun". Pada September 1945 Pentadbiran Ketenteraan British (British Military Administration-B.M.A) telah mula berfungsi. Pejabat Pengarah Perubatan dan Kesihatan pada ketika itu berpusat di Taiping. Apabila Pentadbiran Awam (Civil Administration) mula berfungsi pada 1 April 1946 bangunan ini dijadikan Pejabat Pengarah Perubatan dan Kesihatan Negeri. Pengarah Pertama adalah Dr. E.A Struthers yang berkhidmat mulai 9 Mei 1946 sehingga 18 Mac 1947. 7 BAHAGIAN PENGURUSAN LAPORAN EKSEKUTIF BAHAGIAN PENGURUSAN Unit Sumber Manusia Unit Sumber Manusia telah menjalankan aktiviti-aktiviti bagi tahun 2013 berdasarkan perancangan yang telah dibuat pada awal tahun. Secara keseluruhannya, pencapaian Unit Sumber Manusia bagi tahun 2013 adalah memuaskan dan berjaya melaksanakan aktiviti-aktiviti yang dirancang dengan baik. Pencapaian Aktiviti 1. Lantikan baru Sepanjang tahun 2013, seramai 2,496 orang pegawai lantikan baru telah melapor diri di Jabatan Kesihatan Negeri Perak. Rajah 1 menunjukkan statistik pegawai lantikan baru untuk tahun 2013. Rajah 1 : Statistik pegawai lantikan baru pada tahun 2013 bilangan pegawai, Pengurusan & Profesional, 262, 10% bilangan pegawai, Pelaksana, 2234, 90% 2. Kenaikan Pangkat Mengikut Peraturan-Peraturan Pegawai Awam (Pelantikan, Kenaikan Pangkat Dan Penamatan Perkhidmatan) 2013 [P.U.(A)1/2013], faktor untuk seseorang pegawai dipertimbangkan kenaikan pangkat adalah seperti berikut: i) Kecekapan dan prestasi kerja pegawai itu; ii) Kelayakan, pengetahuan, kemahiran dan pengalaman pegawai itu; iii) Sifat-sifat peribadi, termasuk kesesuaiannya dengan jawatan kenaikan pangkat itu, keutuhan, potensi dan kepimpinan pegawai itu; iv)

Due to the importance of the tourism industry in the country, it is crucial to ensure that local authorities in Malaysia implement sustainable tourism development. In the 10th Malaysian Plan, the government set a key target to be achieved for the tourism sector. One of the key parties responsible for ensuring that the set targets are achieved is the local authorities, who are responsible for providing proper maintenance because the tourism destinations fall under their area of jurisdiction. The aim of this article is to explore tourism development and planning in one of the popular tourism destination and to analyse the role that local authorities play in the development process. This paper explores the local authorities' views and opinions on their tourism development area using interview and focus group approaches. The paper also combines the analysis of government policy and planning documents with a review of tourism development literature. The findings reveal challenges and issues that are experienced by the local authorities in regard to setting the direction, development and management of tourism development. The issues of tourism development are then discussed for the government to ensure tourism development sustainability in the long term.
