This paper uses Lyari, a violent neighbourhood in Karachi, as a case study to find the underlying causes of conflict. The paper builds the argument that political management of crime has created spaces for the criminals to extend their criminal networks. Through connections with state officials and civic leaders, they appropriate state power and social capital that make their ongoing criminal activities possible. I present a genealogical analysis of politico-criminal relationships in Lyari and then examine the interactions of the criminals with the society through qualitative field research. The article also demonstrates how such criminals develop parallel governance systems that transcend state authority, use violence to impose order and work with civic leaders to establish their legitimacy. It is observed that these 'sub-national conflicts' have not only restrained the authority of the government, but have also curtailed accountability mechanisms that rein in political management of crime. The population of Karachi in 1729 was 250, today it is estimated to be more than 20 Million, ranking as the seventh most populous city in the world. From its humble beginnings as a fishing village, the city has grown to become the financial hub of Pakistan.

  • Political Turmoil in a Megacity: the Role of Karachi for the Stability of Pakistan and South Asia
Political Turmoil in a Megacity: The Role of Karachi for the Stability of Pakistan and South Asia Bettina Robotka Political parties are a major part of representative democracy which is the main political system worldwide today. In a society where direct modes of democracy are not manageable any more – and that is the majority of modern democracies- political parties are a means of uniting and organizing people who share certain ideas about how society should progress. In South Asia where democracy as a political system was introduced from outside during colonial rule only few political ideologies have developed. Instead, we find political parties here are mostly based on ethnicity. The flowing article will analyze the Muttahida Qaumi Movement and the role it plays in Karachi. Karachi is the largest city, the main seaport and the economic centre of Pakistan, as well as the capital of the province of Sindh. It is situated in the South of Pakistan on the shore of the Arabian Sea and holds the two main sea ports of Pakistan Port Karachi and Port Bin Qasim. This makes it the commercial hub of and gateway to Pakistan. The city handles 95% of Pakistan’s foreign trade, contributes 30% to Pakistan’s manufacturing sector, and almost 90% of the head offices of the banks, financial institutions and 2 Pakistan Vision Vol. 14 No.2 multinational companies operate from Karachi. The country’s largest stock exchange is Karachi-based, making it the financial and commercial center of the country as well. Karachi contributes 20% of the national GDP, adds 45% of the national value added, retains 40% of the national employment in large-scale manufacturing, holds 50% of bank deposits and contributes 25% of national revenues and 40% of provincial revenues.1 Its population which is estimated between 18 and 21million people makes it a major resource for the educated and uneducated labor market in the country.

  • The Clothes Have No Emperor! Reflections on the Crisis of Violence in Lyari Town, Pakistan
Working Paper presented to the Center for Muslim and Non-Muslim Understanding at the University of South Australia. The Clothes Have No Emperor! Reflections on the crisis of violence in Lyari Town, Pakistan. Adeem Suhail as if down a deep tunnel of clothes and chores, your brightness quells itself, quenches itself, strips itself down turning, again, to being a naked hand. — Pablo Neruda Introduction Based on three years of non-contiguous ethnographic research, this paper seeks to decenter the dominant discourse of criminality and gang-violence which has become wedded to Lyari Town, Karachi, Pakistan. It seeks to unmask ‘urban violence’ in Lyari as a bid by certain political classes to make a claim on the city. I do this here, by piecing together the recent history of Lyari from a variety of sources, both ethnographic and archival, across multiple classes and ethnicities to act as the ‘fragment’ (see Pandey 1992; Chatterjee 1993) which belies the absolute authenticity of prevalent public discourses. I argue that the tenure of ‘the crisis of urban/gang violence’ in Lyari is actually a mask for the story of the career of certain forces or classes that putatively represent ‘law and order’. It is the unfolding of their ongoing colonization of a city these forces have hitherto been unable to fully colonize—at least not as blatantly as they have in ‘the national periphery’ such as, for instance, Baluchistan. From our position of repose in the year 2015, this project of political subjection of Karachi, is all but accomplished insofar as any political project achieves completion.
