    Georg Stöber Religious Identities Provoked: The Gilgit ‘Textbook Controversy’ and its Conflictual Context1 Abstract Textbooks, and the curricula on which they are based, are often used to foster specific identities that might not be the identity of a substantial part of the population. If they meet with pre-existing strife, even textbooks can provoke violent outbreaks, which can only be understood in the context of the underlying conflict. This article will analyse one example, putting it in the context of textbook politics in South Asia. In Gilgit (Northern Areas of Pakistan), protests against presentations of religious practices in school textbooks resulted in riots and deaths in 2004 as well as in the closure of schools for one year. Even if this specific issue seemed to have been solved in May 2005, tension continued. The population of this region is religiously heterogeneous (despite being Muslim). Developments in the Islamic World elsewhere (Iran, Afghanistan) deepened the divide. The region experienced ‘sectarian clashes’ for quite some time, the authorities being unable or unwilling to control them. This regional case is linked to the general (not only educational) policies of Pakistan, especially to the promotion of “the ideology of Pakistan”. Despite meeting with some criticism, this concept is not only used to demarcate the Pakistani “self” from the (especially Indian) “other”, but also to do away with internal differences. However, the attempt at homogenisation is counterproductive where it can be interpreted as being directed against specific group identities and interests. On Thursday, June 3, 2004, “one person was killed and several were injured when Shia protestors clashed with security forces in Gilgit city”.2 As the correspondent wrote, the army had imposed a curfew and “was called out in Gilgit to maintain law and order” in expectation of demonstrations.

Introduction Much has been written about the A.Q. Khan network since the Libyan “coming out” of December 2003. However, most analysts have focused on the exports made by Pakistan without attempting to relate them to Pakistani imports. To understand the very nature of the network, it is necessary to go back to its “roots,” that is, the beginnings of the Pakistani nuclear program in the early 1970s, and then to the transformation of the network during the early 1980s. Only then does it appear clearly that the comparison to a “Wal-Mart” (the famous expression used by IAEA Director General Mohammed El-Baradei) is not an appropriate description. The Khan network was in fact a privatized subsidiary of a larger, State-based network originally dedicated to the Pakistani nuclear program. It would be much better characterized as an “imports-exports enterprise.” I.     HRCP/CHRI 2010 POLICE ORGANISATIONS IN PAKISTAN Human Rights Commission CHRI of Pakistan Commonwealth Human Rights Initiative working for the practical realisation of human rights in the countries of the Commonwealth Human Rights Commission of Pakistan The Human Rights Commission of Pakistan (HRCP) is an independent, non-governmental organisation registered under the law. It is non-political and non-profit-making. Its main office is in Lahore. It started functioning in 1987. The highest organ of HRCP is the general body comprising all members. The general body meets at least once every year. Executive authority of this organisation vests in the Council elected every three years. The Council elects the organisation's office-bearers - Chairperson, a Co-Chairperson, not more than five Vice-Chairpersons, and a Treasurer. No office holder in government or a political party (at national or provincial level) can be an office bearer of HRCP. The Council meets at least twice every year. Besides monitoring human rights violations and seeking redress through public campaigns, lobbying and intervention in courts, HRCP organises seminars, workshops and fact-finding missions. It also issues monthly Jehd-i-Haq in Urdu and an annual report on the state of human rights in the country, both in English and Urdu. The HRCP Secretariat is headed by its Secretary General I. A. Rehman. The main office of the Secretariat is in Lahore and branch offices are in Karachi, Peshawar and Quetta. A Special Task Force is located in Hyderabad (Sindh) and another in Multan (Punjab), HRCP also runs a Centre for Democratic Development in Islamabad and is supported by correspondents and activists across the country.

    Title Page Research and Analysis Centre - a UNODC and FIA Collaboration UNODC's program on illicit trafficking and border management (Sub-Program1) enhances the core capacities of Pakistan's law enforcement agencies to reduce illicit trafficking and manage borders primarily through the provision of specialized training and equipment. Law enforcement agencies struggle to interdict trafficking and smuggling of various kinds and scales, which poses a challenge to the governance, development, and security of the country. In January 2014 a Memorandum of Understanding was signed between UNODC COPAK and the Federal Investigation Agency (FIA) to establish a Research and Analysis Centre at FIA Headquarters in Islamabad. The purpose of this initiative was to enhance legal, regulatory, and enforcement frameworks on human trafficking and migrant smuggling. It added to knowledge and skills within the migration-related law enforcement agencies and improved information collection, analysis, and coordination of migration-related crimes. The Research and Analysis Centre (RAC) was officially inaugurated on 1 May 2014. Currently three researchers from UNODC and two from the FIA have been placed at the Centre, with necessary equipment and software provided by UNODC. The findings of this report are based on research conducted at RAC over the past year.
