Many scholars explain these investments in light of China’s economic expansion and long-term strategic goals. However, scholars have not paid enough attention to the rationale for recipient countries to encourage and even actively seek Chinese investments. This thesis will examine the rationale behind the governments of Pakistan, Sri Lanka and Bangladesh for involving China to build their maritime infrastructure. Firstly, I argue that these countries consider China to be a favourable alternative to funding from international financial institutions and Western donors that usually have numerous conditionalities when extending development loans. Secondly, I argue that South Asian countries around India perceive China as a counter balance against the regional hegemony of India. Further, China is also a useful friend to these South Asian countries to resist the influence of external powers and international organizations such as the UN. Thirdly, I argue that Chinese funding for these projects is used to achieve local development agendas and to increase regional connectivity in South Asia. Relying on these three arguments, I point out that these South Asian governments exercise their agency based on their own reasons and domestic political concerns when they reach out to China to fund 1: INTRODUCTION Figure 1: China’s worldwide investments and contracts1 Since the turn of the century, China’s exponential growth and increasing influence in many regions spanning Australia, Africa and South America have attracted the attention of many scholars, foreign policy professionals, and political leaders around the world. China has not spared South Asia and the Indian Ocean region in its unquenchable thirst for resources, search for strategic locations, and reach for emerging markets. As depicted in Figure 1, according to the Heritage Foundation’s China Global Investment Tracker, from 2005 to 2014 China spent US$870.4 billion in worldwide investments and contracts, out of which US$17.8 billion was invested in Pakistan, US$8.9 billion in Sri Lanka, and US$3.8 billion in Bangladesh.2 In contrast, according to the International Finance Corporation (IFC), which is part of the World Bank group has made cumulative investments worth US$5.2 billion in Pakistan.3 IFC’s total commitment in Sri Lanka was US$596 million4 and IFC has invested 1 “China Global Investment Tracker,” The Heritage Foundation, http://www.heritage.org/research/projects/china-global-investment-tracker-interactive-map. Accessed June 8, 2015. 2 Ibid. 3 “IFC in Pakistan,” http://www.ifc.org/wps/wcm/connect/region__ext_content/regions/europe+middle+east+and+north+africa/ifc+ 1 US$428 million in Bangladesh in 2014.5 Therefore, even though Chinese investments in South Asian countries are a very small fraction compared to its global investments in regions such as Africa or South America, taken in the context of South Asia, and compared to other global investors such as IFC, these are considerable figures and the diverse influences of China in infrastructure investments in the region are omnipresent. In South Asia, Chinese investments, grants, and trade are all intricately interlinked. For the cash-strapped economies of Pakistan, Sri Lanka, and Bangladesh, China is the biggest investor making large-scale investments in diverse sectors spanning from agriculture, transport, real estate, energy, and technology.6 In Pakistan, neighbouring China’s foreign investments amounted to US$696 million in the fiscal year ending 30 June 2014.7 According to the Board of Investment of Pakistan, from July 2014 to March 2015, out of total foreign investments of US$710 million, China has contributed US$178 million, closely followed by the US with US$176 and the UAE with US$163 million.8 In April 2015, China pledged US$46 billion to the China Pakistan Economic Corridor far outweighing investments by all other countries.9 China has already made massive investments in the Gwadar Port Project, Lahore-Karachi motorway and numerous projects in infrastructure and energy sectors. All these investments are substantial amounts compared to investments by other organizations such as the World Bank, which pledged US$11 billion over five years10 or the Asian Development Bank (ADB), which extended more than US$25 billion in loans and more

Introduction Much has been written about the A.Q. Khan network since the Libyan “coming out” of December 2003. However, most analysts have focused on the exports made by Pakistan without attempting to relate them to Pakistani imports. To understand the very nature of the network, it is necessary to go back to its “roots,” that is, the beginnings of the Pakistani nuclear program in the early 1970s, and then to the transformation of the network during the early 1980s. Only then does it appear clearly that the comparison to a “Wal-Mart” (the famous expression used by IAEA Director General Mohammed El-Baradei) is not an appropriate description. The Khan network was in fact a privatized subsidiary of a larger, State-based network originally dedicated to the Pakistani nuclear program. Their friendship strengthened during the war of 1971, when Pakistan’s jets were allowed to refuel on Sri Lankan territory despite Indian furore. The equation of trust and friendship further developed during the crisis of Jaffna, when Pakistan obliged to Sri Lankan request for military aid and airlifted Multi Barrel Rocket Launchers (MBRLs) in an emergency from Karachi to Colombo. This helped the Sri Lankan military to push back LTTE rebels and secure Jaffna. This shows that both countries not only share cultural heritage, but also have a shared history of internal instability created by the actives of non-state actors. This, as a result, gives both nations an insight to each other’s problems, stemming from internal and external players. Historically, Sri Lanka has never wanted India to dominate the region, both economically and militarily. Thus, the resilient nature of both states in face of adversities and shared objectives makes them natural allies. The current dynamics of shifting of power-centres places much focus of the international community on Asia. With the strategic location of Sri Lanka, as the East-West sea corridor link, and Pakistan, as the conduit for world economies via CPEC, both countries are poised to become international trading hubs.

    The Case for Frontier Investing: On the Streets of Bangladesh and Sri Lanka November 2019 In a one room sheet metal school building in Korail in Dhaka, we are greeted with songs, dances and smiles. The kids here, from 8 to 10 years old, were not born when we began our work in frontier markets, and they have grown up poor. Korail is the largest slum in Dhaka, with 17,000 families that include 20,000 kids. Korail sits on 100 acres jutting into polluted Banani Lake, across from luxury apartments on the opposite shore. We are here on a research trip to Bangladesh and Sri Lanka with two clients and a busy schedule of investment meetings. Our focus is on companies and their financial metrics, but it is worth taking time to remind ourselves of BRAC School, Korail Slum, Dhaka, Bangladesh the fundamental reasons why our capital and capitalism are important here. Twenty six of those reasons are in this classroom photo. And it is the fuel of investment that enables companies in Dhaka to provide jobs for their parents as factory and service workers. These kids can see Research Report by what is possible on the other side of the lake, and they have a great desire to live better than they Larry Speidell and their parents do. Since we first began in 2006, it has been a bumpy ride for these kids in Korail and for investors in frontier markets as well. Bangladesh, for example, had a military coup in 2007, a stock market collapse fueled by margin debt in 2012, a textile factory collapse that claimed 1,100 lives in 2013, terrorist attacks against foreigners, and now a single party state that has diminished democracy.

    ASIA-PACIFIC RESEARCH AND TRAINING NETWORK ON TRADE POLICY BRIEF BRIEF NO. 50 | July 2017 India-Sri Lanka Free Trade Agreement: Sri Lanka reaping the benefits from preferential trade SAMAN KELEGAMA* Usage of the preferential tariffs in the free trade agreement The objective of a free trade agreement (FTA) is not to bring about a balance in trade, but to work out a ‘win-win’ situation for both producers and consumers in FTA member countries. In doing so, there can be instances where the trade deficit increases for one partner. For instance, the inflow of necessary consumer goods, machinery and spare parts for industrial activity, and intermediate goods like textiles and oil, to one trading partner can be huge while the supply capacity of the same trading nation may be limited and cannot immediately increase to expand its exports to match the import flow. If one looks at the composition of imports from India to Sri Lanka, the bulk of it comes mainly to fulfill consumer needs like vehicles, pharmaceuticals, sugar, etc. Some other imports are intermediate imports for the industry like textiles, vehicle parts, and oil. For example, Sri Lanka annually imports close to US$60 million worth of yarn and US$300 million of fabric from India for use as inputs in the apparel industry. All these items constitute, on average, nearly 80% of Sri Lankan imports from India and they are imported outside the provisions of the FTA. In other words, these items are subject to normal customs duties and do not benefit from any tariff concessions.
