PRE-FEASIBILITY REPORT 1. INTRODUCTION This Prefeasibility Report is prepared for quarrying of Savudu (Brick Earth) by systematic and scientific mining and to obtain Environment Clearance under District level Environmental Impact Assessment Authority. The applicant Thiru R. Venkatesswaran, S/o. Thiru. P. C Ramasamy is an individual having skill on Savudu (Brick Earth) mining. The Savudu (Brick earth) is mainly used in the process of Country Brick manufacturing for local building construction purposes etc., Thiru.R. Venkateswarn has applied New Quarry Lease for quarrying Savudu (Brick earth) over an extent of 1.01.0 Hectares in SF.No.209/7 for a period of 3 Years in Sindapallii village, Taluk, District and the Mining Plan was approved by the Deputy Director, Geology and Mining, Virudhunagar vide letter Roc.No.KV3/13020/2017 dated 04/12/2017.

2. INTRODUCTION OF THE PROJECT/BACK GROUND INFORMATION

This project is more beneficial to nearby brick manufacturers and building construction by local peoples. The proponent has applied to the District Collector for permission to quarry Savudu (Brick earth) and the precise area letter for the area to which lease to be granted was issued by the District collector, Virudhunagar vide letter Roc.No.KV3/13020/2017 dated 08/11/2017. The District collector directed to furnish the mining plan and further the Deputy Director, Geology and Mining, Virudhunagar 2

approved the Mining Plan, the Proponent is seeking Environmental clearance from District Level Environmental Impact Assessment Authority, Virudhunagar for grant of fresh Quarry Lease by the District Collector, Virudhunagar. (i) Identification of project and project proponent. In case of mining project, a copy of mining lease/letter of intent should be given. a) Name : Thiru.R. Venkateswaran, b) Status of the applicant : Private, Individual c) Address : S/o. Thiru. P. C Ramasamy, (address for correspondence : 2/10 North Street, Muthalnaickenpatti, , – 626203. A copy of precise area letter issued by the District Collector in KV3/13020/2017 dated 08/11/2017 is enclosed in the Mining Plan as Annexure –I.

(ii) Brief description of nature of project : The Savudu (Brick earth) quarry lies over an extent of 1.01.0 Hectares in Sindapalli Village, Sattur Taluk, Virudhunagar District, . The area applied for quarrying lease is patta land leased by the proponent and hence, he has the surface right for quarrying. Mineral intends to mine : Savudu (Brick Earth) District : : Sattur Village : Sindapalli S.F.No : 209/7 Extent : 1.01.0 Hectares

No toxic elements or hazardous materials are reported from this area. The applicant has received necessary clearance reports from all the authorities concerned for quarrying Savudu (Brick earth). The proposed area for quarry lease is not a forest land. Type of Mining : Opencast – semi mechanized method & the material shall be excavated to a depth of 2.0m and loaded directly into the tipper/lorry for dispatch.

Period of Mining 3 Years: from the date of registration of executed lease deed with district hand.

(iii) Need for the project & its importance to the country and or region : 1) Savudu (Brick earth) is quarried for the purpose of manufacturing the country made brick and local village house constructions purposes. 2) After quarrying the mined out area will be used for fish culture pond and some portion and including safety area used for Agricultural use. 3) No damage to land is caused, no reclamation or back filling is required. 4) During quarrying of Savudu (Brick earth), the dust due to vehicle movements in the roads will be suppressed by way of water sprinkling to arrest the pollution.

(iv) Demand – Supply Gap The demand for Savudu (Brick earth) is always there in the local brick manufacturing in the area and also village building constructions.

(v) Export Possibility Savudu (Brick earth) is a low cost product and therefore the proponent would like to sell out the entire Savudu (Brick Earth) to the nearby end users and no export is proposed.

(vi) Domestic Export/Markets Proponent would like to utilize the entire Savudu (Brick Earth to nearby end users and no export is proposed.

(vii) Employment generation (direct and indirect) due to the project. Owner

3. PROJECT DESCRIPTION

(i) Type of project interlinked and interdependent projects, if any. This project is located in Sindapalli village Sattur Taluk, Virudhunagar District and it is mandatory to obtain Environmental Clearance for all mining projects irrespective of mining area as per the order of the Honorable Supreme Court of in I.A.No.12- /13/2011 in S.L.P.No.19628 – 19629 of 2009 etc., dated : 27.02.2012, the Ministry of Environmental and Forest Office Memorandum dated : 18.05.2012 clearance has to be obtained for Minor Minerals from the State level Environmental Impact Assessment Authority, Tamil Nadu. As per above order all projects less than 25 hectares fall in 'B' -2 Category of Schedule 1 (a). The extent of this lease area is 1.01.0 Hectares, and falls in 'B'-2 Category of Schedule 1(a). This project is only one site oriented and there is no interlinked and interdependent projects.

(ii) Location The proposed quarry lease area in Sindapalli Village, Sattur Taluk falls in Latitude 090 21' 11.53" to 090 21' 24.48" N & Longitude 770 52' 46.43" to 770 52' 47.28" E. It is represented in Survey of India topo sheet No.58G/15

(iii) Details of alternate sites considered and the basis of selecting the proposed site. This is a mining project, which is site specific due to availability of Savudu (Brick earth). Hence the site cannot be shifted. Opencast 6

semi mechanized mining is proposed in the area for quarrying Savudu (Brick earth). The quarry site is considered on the availability of deposits.

(iv) Size or magnitude of operation Targeted production of quarrying will be 13,596m3 for 3 Years by open cast semi mechanized method.

(v) Project description with Process Details Mining Process Details : The area will be operated by opencast semi mechanised method. The proposal of 3 Years mining is given below:

The area will be excavated during mining lease period for a depth of 2 mts and is a very shallow mining. So, it is not necessary to maintain bench height and width.

Proposed method of mining : Open cast semi mechanized method. Removal of over burden This is a very shallow mining of 2 meters from ground level and the overburden removal does not arise.

Extent of Mining a) Mining The total area after leaving safety distance to the all boundaries will be mined for a depth of 2.0 meter only and maintaining bench height and width does not arise. b) Loading equipment Loading of Savudu (Brick earth) shall be done by JCB c) Transportation Haulage of minerals will be done by hired trucks/ tipper directly to carry from mining area to the nearby locations.

(vi) Raw material required along with estimated quantity, likely source, marketing area of final product/s, mode of transport of raw material and finished products. This is a mining project for mining of Savudu (Brick Earth) and so no need of raw material except utility items like fuel and lubricants Diesel, oil and water for drinking and utilities. The main fuel diesel requirement is 2150 ltrs for the project and will be sourced from the local fuel vendors in Sattur town.

(vii) Resource optimization /recycling and reuse envisaged in the project. The excavated Savudu (Brick earth) will be despeched to nearby brick manufacturers and villages for building constructions. No recycling and reuse of resource in this project.

(viii) Availability of water its source, energy/power requirement and source. During the quarrying work, pure drinking water will be provided to labor. For water sprinkling and green belt area, water tanker be provided. The required fuel for excavator is 2,150 litres of Diesel will be purchased nearby sources at Sattur Town..

(ix) Quantity of waste to be generated (liquid and solid) and scheme for their management/disposal. There is no waste generated and the entire excavated Savudu (Brick earth) will be used for nearby brick manufacturers and building constructions.

(x) Schematice representations of the faasibility drawing which give information of EIA purpose. EIA Report identifies all of the issues and technical requirements of a proposed operation, with particular attention to potential Environmental, Health and Safety, Social and Economic Impacts. The purpose of EIA is to ensure the protection and conservation of the environment and natural resources including human health aspects against uncontrolled development. The long-term objective is to ensure a sustainable economic development that meets present needs without compromising future generations ability to meet their own needs. EIA is an important tool in the integrated environmental management approach. The aim of Environmental Impact Assessment (EIA) is to enable the approving authority, the public, local and central government and the developer to properly consider the potential environmental consequences of a proposal, and to make recommendations to reduce the environmental consequences if necessary. The Environmental schematic representation – please refer Plate – VII & VIIA of the Mining Plan.

4. SITE ANALYSIS

(i) Connectivity: The area applied for quarry lease located 8 Kms North West of Sattur town, 3 kms South from – Sattur State highway road and 1.5 km North of Sndapalli village. The approach road from Sindapalli village is available to the quarry lease applied area. The nearest Rail head is at Sattur in 12 Kms distance. The nearest airport is at in 85 Km distance. 10

(ii) Land form, land use and land ownership. SF Nos. 209/7 stands in the name of Thiru.R. Venkateswaran S/o P.C Ramasamy vide patta No.679 as per Sindapalli village accounts. The applicant ThiruR. Venkateswaran Surface Right to have run the quarry.

(iii) Topography: The area applied for mining lease is a plain terrain and gently sloping towards south. The area is having a thickness of 2.0 m depth of clayey greyish soil – savudu (Brick Earth) iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to periphery of the forest, national park, wild life sanctuary, eco sensitive areas, water bodies( distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the gazette notification should be given. The lands are dry and covered by thorny bushes and no agricultural activity including nearby areas also. The project site is not coming under notified Industrial Area and does not fall under CRZ notification and national park, wild life sanctuary, eco sensitive areas, and archeological monuments. (v) Existing infrastructure: There is no existing infrastructures in the proposed land and the infrastructure required for mining shall be developed for temporary shed and rest room will be built. A well equipped first aid facility will be maintained 11

Extent of Mechanization The working will be by semi mechanized method. Loading of Savudu (Brick earth) from the quarry will be done by JCB.

(vi) Soil classification The topsoil consist of greyish clayey soil to a thickness of 2.0 meters from ground level.

(vii) Climatic data from Secondary Sources: The climate of the area is tropical and the annual rainfall is about 825 mm during North- East and South west monsoons.

Temperature From the middle of February, temperature increases steadily. In May which is usually the hottest month in the interior, the mean daily maximum temperature raises to 380 to 400 degree Celsius and during winter period it drops to 200 to 250 Celsius. The weather is quite hot in May and June. With the onset of the southwest monsoon by the end of May or beginning of June, there is some drop in temperature.

Humidity The relative humidity in general, during the year, is between 55 and 65 percent in the region of the project area, except during the northeast monsoon season, when it is over 65 per cent.

During the months of April and May, the skies become heavily clouded and threatening in the afternoons on few days when thunderstorms follow. In the southwest and northeast monsoon seasons, the sky is heavily clouded or overcast.

Winds  Generally light to moderate in strength winds in the direction NW- SW and vice- versa.  Between May and September winds are mainly south westerly or westerly  From October to February winds are mainly north easterly or easterly

Rainfall  Main rainy season is from October to the middle of December.  November is generally the high rainiest month.  The average rain fall in the region of the project area is 825mm per annum during both North-East and South-West Monsoons.

(viii) Social infrastructure: Nearby villagers earn livelihood by working in mine and the necessary rest shelters will be built for workers.

5. Planning brief (i) Planning concept (type of industries. facilities, transportation etc) town and country planning / development authority classification. It is opencast semi –mechanized mining project. The mine is proposed to run for a period of II Months. 13

(iv) Assessment of infrastructure demand (physical & social): Physical Infrastructure The road facility is already available which shall be used and maintained. The labour requirement is taken from the nearest village. Other requisite infrastructure as transport of mine labors is available by way of jeep and two –wheeler. Medical facility is available for first aid at project site. Government Dispensary is available nearest to ML area at 12 Km in Sattur Rest room to meet 14

the demand of shelter and Office shed for project management will be built in the project area. The tippers / lorries will convey the mind Savudu (Brick earth) outside the quarry site to nearby Road contractors and end users. General safety precaution will be taken as per mining practices.

Access Roads The area applied for quarry lease located 12 Kms East side fo Sattur town, 2Kms South from Sivakasi – Sattur State highway road and 1.5 km of North Sindapalli village. The approach road from Sindapalli village is available to the quarry lease applied area. Access roads will be restored to pre-quarry conditions or better condition. Usage of public road for transport shall be done as per approved Practices.

Social Infrastructure This project is providing employment for villagers and building contractors, local labor and transporter. Proper safety measures will be taken for the safety of the workers by providing helmets, hand gloves, masks and first aid facilities.

(v) Amenities/facilities: As the workers are form nearby villages, the shelter room with toilet facilities & the first aid room will be built in thatched sheds. Water required for drinking purpose is available by the water tankers from nearby area. Power is available at proximity. First aid box with all necessary materials will be kept all time in the office for use as and when required.

6. PROPOSED INFRASTRUCTURE (i) Industrial area (processing area): No processing unit is required, the Savudu (Brick earth) material can be directly Consumed in nearby road laying contractors and building constructions. An office –cum-store will be build at mine site. A thatched shelter room with toilet facilities & the first aid facilities will be build.

(ii) Residential area (non processing area) Not applicable, local personal will be employed and so no residential rea is proposed.

(iii) Greenbelt : Afforestation will be made at boundary of the lease area and at the end of life time 11 months the entire area will be covered in the phased manner.

(iv) Social infrastructure: This project is providing employment for villagers building contractors, transporters etc. The lessee will be responsible for social benefits like water, health care measures. Plantation done will improve environmental conditions in the area and aesthetic beauty of the area. Positive community relationship proposed will be adopted by following methods:

 Care will be taken to ensure Mining Industrial Traffic not degrading public roads or jeopardize public safety.  Consulting with local people in a sincere manner.  Protecting drinking water and all water sources. 16

 Minimize visual impacts to the landscape  Minimize disruption of local footpaths and public areas.

Mini Supervisor and Workers will be aware and at all times meet the following requirements :  Usage of Personal Protective equipments  Necessary signage at mine access point  First Aid Kits.  Gates, Fences, Signs (Or) Other barriers to ensure the mine site is secured against unauthorized and /or accidental entry.  Ensure the mine site is not used for any other purpose other than mining. (v) Connectivity :

(vi) Drinking water management (source & supply of water) Drinking Water : 20 litres per day for the persons employed Water Sprinkling : 150 litres per day Green belt : 100 litres per day Source : By hired water tanker or by purchasing from markets.

(vii) Sewage system : 17

No sewage will be generated from this project. There is no Sewage System available in the Mining proposed area.

(viii) Industrial waste management : There is no industrial waste and hence waste handling does not arise.

Air Pollution Control Measures The haul roads will be made water sprinkling during transportation.

Mine Drainage As observed in the near by bore wells the ground waste table is 10m below ground level & this shallow quarrying project of 2m depth does not cause any damage. The rain water will runoff by the natural slope towards the river at south.

Noise Levels The noise produced during mining and loading will be under permissible limit.

Vibration Levels This project does not involve drilling and blasting.

(ix) Solid waste management: The solid waste does not arise. The excavated sand will be utilized in nearby end users.

7. REHABILITATION & RESETTLEMENT PLAN (R&R Plan) (i) Policy to be adopted (Central / state) in respect of the project affected persons including home ousters, land ousters, and landless labours. a) PAP There is no hutment in the lease area. No human being will be displaced from the project area so no person will be affected contrary local people will get job opportunities and better facilities. There is no rehabilitation & resettlement of people is required. b) Mine Closure Being the project is only very shallow mining of savudu only upto 2mts depth as planned each year, the pit will be used for fish culture pond and the safety zone along the adjoining lands will be planted with 100 neem trees of local species and at the end of 3 years period entire area including mined shallow pit and safety area will be covered by afforestation and also portion of land will be reclaimed for agricultural use.

8. Project schedule & cost estimates: (i) Likely date of start of operation and likely date of completion The proposed mining operation may commence after obtaining clearances from all departments including local Pollution Control Board 19

and lease deed execution by 3rd week of October 2017 and will completed in 11 months i.e.by Sep.2018. Total cost of excavation & loading of = Rs. 2,15,000/- (215 hrs x Rs 1000) quarrying Savudu (Brick Earth) Others = Rs. Total Mining Cost = Rs. 7,17,000/-

9. ANALYSIS OF PROPOSAL AND FINAL RECOMMENDATIONS

(i) Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any in the area. Social Benefits: Mining in the project area will provided employment to nearby villages. This employment will help in raising the standard of living on the people in the area. The mining activity in this belt will benefit the locals both directly and indirectly. The direct beneficiaries will be those who get employed in the mines as skilled and un-skilled workers. The indirect beneficiaries will be those who open small business to sell goods required by the residents whose "Per Capita income will be enhanced by the mining activity, and thereby their purchasing power. In the long the inhabitants will be able to send their children to school, the change, though slow, is bound to be perceptible.

Financial Benefits : It is clear from the objectives of the project that it will have significant positive Impacts since it will :  Provide to level filling of road laying and building construction etc.  Give a boost to economic development in the region in the long run.  Make a significant contribution to the construction and infrastructure sector of India. 21

 The Management will ensure good production and in turn there will be good revenue to the Government of Tamil Nadu and Government of India through taxes. This project is planned keeping in view the above mentioned advantages. The quarrying operations will be carried out scientifically and systematically with an integrated mining plan and mine design may not disturb the environment and ecology of the area.
