Better Connected broadband update for North CLC area

It is good news for the North Chichester CLC area.

In 2012, prior to the publicly funded roll out of broadband infrastructure, 51% of the area was without access to ‘superfast’ broadband as 49% was already included in the commercial coverage of fibre broadband by BT.

As a result of the Better Connected project’s roll out of publicly funded broadband infrastructure, 81% of the area now has access to ‘superfast’ broadband and 98% of properties get access to broadband at ‘basic’ speeds of 2mbps and higher.

Please note – the scheme will be re-launched in July to include wireless broadband suppliers.

Take up of new broadband services across the CLC area is performing as expected and contributing to the overall take up measure of ‘superfast’ broadband in West of more than 30%.

Where take up exceeds the current capacity of a cabinet or FTTP network to provide connections to homes and businesses, additional engineering is required. This engineering is carried out by Openreach as part of its daily business and is not funded publicly funded. Recently Openreach announced £30million of investment in engineering additional capacity into its network.

Areas which have not benefited from either the commercial or publicly funded roll outs and which are not included in BT’s delivery plans for the additional £2.5million funding made available by the County Council and central government for the purposes of extending coverage of ‘superfast’ broadband by the end of 2017 continue to remain eligible for any future funding.

To provide an overview of activity in the area by the Better Connected project we have built fibre broadband infrastructure in the parishes of:

Fittleworth: fibre cabinets 1, 2 and 3 built by the project. 74 premises remain eligible for any future funding for a ‘superfast’ solution.

Kirdford: fibre cabinets 1 and 2 built by the project. 238 properties remain eligible for funding for a ‘superfast’ solution of which 151 are included in BT’s delivery plans to extend coverage of ‘superfast’ broadband by the end of 2017.

Loxwood: fibre cabinets exchange 1, 2, 3 and 4 have been built by the project. 148 properties remain eligible for any future funding for a ‘superfast’ solution of which 69 are included in BT’s delivery plans to extend coverage of ‘superfast’ broadband by the end of 2017.

Lurgashall: the parish has benefited from the project building fibre cabinets 1 and 3 as well as some FTTP structures attached to the exchange. 252 properties remain eligible for any future funding for a ‘superfast’ solution of which 145 are included in BT’s delivery plans to extend coverage of ‘superfast’ broadband by the end of 2017. This work will mainly be carried out in the centre of .

Northchapel: fibre cabinets Northchapel 1 and 3 have been built by the project. 70 properties remain eligible for any future funding for a ‘superfast’ solution.

Petworth: fibre cabinets 1, 2, 3, 4, 5, 6, 7, 9, 10, 11 and 12 as well as some FTTP in the centre of town have been built by the project. 130 premises remain eligible for any future funding for a ‘superfast’ solution.

Ebernoe: the whole parish is eligible for funding and properties are connected to cabinets which are a significant distance from the parish. Whilst two of the cabinets have been upgraded by the project to serve properties in other parishes, the distance between the cabinets and means that there is no improvement in speeds. The parish remains eligible for any future funding.

All three of the non-digitally enabled exchange areas are located in the North Chichester CLC area, these are , Plaistow and Sutton exchanges .The project has provided new fibre broadband services in all three exchange areas.

Plaistow: premises in the parish benefit from fibre broadband infrastructure attached to the exchanges at Loxwood, Northchapel and Plaistow which the project has built. 239 properties remain eligible for any future funding for a ‘superfast’ solution of which 92 in postcodes Rh14 0PE, RH14 0TF, RH14 0TG, RH14 0TH, RH14 0TQ, RH14 0TZ, RH14 0UA and RH14 0UB are included in BT’s delivery plans to extend coverage of ‘superfast’ broadband by the end of 2017. Some premises in postcodes RH14 0UD and RH14 0UE are also included.

61 premises in Durfold Wood are served by Dunsfold cabinet 3 upgraded by the publicly funded Superfast project. However, the premises are so far from the cabinet that they not see any improvement in speeds. They continue to remain eligible for any future funding.

Sutton: the whole parish benefits from FTTP fibre broadband infrastructure bar one property in Rh20 1ET which remains eligible for any future funding.

Stopham: the whole parish is served by the upgraded fibre cabinet Fittleworth 1. 22 properties do not see any benefit as they are on long line lengths from the connecting copper cabinet which means the broadband signal deteriorates. They remain eligible for any future funding for a ‘superfast’ solution.

Tillington: the whole parish has benefited from the upgraded fibre cabinet Petworth 12 built by the project.

Wisborough Green: the project has built fibre cabinets 1,3, 4 and 5 and the majority of the parish now has access to superfast speeds. Wisborough Green cabinet 2 has not been built as upgrading it would not deliver superfast speeds to the majority of premises attached to it. 112 properties remain eligible for any future funding for a ‘superfast’ solution.

Bepton: the parish was not eligible for public funding of broadband infrastructure until a change in the criteria made it possible to include postcodes previously included in the commercial roll out. The parish is eligible for the additional funding provided by the County Council for the purposes of extending coverage by the end of 2017 however a ‘superfast’ solution has not costed in to BT’s delivery plans. 85 properties remain eligible for any future funding for a ‘superfast’ solution.

Elsted and : 7 properties in Hooksway and are served by FTTP from East Marden exchange built by the project. The remainder of parish is served by 6 and 1, both upgraded by the project, but the vast majority of premises are too far away to see any benefit from their upgrade (only two properties see any uplift). GU29 0JS and GU29 0JT are included in BT’s delivery plans to extend coverage of ‘superfast’ broadband by the end of 2017. All other postcodes in the parish continue to remain eligible for any future funding.

Harting: the majority of parish served by the upgraded fibre cabinets Harting 1 and 2 which have been built by the project. 101 premises remain eligible for any future funding for a ‘superfast’ solution.

Linch: premises in the parish are all on long line lengths from broadband cabinets that the project has upgraded in Liphook, and . Some premises are served by infrastructure in ; however no property sees any change in their situation. The parish remains eligible for any future funding for a ‘superfast’ solution.

Midhurst: the majority of the town was included in the commercial roll out of broadband by BT so was ineligible for funding. The project has built fibre cabinet Midhurst 12 and carried out some rearrangement engineering on lines which were previously connected directly to the exchange and giving the vast majority of premises ‘superfast’. Only nine premises in postcodes GU29 9FR, GU29 9LX and GU29 9NF remain eligible for any future funding for a ‘superfast’ solution.

Milland: the project built the fibre cabinet Milland 1 which serves half of the parish and provides ‘superfast’ broadband to the majority of premises. Other infrastructure is located in Hampshire and does not get built by Superfast Hampshire. GU30 7EH, GU30 7EL and GU30 7EJ are all partially included in the delivery plans of BT to extend coverage by the end of 2017.

Rogate: the parish is served by fibre cabinets 1, 2, 5 and 6 and Liss 8 which have been built by the project. Some of properties that remain unserved are connected to cabinets in Hampshire and continue to remain eligible for any future funding.

Stedham with : the majority of the parish was previously ineligible for funding as it was included in the commercial roll out by BT, although properties see no benefit as they are on long line lengths from the upgraded cabinets. Fibre cabinet Midhurst 6 was built by the project and provides some superfast coverage. 50 premises continue to be eligible for any future funding for a ‘superfast’ solution.

Trotton with Chithurst: more than one hundred premises are served by cabinets build in the Midhurst and exchange areas. Some see improved speeds but none get access to ‘superfast’ broadband. Whole parish remains eligible for any future funding.

Woolbeding with Redford: part of the parish was initially ineligible for public funding as it had been covered by the commercial roll out of broadband by BT. Eligible premises are served by the upgraded fibre cabinet Milland 1, built by the project but are too far away from it to benefit. All of these premises remain eligible for any future funding.

Barlavington: whole parish was eligible for funding and more than half of it has benefited from FTTP services built from Sutton Exchange. 20 premises continue to remain eligible for funding for a ‘superfast’ solution as these are attached to fibre cabinet Petworth 4 and are on long line lengths.

Bignor: all bar one property has benefited from the FTTP services built from Sutton Exchange. The property remains eligible for funding.

Bury: the majority of the parish are attached to two fibre cabinets built by the project in the Bury exchange areaA handful of premises benefit from FTTP services built from Sutton Exchange. Out of 321 properties 42 remain eligible for any future funding.

Cocking: parish was declared to be covered by the commercial roll out of broadband services by BT and previously not eligible for funding. However the planned cabinet Midhurst 8 has not been built by BT. Engineering surveys will confirm which premises can be included in BT’s delivery plans to extend coverage by the end of 2017.

Duncton: parish is served by new fibre cabinets built by the project in the exchange areas of Petworth and . village is served by the fibre cabinet Petworth 11 which was built outside the village. Out of 171 properties in the parish 31 remain eligible for any future funding.

Easebourne: parish was covered by the commercial roll out of broadband services by BT and previously not eligible for funding. Postcodes containing premises on long line lengths are now eligible for funding and 138 premises in postcodes GU29 0AE, GU29 0AL , GU29 0AN, GU29 0AR, GU29 0AW, GU29 0BB, GU29 0BD, GU29 0BG, GU29 0BJ and GU29 0BP are in BT's delivery plans to extend coverage by the end of 2017. Some premises in GU29 0BE, GU29 0BH and GU29 0BQ are also included leaving just 72 out of 871 premises in the parish eligible for any future funding.

East Lavington: parish is served by new fibre cabinets connected to the Graffham exchange and built by the project. However, the majority of premises are on long line lengths and do not see an uplift in speeds. More than half of the parish remains eligible for any future funding.

Fernhurst: vast majority of the parish was covered by commercial rollout out of broadband services by BT. In addition 42 premises have access to superfast broadband as a result of the project building the fibre cabinet Haslemere 26. Out of 1289 premises 84 remain eligible for any future funding.

Graffham: the project built fibre cabinets Graffham 1 and 2 which serve the parish. Some premises in the area are connected to the fibre cabinet Lodsworth 2 but they are on long line lengths from it and do not see any improvements in speeds. 56 premises remain eligible for any future funding.

Heyshott: parish was declared to be covered by the commercial roll out of broadband services by BT and previously not eligible for funding. However the planned cabinet Midhurst 8 was not built by BT. The majority of premises are in BT’s delivery plans to extend coverage by the end of 2017. 35 premises remain eligible for any future funding.

Linchmere: vast majority of the parish was covered by the commercial rollout out of broadband services by BT. Postcodes containing 25 premises in GU29 3NG and GU29 3NQ are in BT's delivery plans to extend coverage by the end of 2017. 102 premises remain eligible for any future funding.

Lodsworth: whole parish eligible for funding and the majority of premises have benefited from the project building five fibre cabinets in the Lodsworth exchange area as well as some FTTP services. 117 premises remain eligible for any future funding.

West Lavington: vast majority of the parish was covered by commercial rollout out of broadband services by BT. Postcodes containing 5 premises in GU29 0EU and GU29 0ER on long line lengths continue to remain eligible for any future funding.

Chidham and Hambrook: vast majority of the parish was covered by commercial rollout out of broadband services by BT. Postcodes containing 94 premises on long line lengths continue to remain eligible for any future funding.

Compton: whole parish eligible for funding and the majority of premises have benefited from the project building fibre cabinets in , Compton, and . 27 premises in postcodes PO18 9JP, PO18 9NL, PO18 9NN, PO18 9NP and PO18 9NW are on long line lengths and continue to remain eligible for any future funding.

Marden: whole parish eligible for funding and the majority of premises have benefited from the project building FTTP services. A handful of properties in postcodes PO18 9JX and PO18 9NH remain eligible for any future funding.

Southbourne: vast majority of the parish was covered by commercial rollout out of broadband services by BT. 484 premises have benefited from the project building fibre cabinets 11 and 28. 43 properties continue to remain eligible for any future funding.

Stoughton: majority of the parish is eligible for funding including Lordington with which is connected to an Emsworth exchange cabinet in The Square, Westbourne. Previously Lordington with Racton were ineligible for funding as the postcodes were declared to be covered by the commercial rollout of broadband services. The project has built infrastructure in the exchange areas of Compton, Rowlands Castle and East Marden. 190 out of 322 properties remain without access to ‘superfast’ broadband in the village of Stoughton (Kijoma wireless broadband supplier is active here) and in Forestside. 40 premises on the Stansted estate are served by exchange only lines from the Rowlands Castle exchange. There is no suitable technical solution to apply in this area within the funding currently available. They continue to remain eligible for any future funding.

West Thorney: whole parish was covered by commercial rollout out of broadband services by BT. 61 premises on Thorney Island are on long line lengths and continue to remain eligible for any future funding.

Westbourne: whole parish was covered by commercial rollout out of broadband services by BT. 35 premises in parts of Westbourne village, Woodmancote and north of Hambrook are on long line lengths and continue to remain eligible for any future funding.
