Informal (unofficial) translation Original text http://minstm.gov.ru/press-centre/news/xPages/entry.8145.html# The Ministry of Sports grants Certificates of state accreditation to the heads of All-Russia sports federations Today on 10 April Head of the Ministry of sports, tourism and youth policy of the Russian Federation Vitaly Mutko granted the Certificates of state accreditation to the heads of All-Russia sports federations in the Central Museum of physical culture and sports of the Russian Ministry of Sports. The Minister informed that the term of state accreditation of All-Russia sports federations in all kinds of sports, stipulated by the federal law “On physical culture and sport in the Russian Federation” expired on 30 March 2012. “As of 10 April 2012 the state accreditation was carried out in 120 kinds of sports, - said V.Mutko. – All-Russia sports federations in 88 kinds of sports received accreditation for a 4-year term. All- Russia public organisations in 32 kinds of sports were vested with rights and obligations of All- Russia sports federations for various periods of time”. According to the Minister, All-Russia public organisations which have undergone the state accreditation procedure and received the status of All-Russia sports federations, acquire the right to hold official All-Russia and inter-regional sports competitions, the right to award these competitions with the status of national championships and Cups in accordance with the established procedure, the right to build up the national team of the Russian Federation in the corresponding kinds of sports, and with a number of other rights and obligations. We must note that this year the Ministry of Sports was to carry out the state accreditation procedure in accordance with a new Law on sports which took effect in spring 2008. This law contains fundamentally new requirements to All-Russia sports federations, which were not established in the previous legislation. These requirements were to be fulfilled prior to the state accreditation procedure was launched. Thus, for instance, the Law on sports contains the provision stipulating that All-Russia sports federations must have as their members regional sports federations accredited by regional physical culture and sports executive authorities of the Russian Federation. By the year 2009 the Ministry of Sports elaborated and adopted regulatory acts and operating instructions on state accreditation of regional sports federations. Also the Law on sports established requirements to the statutes of All-Russia sports federations, and to elaboration of programmes aimed at enhancing the development of various kinds of sports and some other requirements. The leaders of the Russian Ministry of Sports assessed that in tote the federations paid proper attention to the state accreditation of regional sports federations, adjusted their constituent documents with legislation, presented their draft programmes of development of their kinds of sports to the Ministry and did not commit the violations of obligations of All-Russia sports federations, stipulated by the Law on sports. By mid 2011 the Russian Ministry of Sports accomplished its preparatory work. The Commission on state registration examined each issue individually, taking into consideration all factors which could affect the decision on granting or rejection to grant the state accreditation. The Commission held 24 meetings as from September 2011. “State accreditation of sports federations is one of the most important mechanisms of state regulation in the sphere of physical culture and sports, - emphasized V.Mutko. - Successful accomplishment of state accreditation procedures by the Ministry in due time stipulated by the legislation will have a positive effect on the possibility of All-Russia sports federations to continue their activities in improving corresponding kinds of sports and enhancing their positions in the international sports arena”. (RDSU President Valentin Yudashkin receives the Certificate) A number of All-Russia sports federations received the Certificates of state accreditation, among them federations of Olympic summer kinds of sports – Russian National Federation of Badminton, Russian Basketball Federation, Russian Boxing Federation, All-Russia Volleyball Federation, Russian Sport Wrestling Federation, Russian Golf Association, All-Russia Kayaking and Canoe Rowing Federation, All-Russia Track and Field Athletics Federation, All-Russia Yachting Federation, All-Russia Federation of Swimming, Russian Federation of Diving, Russian Federation of Synchronized Swimming, Russian Modern Pentathlon Federation, Russian Gymnastics Federation, Russian Union of Shooters, Russian Tennis Federation, Russian Triathlon Federation, Russian Tae kwon do Union, Russian Fencing Federation; federations of Olympic winter kinds of sports – Russian Union of Biathlon, Russian Bobsleigh Federation, Russian Ski Mountaineering and Snowboarding Federation, Russian Curling Federation, Russian Skaters Union, Russian Ski Race Federation, Federation of Ski Jumping and Nordic Combined of Russia, Russian Skeleton Federation, Russian Figure Skating Federation, Russian Hockey Federation; federations of Nonolympic kinds of sports – All-Russia Sambo Federation and the Russian Dance Sport Union; besides the federation in Paralympic kinds of sports - Federation of Physical Culture and Sport for Persons with Physical Disabilities of Russia.
