Whereas: 1. The Department of Environmental Conservation (ADepartment@) issued a well permit as defined by ECL 23-0501(1)(b)(3) for the subject well on November 10, 2006, establishing a spacing unit for the Black River formation. A map of the spacing unit is attached as Exhibit A, and a tabulation of tracts therein is attached as Exhibit B. The Well is presently owned and operated by Talisman Energy USA Inc. (ATalisman@ or Athe well operator@). 2. In accordance with ECL 23-0901(3), the matter of integration of interests within the spacing unit was heard before the Department on January 9, 2007, at the New York State Department of Environmental Conservation, 625 Broadway, Room PA-129, Albany, New York 12233 (Acompulsory integration hearing@). The affidavit of publication attached as Exhibit C attests that notice of this hearing was provided pursuant to ECL 23-0901(3)(c) and DEC Program Policy DMN-1. 3. Objections were stated at the compulsory integration hearing that raised substantive and significant issues regarding notice, elections, or integration of interests in the spacing unit as set forth on Exhibit D. 4. Pursuant to ECL 23-0901(3)(d), the matter was referred to the Department’s Office of Hearings and Mediation Services for adjudicatory proceedings under 6 NYCRR part 624. -

MAGICAL AMULETS In Thai culture By Chris Jones of Thai-amulets.com There are four types of magical amulets in Thai culture. The term to describe these amulets as a whole is khawng-khlang, which may be translated as 'sacred, potent objects.' The first type is the khruang-rang, which means material substances transformed into stone or copper. These amulets will protect people if they are held in the mouth or on the body. They include khot, which are stones found in nature such as stone eggs or meteoric ores and various types of seeds found in jack-fruit and tamarind plants. These amulets are used mostly by poor people, since they depend upon being found freely rather than having to be bought. The second type is the phra-khruang, which are small statues or figurines of the Buddha which also protect the person or, if larger, a household. They may be cast from a mould or else be in the form of a votive tablet. These may be used to complete a vow – i.e. to thank the Buddha for a blessing – or else as a talisman carried around the neck. The third type is the khruang-pluk-sek. Pluk-sek means 'to arouse the potency of a person or object by means of a spell or incantation' so a khruang-pluk-sek is a more powerful form of amulet. Most of the spells used are incantations based on ancient Sanskrit verses – Sanskrit is known as Pali in Thailand. When the spells call for being written down, the Khmer (Cambodian) alphabet is used rather than Thai which is not considered to be suitable for magic.Khmer characters are believed to have runic qualities. -

796 commentary Chapter 9 [9.1] This Christian was Andriantsoa. The sampy was Ratsisimba “the incorruptible,” whose home village was Ambohijoky, a village near Ambatomanga. It was said about Ratsisimba, who was popularly revered: “She is not malicious; but if you do her ill, she will pay you back in kind.”1 Freeman and Johns reported that the fady or taboo day of Ratsisimba was Saturday rather than Friday.2 [9.2] Andrianaina / Razakandrianaina was a high-ranking Merina officer of the Andrianiboninolona caste. He had six wives, three of whom were sisters. His neighbour, Andriantsoa, had taught one of the wives to read and write, and influenced her into attending Christian meetings—for which Andrianaina divorced her.3 In 1845, by which time he was an officer of 12 Vtr, he is described as the “spouse” of Ranavalona who he accompanied on a trip to Betsileo—where they heard of the defeat of the Franco-British attack on Tamatave.4 There was also a Christian called Andriananaina who joined those in hiding.5 [9.3] Also called Ratsimanisa, brother of Rainiharo and, next to him, Ranavalona’s main paramour. As commanders-in-chief of the army, Rainimaharo and Rainiharo led campaigns against non-Merina regions of Madagascar in which they enslaved and retained thousands of female and child captives. In one of Rainimaharo’s expeditions in 1838 against the southeast of the island 5,704 provincial [men] were allegedly killed, and 13,198 [women and children] enslaved. A fur- ther 1,400 [women and children] were amassed as tribute.6 Griffiths described Rainimaharo, who in 1837 was promoted to 12 Vtr and Chief Secretary and Officer of the Palace, as “the Robespierre of Madagascar.”7 1 HdR, 219; see also Ellis and Freeman, Madagascar and its Martyrs, 28–9. -

Although at least half of the fire towers operated beyond 1972 payroll records for that period do not seem to exist and the likelihood that any of these records might be found are remote. For that reason this is an incomplete accounting of all the Observers, but it is the most comprehensive source available. Dates are provided for the Observers who staffed the fire towers in the Adirondack and Catskill regions beyond 1972 which were obtained from the books by Martin Podskoch; The Catskill Fire Towers; Their History and Lore and The Adirondack Fire Towers; Their History and Lore - Northern and Southern Districts. Yet these records too are incomplete as they are from the recollections of the people interviewed by Mr. Podskoch. -

The ``Betrothed'' did not greatly please one or two friends, who thought that it did not well correspond to the general title of ``The Crusaders.'' They urged, therefore, that without direct allusion to the manners of the Eastern tribes, and to the romantic conflicts of the period, the title of a ``Tale of the Crusaders'' would resemble the play-bill which is said to have announced the tragedy of Hamlet, the character of the Prince of Denmark being left out. On the other hand, I felt the difficulty of giving a vivid picture of a part of the world with which I was almost totally unacquainted, unless by early recollections of the ``Arabian Nights' Entertainments;'' and not only did I labour under the incapacity of ignorance, in which, as far as regards Eastern manners, I was as thickly wrapped as an Egyptian in his fog; but my contemporaries were, many of them, as much enlightened upon the subject, as if they had been inhabitants of the favoured land of Goshen. The love of travelling had pervaded all ranks, and carried the subjects of Britain into all quarters of the world. Attitudes are among the human factors which influence risky road use and receptiveness to interventions. Fatalism is a set of attitudes known to be important in Pakistan and other developing countries, however it is rarely addressed in the road safety literature. Two broad types of fatalism are “theological fatalism” and “empirical fatalism”, both of which are found in developed countries as well as in developing countries. Where research has been conducted into the issue, fatalism is considered to interfere with messages aimed at improving road safety. Pakistan has a serious road crash problem, and there is sufficient information to suggest that fatalism is an important contributing factor to the problem, but a better understanding of how fatalism operates in Pakistan is needed if effective prevention strategies are to be developed. -
