CHAPTER 9 GROUND TRANSPORT PLAN “For high-speed rail, the Eastern Broadacre Planning Study includes an indicative alignment for a future corridor through the Majura Valley and makes provision for an alternative alignment to the Canberra Airport.” PUBLIC INFRASTRUCTURE, PRODUCTIVITY COMMISSION, MAY 2014 9 Ground Transport Plan Canberra Airport has been a strong public supporter for more than 20 years of a fast, efficient, and comfortable transport system with easy access to air, rail, and coach services. Initially, in the first Master Plan approved in August 1999, and then the release in September 1999 of a plan outlining the ambition to be a 'World Class Travelport' - a major transport terminal where fast air, rail, light rail, and coach services will converge, to provide seamless travel for business and leisure passengers. Figure 9.1 - Travelport 1999 concept plan Indeed, the continued objective of Canberra Airport is to work with surrounding jurisdictions in fully integrating all ground transport services with the terminal and retail and business parks. A fully integrated ground transport network will: Service a growing population within Canberra to provide an opportunity to greatly increase Canberra's public ground transport commuter modal split; and Provide a seamless modern, efficient transit ground and air interchange of passengers to benefit tourism, trade and commerce within the region; and Drive the benefits of decentralisation opportunities to the Canberra region plus two hours. RESEARCH MMAAYY 22001122 CANBERRA OFFICE Market Overview HIGHLIGHTS • The Canberra office market is in the midst of a drawn out period of uncertainty. Given its high reliance on the Public Sector, Government’s recent announcement to bring the Federal Budget back to surplus has put pressure on employment and efficiency dividends which affect demand for office space. Unfortunately this is unlikely to be any clearer after the Federal Election as the Coalition has also flagged a reduction in public service jobs. • The positive for the office market however has been the switch to strong demand led supply additions. Net absorption has shown robust levels over the past two years and given most new supply is significantly pre committed this will keep A Grade Canberra vacancies from increasing again above their current rate. • The two tier market has been evident for some time due to the NABERS ratings requirement by the Public Sector. This is likely to continue putting pressure on Secondary owners to upgrade their facilities; however the emergence in demand for fitted out space has shown Government to be more lean than green in recent times. Face rents have seen little movement and are unlikely to grow in the next two years, however pressure will be on economic rents with incentives likely to remain at their current level for Civic at 11% for A Grade and 15% for Secondary for the short term. At about 10.16pm on Saturday, 20 March 2010, a collision occurred between two motor vehicles on Canberra Avenue, Fyshwick, just north-west of the Monaro Highway overpass. Tragically, as result of the collision, four people died. Three died at the scene. Mercifully they seem to have died instantaneously. The three were Brody Lee Oppelaar, aged just two days short of 3 months; his mother, Samantha Leanne Ford, aged 29 years; and his father, Scott Raymond Oppelaar, aged 33. All three were travelling in the same motor vehicle. The driver of the other vehicle, Justin Karl Williams, died later at The Canberra Hospital, having been transported there by ambulance. A passenger travelling in the vehicle being driven by Mr Williams, Skye Marree Webb, survived the collision, although suffering severe injuries. 2. The collision between the two vehicles occurring following a pursuit of the vehicle driven by Justin Karl Williams by members of the New South Wales Police Force. The pursuit had commenced in Queanbeyan, NSW and had crossed into the Australian Capital Territory. As a result the events leading up to and surrounding these four tragic deaths were the subject of a very thorough and intense investigation carried out on my behalf by members of the Australian Federal Police, particularly Detective Sergeant Jason Kennedy. -

Submission to the Inquiry into Commonwealth and Parliamentary approvals for the proposed Stage 2 of the Australian Capital Territory light rail project June 12, 2018 This submission is made with respect to the following terms of reference of the inquiry: 3. possible impacts on the Parliamentary zone and Parliamentary precincts, including any impacts on the heritage values and national importance of the Parliamentary zone and our national capital; and 4. the identification of matters that may be of concern prior to formal parliamentary or Australian Government consideration of the project; and any other relevant matter the Committee wishes to examine. Comments 1. A light rail thoroughfare through the parliamentary precinct and adjacent precincts will introduce a large infrastructural footprint into these areas that will have major detrimental impacts on both traffic and the place of the people. The following are examples of likely detrimental outcomes of the light rail infrastructure for which there are no design details available and hence it is impossible to describe the effects precisely. • Elimination of a major road interchange between Parkes Way and Commonwealth Avenue and similar unspecified traffic impacts at Commonwealth Avenue on the south side of Lake Burley Griffin; unspecified impacts to traffic on Capital Circle heading south on Adelaide Avenue • The Commonwealth Avenue bridge and lakeshore approaches are a cultural, landscape and architectural masterwork that will be marred by the intrusion of a light rail line and its road intersections. • The whole route will be marred by unsitely overhead wires and their support infrastructure or the light rail vehicles will carry significant stored energy modules. -
Discussion Paper Updated FIN
Foreword The ACT Planning and Land Authority (ACTPLA) is the ACT Government’s statutory agency responsible for planning for the future growth of Canberra in partnership with the community. ACTPLA promotes and helps to make the Territory a well-designed, sustainable, attractive and safe urban and rural environment. One of its key functions is to ensure an adequate supply of land is available for future development, including for employment purposes. ACTPLA is seeking to identify suitable areas in east ACT for future employment development, while taking into account important environmental and other values. While employment development in much of this area is a long term initiative, it is important that planning begins early so that areas are reserved and infrastructure and services provided. This discussion paper outlines some preliminary ideas and issues for the Eastern Broadacre area, based on the ¿ndings of the ACT Eastern Broadacre Economic and Strategic Planning Direction Study (the Eastern Broadacre Planning Study). The study, including all sub-consultant reports, is released as background to this discussion paper. ACTPLA wants the community to be involved and welcomes comments on this paper. All comments received during the consultation period will be considered. A report will then be prepared for government, addressing the comments received and the recommended next steps. Community consultation will continue as planning progresses. Planning the Eastern Broadacre Area – A Discussion Paper Summary The ACT Planning and Land Authority (ACTPLA) is starting the long term planning for the eastern side of the ACT, known as the Eastern Broadacre area. This area, which extends from Majura to Hume, is identified as a future employment corridor in The Canberra Spatial Plan (2004), the ACT Government’s strategy to guide the growth of Canberra over the next 30 years and beyond. -
