JAVA’s election of officers to serve a term ending on December 31, 2016 was held on March 14, 2015 at the Harvest Moon Restaurant, Fall Churchs, VA. The following officers were elected by acclamation and LTC Allen Goshi, USA (Ret), Esq. officiated in the swearing-in ceremony: President: COL Michael Cardarelli, USA (Ret), Vice President: LTC Mark Nakagawa, USA (Ret), Secretary: Col Derek Hirohata, USAF, Treasurer: COL George Ishikata, USA. A brief biography of the new officers is below. President Cardarelli serves as the Vice President for the Veterans Affairs Business Accounts at SRA, International. Prior to joining the private sector he served as the Principal Deputy Under Secretary for Benefits and as the Deputy Chief of Staff in the Department of Veterans Affairs. He is the son of a career Army non-commissioned officer, was commissioned in the Infantry following graduation from the U.S. Military Academy. Throughout his military career, he served in a variety of command and staff positions in the 82nd Airborne Division, the 101st Airborne Division (Air Assault), and the 25th Infantry Division. He holds degrees from the U.S. Military Academy, the John F. Kennedy School of Government at Harvard University and the Graduate School of Business at Stanford University. Vice President Nakagawa retired in 2011 from the United States Army after a career spanning over 21 years. He continues serving in the Department of Defense. He was born in Okinawa and raised in Hawaii. He was commissioned through the ROTC Program. Mark served over- seas in Germany, Korea, and Iraq, and his service culminated with his service at the White House Military Office and Army Staff. He holds degrees from University of Southern California, Naval Postgraduate School, Command and General Staff College, and most recently an MBA from George Mason University. His military awards and decorations include the Ranger Tab, Parachutist Badge, and Legion of Merit. Secretary Hirohata serves in the Air Force Judge Advocate Corps. He has been a Staff Judge Advocate at the group, wing, JTF, and MAJCOM level, 4 times in combat, advising Commanders to the 4 star level. He has been personally appointed by Mr. Stephen Preston, DoD General Counsel to fill in as the General Counsel for JIEDDO. Col Hirohata is a graduate, in residence, of the Air War College. He holds degrees in Political Science, International relations (BA, FRESNO STATE), Aeronautical Science (MAS, Embry Riddle), Strategic Studies (MSS, Air War Col- lege), and Law (JD, Southern Illinois). He is a fellow in the 2016 class of AAGEN's SES development program and was recently awarded FAPAC's Military Meritorious Service and Diversity Award 2015. Treasurer Ishikata recently retired from thirty-one years of service with the Army National Guard, having served as a Military Intelligence Officer during the bulk of his career, and for a short time as a Military Police Officer. Beyond deployments to Iraq, Afghanistan, and Kosovo, George’s most recent assignment was at the Office of the Under Secretary of Defense for Intelligence. Recognized with the Federal Asian/Pacific American Council Meritorious Service Award in 2006, Honorary Chairs George has been an active volunteer in the community, particularly with youth programs Senator Daniel Akaka (Ret.) through the Civil Air Patrol. American military power in the Far East had by then been reduced to a token force that was ill equipped to oppose the Soviet-backed North Korean military. The United States Air Force (USAF), which had been in the process of moving to an all-jet force in the region, responded immediately with what it had in Japan and Okinawa. The biggest problem for the USAF, however, was that its F-80 Shooting Star fighter-bombers lacked the range to hit North Korean targets, and their loiter time over enemy columns already in South Korea was severely restricted. This pointed to the need for the US Navy to bolster American air power in the region by deploying its aircraft carriers to the region.

Amphibious assault vehicles (AAVs) from the 11th Marine Expeditionary Unit (MEU) descended on Djibouti’s Arta Beach after departing the well deck of the amphibious dock landing ship USS Harpers Ferry (LSD 49) during an exercise to seize a fictional enemy objective. Maj. Victor Garcia, India Co., Battalion Landing Team (BLT) 3/5 company commander, explained that amphibious assaults are one of the MEU’s primary missions; a capability that makes the MEU one of the most lethal and responsive crisis response forces in the US defense department arsenal. Amphibious assault vehicles are one of the oldest and most reliable platforms in the Marine Corps. AAVs, or “tracks,” are essentially floating tanks that can seize or secure a beach head and enable more forces to flow ashore in the event of combat operations. The group is deployed to the US 5th Fleet area of operations in support of naval operations to ensure maritime stability and security in the Central Region, connecting the Mediterranean and the Pacific through the Western Indian Ocean and three strategic choke points.     USS Caliente Association PIPELINE December 2008 President’s message Hello Shipmates, Let me introduce myself. My name is Pat Hurton and I was elected President of the Association at the business meeting of the San Antonio reunion. After serving as President and Pipeline editor since late 2002, Bob Howard decided to take a much needed break from both positions. Bob has done an excellent job in fulfilling the roles of President and Pipeline editor for the past five reunions but chose not run for office again. Norm Street was elected Vice President (Norm has volunteered to continue to head our recruiting team), William (Red) Ward has volunteered to take on the Secretary’s position and Karl Seitz has volunteered to be the Pipeline editor. I have been the treasurer since late 2002 and will continue in that position until someone is elected to the job. The Reunion The reunion at San Antonio was very successful. We had over sixty persons attend, including a dozen shipmates who attended a reunion for the first time. On Thursday we had registration and a reception for all hands.     Navy and Coast Guard Ships Associated with Service in Vietnam and Exposure to Herbicide Agents Background This ships list is intended to provide VA regional offices with a resource for determining whether a particular US Navy or Coast Guard Veteran of the Vietnam era is eligible for the presumption of Agent Orange herbicide exposure based on operations of the Veteran’s ship. According to 38 CFR § 3.307(a)(6)(iii), eligibility for the presumption of Agent Orange exposure requires that a Veteran’s military service involved “duty or visitation in the Republic of Vietnam” between January 9, 1962 and May 7, 1975. This includes service within the country of Vietnam itself or aboard a ship that operated on the inland waterways of Vietnam. However, this does not include service aboard a large ocean- going ship that operated only on the offshore waters of Vietnam, unless evidence shows that a Veteran went ashore. Inland waterways include rivers, canals, estuaries, and deltas. They do not include open deep-water bays and harbors such as those at Da Nang Harbor, Qui Nhon Bay Harbor, Nha Trang Harbor, Cam Ranh Bay Harbor, Vung Tau Harbor, or Ganh Rai Bay. These are considered to be part of the offshore waters of Vietnam because of their deep-water anchorage capabilities and open access to the South China Sea. In order to promote consistent application of the term “inland waterways”, VA has determined that Ganh Rai Bay and Qui Nhon Bay Harbor are no longer considered to be inland waterways, but rather are considered open water bays.
