The idea is to provide information to all classes of Nigerians about capital projects in the federal budget which have been appropriated for their zone, state, local government and community. There have been several complaints by citizens about the large bulk of government budgets which makes them unattractive and not reader friendly. Yes, it is difficult to wade through a maze of figures in a 2000 page document laden with accounting codes and numeric language. With this simplification in the Capital Budget Pull-Out, citizens and civil society groups are therefore expected to follow up and monitor the implementation of these projects to determine whether they are implemented according to schedule and specifications and whether value for money has been mainstreamed. States and local governments where these projects are located should also be interested in the outcome of their implementation. Political parties that have won elections and formed governments will also find this document helpful if they want to independently track the achievement of their men and women in power. Democracy is not about casting votes and going to sleep. It is about vigilance, a people’s work in action and the ability to engage the agencies of state in a dialogue for development. It is also about guaranteeing development and the people preferences in terms of the activities, projects and programmes that will take the society to the desired destination. Therefore, every hand ought to be on deck to ensure that elected and appointed officials and career civil servants discharge their capital budget duties according to established laws, policies and processes. CWP urges that this document be widely circulated to all nooks and crannies of Nigeria. Everyone should feel free to download and share with others. Hard copies are also available at the secretariat and will be made available upon request. As we go into the 2015 elections, it is imperative for citizens to determine the performance of key political actors and institutions. If at the end of the day, this Pull-Out succeeds in helping citizens to hold the federal government accountable to its promises in the budget, then we would have achieved a key objective. Aside from the acclaimed Yoruba homogeneity and the notion of Ile-Ife as the cradle of Yoruba civilization, relationships between Ife indigenes and other communities in Ife Division (now in Osun State, Nigeria) have generated issues due to, and influenced by, politi- cal representation. Received 9 November, 2019; Accepted 7 February, 2020 Pawnship was both a credit system and an important source of labour in Yoruba land. It was highly utilised in the first half of the twentieth century Osun Division, sequel to its easy adaptation to the colonial monetised economy. This study examined pawnship as a labour system that was deeply rooted in the Yoruba culture, and accounts for the reasons for its easy adaptability to the changes epitomized by the colonial economy itself with particular reference to Osun Division in Southwestern Nigeria. The restriction here is to focus on areas that were not adequately covered by the various existing literature on pawnship system in Yoruba land with a view to examining their peculiarities that distinguished them from the general norms that existed in the urban centres that were covered by earlier studies. The study adopted the historical approach which depends on oral data gathered through interviews, archival materials and relevant literature. It is hoped that the local peculiarities that the study intends to examine on pawnship here, will make a reasonable addition to the stock of the existing knowledge on Yoruba economic and social histories. Nigeria. E-mail: [email protected] Abstract: Microbial quality evaluation was carried out on 150 samples of raphia palmwine collected from five local government areas of Osun State. Three bacteria species; Bacillus cereus, B.firmus and Enterococcus faecalis, and yeasts; Saccharomyces cerevisiae, S.chevalieris and Kloechera apiculata were recovered from the palmwine samples. Although, the bacterial isolates from this study showed acquired resistance traits to a number of antibiotics, they were mostly susceptible to clinically relevant antibiotic (i.e ampicillin and vancomycin). Sterilized raphia palm sap fermented with only Saccharomyces yielded a significantly improved alcohol content compared to naturally fermented palmwine.The result of sensory evaluation showed that the laboratory fermented raphia palmwine was more preferred in overall acceptability to the naturally fermented one. The study showed that through sterilization and use of purified Saccharomyces in fermentation of palm sap a more quality and hygienic palm wine could be produced.     International Journal of Developing Societies Vol. 1, No. 2, 2012, 88-96 Towards Efficient Transport Connectivity for Sustainable Market Patronage in Nigeria Omole F.K, Owoeye J.O* and Ogundiran A.O Department of Urban and Regional Planning, Federal University of Technology, Akure, Nigeria Market centre and transportation system are inseparable land-uses. The success or failure of one makes or mar the other. This paper aims at examining how the transport situation in Osun State has affected the market patronage of farm products in the State. The use of sample technique, observation method and road inventory survey were employed. Out of the 253 registered market centres in the state, 60 of them were selected for survey. This represents 23.7%. The selection was done by picking two market centres from the existing 30 local government areas in the state; one from the local government headquarters and the other ones randomly selected by ballot from the remaining market centres in the local governments. Major findings reveal the existence of large range of goods and services in the existing 253 registered market centres which are in their hierarchy of specialization. Other findings include poor road net-work and bad condition of roads which compelled market patrons to use motorcycle as their major mode of transport.. A large numbers of market centres and even towns were found ‘unconnected’ by Direct Motor-able Routes (DMR). Recommendation include imploring government to open-up more roads, supplying more commercial buses, introduction of empowering programmed and lastly adoption of public–private-participation in road construction and management.

    Adesina B. Sunday University of Ibadan, Nigeria Ideologies on display: A Nigerian Election Petition Tribunal ruling Abstract . The judiciary is an important arm of government which adjudicates in all matters in the society. The practice of democracy in Nigeria is unique, just as the nation itself is. The judiciary has played a significant role in molding the nation’s democracy, particularly in its rulings on election petitions. This paper examines an important ruling by the Gubernatorial Election Tribunal in Osun State, Southwest Nigeria. Through this ruling, the judges stress the supremacy of the judiciary over other arms of government and they assert the status of legal practitioners. They also emphasize that the judiciary is an unbiased umpire, a ‘cleanser’, and the final resort of the masses. These ideologies are cleverly presented through grammatical voices, modifiers and imagery. 1. Introduction Since 1999, the judiciary in Nigeria has witnessed a degree of vibrancy it has not previously enjoyed. It has been the only arm of government that has lived up to the expectation of the majority of the citizens, and it has been enjoying the respect of the masses. Democracy still exists in the nation, thanks to the judiciary. The judiciary has shown some level of independence, as some of its rulings and actions have not favoured the executive, especially at the federal level, and to a great extent, the Nigerian judiciary has resisted undue interference from the political class.
