CDOT lost Paul L. Fee, 56. in Feb- ruary of 2015. Fee was a Trades Spe- cialist III and a member of the team inS Richland Maintenance. He was assigned to the Blythewood Section Crew. He was the Crew Leader for Hot Mix Asphalt Patching Operations. Fee had been an SC- DOT employee since 2007. On Friday evening, Feb. 27, Fee and his crew were performing pothole patching operations in a temporary work zone on Farrow Road in Columbia. Shortly before 8:30 p.m., a pick-up truck drove into the work zone, striking Fee. The driver of the pick-up fled the scene on foot. CDOT is one of six state Depart- ments of Transportation to receive SFHWA grants to fund demonstration programs for innovative road and bridge work that will foster better and safer infra- structure. SCDOT’s $787,104 grant will be invest- ed in structural health monitoring (SHM) technology used to complement visual bridge inspections. The grant will allow SCDOT engineers to determine if SHM can effectively be used statewide. Bridge Maintenance had already in- stalled this technology on the Ravenel Bridge in Charleston County and two other bridges. The grant will permit the monitor- ing of an estimated 50 additional bridges using SHM. The current limited use of SHM has al- ready proven valuable. The technology has saved $700,000 in repairs on one bridge and data resulting from SHM has allowed engineers to stop overweight activity on a few bridges. SHM will assist in making decisions ranging from considering load restrictions, to rehabilitation and replacement. SCDOT will share the results of the demonstration project with other states interested in de- ploying this technology.

His name is Shane Byrd. Byrd, a native of North Carolina, moved to West Columbia, South Carolina in 2001. After spending thirty years in the drilling and blasting field, he finds himself setting new long-term goals with Richland Maintenance. Serving as the Shinn Cutter Operator since December 2014, Byrd quickly transitioned to me- chanic mode when the Shinn Cutter became inoperable and has become a valuable asset to the shop. He has a wife, four sons, and one daughter to keep him busy when he’s away from work – which includes riding his motorcycle and fishing at the beach.
