1 2 3 MINUTES OF THE OPENING SPEECH OF GM/PNM/NRMU HELD IN HQ OFFICE, BARODA HOUSE, NEW DELHI ON 17.03.2016 At the outset, CPO Shri Angaraj Mohan welcomed G.M., S/Shri S.K.Tyagi, President , Shiva Gopal Mishra, General Secretary/NRMU, other union office bearers of NRMU from divisions/workshops and PHODs attending the 1st PNM Meeting of 2016. He stated that regular negotiations will be conducted and full quota of PNM fixed will be utilized. He advised the union that he has instructed the personnel officers to examine the items of the agenda thoroughly and take concrete steps to finalize the items at the earliest so that the size of the agenda is minimized. In the Agenda most of the items are pertaining to Personnel & Engineering departments. He then invited GM to start the proceedings of the PNM Meeting. GM welcomed S/Shri Shiva Gopal Mishra, General Secretary/NRMU, S.K.Tyagi, President, other union office bearers of NRMU from divisions/workshops and PHODs attending the 1st PNM Meeting of 2016. He advised the union that due to recent Jat Reservations Stir in Haryana the train operations has suffered badly. Railways has suffered heavy losses due to this Stir not only in the form of Revenue generation but also precise railway property. Various signals on different sections e.g. DLI-BTI ( at Jhajjar, Dighal, Machroli Stn.) , Pilkhera on ROK-RE and also on Jind-Panipat sections were badly damaged/busted causing difficult for train operation. Some of the signaling systems have been repaired and re- installed and restoration work on some of stations have been completed and balance will be completed shortly. Due to blockage of routes railway passengers have also suffered badly and they are held up at various locations. Now train operations on most of the sections have been restored. Northern Railway is on the track of continuous growth due to active cooperation of unions in proper maintenance of industrial relation scenario. He appraised the following achievement/developments taken place since the holding of the last PNM Meeting. 1. In Haridwdar, Ardh-Kumbh mela is going on and 4 SHAHI SNANS have taken place successfully with the concerted efforts of officers and employees of MB Division. For the benefits of pilgrimages various steps have been taken by the division e.g. construction of new 4 FOB, Mela Ticket Window, installation of CCTVs. On the occasion of SOMVATI AMAVASYA at NEMISHARAN, MISRIKH PILGRIMAGE STATIONS & BALAMAU-SITAPUR sections special trains were also run. 2. Northern Railway originating revenue loading during this month is 4.02 MT as compared to 4.47 of Jan.2015. The main reason for slight shortfall is less receipt of food grain loadings due to some change in the procurement policy of the FCI. Also, there is general slow down in the economy which has resulted in the deficit trading in export/import. Slow down in the Real Estate has reduced the loading of cement. JAT Stir and giving of Empty covered rakes to NWR/WR etc. are the other reasons for shortfall. We are also exploring other fields e.g. automobile and use of DBKM rakes for increasing the revenue. It is hoped that in the balance period of this financial year we will take all our efforts in achieving the targets laid down in this regard. 3. During Feb., 2016 the punctuality of Mail/Exp. Trains was 80% as compared to 85% of Feb., 2015 & 85% of Feb., 2014. This has marginally dipped due to various agitations over Northern Railways. 4. For filling up the safety category vacancies, various indents are being placed with RRB/RRCs. Also departmental promotions are being held timely to fill up the promote quota vacancies. Recently, we have received panel of 1979 ALPs from RRB/CDG and 337 ALPs from RRB/JAT. These will be very useful in filling up the vacancies of DLI, UMB & FZR divisions. RRCs have also provided panel of approximately 5000 Group ‘D’ employees for all divisions of Northern Railway. 5. For improving the medical facilities to the serving and retired railway employees we have asked for EOI from the private hospitals who are interested for recognition by railways at CGHS rates. Recently, Railway Board have delegated the powers to GMs authorizing them to approve recognition directly of the hospitals which are offering the CGHS rates. Accordingly, Northern Railway has given recognition to 21 such hospitals and taken up on the panel of Northern Railway. 7/8 MOUs have been completed and rest will be completed within short time. 6. Repairs of railway quarters and constructions of new railway quarters are also very important issues. During the current year 2015-16 under Plan Head 51, 66 number of new quarters have been constructed and 871 are under construction. Under other Plan Head 51, 5 18 new quarters have been constructed and 163 are under construction. 1744 railway quarters have been identified for repairs and out of them 1697 have already been repaired. By these construction of railway quarters the availability of railway quarters will be improved. Divisions have also been instructed to timely finalize the zone contracts so that the sanctioned works of repairs etc. are completed timely. 7. To help the families/widow of the railway employees who die in harness, the process of giving CG appointments towards/widows etc. have been streamlined to minimize the time. All these have brought down the number of balance cases seeking approval at various level to the minimum. 8. Our industrial relations with all the recognized unions as well as Associations are very good and cordial over the years and it is hoped that same path of smooth industrial relations will be maintained over Northern Railway with the help and good cooperation of the Union for the overall welfare of the staff and Railway Industry as a whole. 9. In the end, I hope the discussion on the items will be useful and we will be able to solve the grievances of the employees. SN OFFICER DESCRIPTION OF ITEM REMARKS CONCERNED Shri S.K.Tyagi, President/NRMU while welcoming the G.M., PHODs, Officers and colleagues of Union attending the 1st PNM Meeting of this year. He also shared the concern raised by the G.M. in regard to loss of revenue, punctuality etc. due to various stirs launched on the Northern Railway. He raised the following issues. He thanked the Administration for providing the good Rest Houses this time for this meeting. GM advised that the earning made by He pointed out that all our trains are carrying more and more passengers but still the earning the ticket checking staff is appreciable. of the railways is declining. The reasons for decline need to be pin-pointed. It may be Railway has collected Rs. 31 lacs as 1 CCM ticketless travel, inability of the railways in issuance of journey ticket due to rush etc. penalty as against 27 lacs of last year. Fare collection is Rs. 108 crores as compared to Rs. 88 crores of last year. He requested for holding of IMPLEMENTATION COMMITTEE MEETINGS which are not 2 Dy.CPO/IR being held at the level of AGM for quite some-time. By this meeting the decision taken are being ensured for its implementation. He pointed out that there are two types of suitability tests being held in considering the cases of wards of eligible running category staff i.e. (i) for Pointsman (ii) for ALPs. One of them has 3 DY.CPO/R already been decentralized and other of ALP is centralized. In this regard he pointed out the following issues:- 6 i) The written test held for Sr.Pointsman was very tough resulting passing of only 1 candidate as against 06 candidates. He requested for holding 2nd test in this category. ii) Written test for ALP are not being conducted for this or that reason wef 1st cycle of 2013. He requested for early holding of these tests. He pointed out that induction of Course Completed Act Apprentices has not been taken on all our workshops for the last 04 years resulting more than 70 such candidates are awaiting induction. After a lot of discussions/deliberation on the issue no action on the issue is being taken. There is great resentment amongst the staff of workshops due to delay and will prove 4 Dy.CPO/R problem of industrial relation. Now, as per certain guidelines wherein Railway Board besides giving other directions has given instructions that this issue can be decided by GM at own by following in house recruitment or recruitment by RRC. He strongly opposed the action of the administration for giving this work to RRC. He requested for in-house recruitment, as was being done earlier in this case to solve the problem. He pointed out that there are several vacancies in the running categories e.g. ALP, SM, Guard etc. on the MB Division causing various problems for the staff i.e. over working, non sanction of leave, mental tension etc. He requested that the indents placed for MB & LKO 5 Divisions of Northern Railway should be placed on RRBs CDG or JAT as the working of Dy.CPO/R RRB-ALD is very slow causing delay in recruitment of candidates. In this regard he also suggested that some of the ALPs recruited by RRBs-JAT & CDG be diverted to MB Division to ease some of the problems of the division. He pointed out contract of contractual Ambulance provided at ASR of FZR division is going to GM advised that process of providing 6 completed shortly.
