Approval of the District Restart Plan for the 2020-2021 School Year, Including the Amendment for 100% Remote Instruction WHEREAS, the World Health Organization ("WHO") has identified the Coronavirus 2019 ​ disease ("COVID-19") as a worldwide pandemic; and ​ WHEREAS, on March 9, 2020, New Jersey Governor Phil Murphy declared a public health ​ emergency in the State of New Jersey as a result of the COVID-19 crisis and, since then, has issued a number of Executive Orders generally requiring that schools, non-essential businesses and pursuits close in order to curb the spread of COVID-19; and ​ WHEREAS, the Fair Lawn Public Schools discontinued in-person instruction consistent with ​ Governor Murphy's Executive Order and, on March 13, 2020, transitioned to an online format and began providing remote instruction to students according to a plan of remote and/or online instruction for the remainder of the 2019-2020 academic/school year; and ​ WHEREAS, in June 2020, the New Jersey Department of Education (NJDOE) mandated the ​ resumption of in-person instruction for the 2020-2021 school year; and set guidelines outlining the minimum standards necessary for the restart and reopening of schools, including the submission to the NJDOE a plan outlining how the school district will meet or exceed the minimum standards and plan for a safe reentry and in-person instruction for students and staff; and WHEREAS, in accordance with the directive of NJDOE, the Superintendent of Schools ​ submitted the District’s restart and recovery plan, to the NJDOE on August 11, 2020, which called for the resumption of in-person instruction starting in September 2020; WHEREAS, on August 13, 2020, New Jersey Governor Philip Murphy issued Executive Order ​ No. 175 allowing school districts to provide full-time remote instruction for districts that required additional time to provide for health and safety requirements; and ​ WHEREAS, the Superintendent of Schools has determined that the additional time allowed ​ under Executive Order No. 175 would benefit the District by affording it additional time to address the health, safety and personnel concerns associated with reopening school, and thus has recommended that the District begin the 2020-2021 school year as full-time remote instruction, and WHEREAS, the Superintendent of Schools has recommended October 19, 2020 for the restart of ​ in-person instruction for the District; NOW, THEREFORE, BE IT RESOLVED, that the Board of Education hereby ratifies and ​ approves the District's restart and recovery plan, submitted to the NJDOE on August 11, 2020, and BE IT FURTHER RESOLVED, that the Board of Education hereby ratifies and approves the ​ District's amendment to the restart and recovery plan, allowing for full remote instruction until October 19, 2020, and further confirms the action of the Superintendent of Schools in submitting 4 Regular Monthly Meeting ****DRAFT*** August 27, 2020 same to the Bergen County Superintendent of Schools and NJ Commissioner of Education in accordance with applicable law. S2. Retirement Resolutions ​ WHEREAS, the retiree(s) has dedicated themselves to the Fair Lawn School District displaying ​ an unselfish commitment to our children; exemplifying the ideals of professionalism and the standard of excellence, has requested retirement; AND ​ WHEREAS, the Fair Lawn Board of Education, together with its citizens, wishes to ​ acknowledge exemplary service that the retiree(s) has provided to our children; AND ​ NOW, THEREFORE, BE IT RESOLVED THAT the Fair Lawn Board of Education does ​ hereby extend its appreciation and gratitude to the retiree(s) in recognition of their exemplary service to our school district; AND BE IT FURTHER ​ RESOLVED, that the Fair Lawn Board of Education spread this Resolution in full, upon the ​ minutes and dispatch a copy thereof to the retiree(s).     REPORT TO THE GOVERNOR AND THE NJ STATE LEGISLATURE A DECADE OF SUCCESS 2003 – 2013 2013 03 “We are extremely grateful to the New Jersey State Legislature for supporting the Clean Communities Program since inception in 1986...” T O GOVERNOR CHRIS CHRISTIE AND MEMBErs OF THE NEW JERSEY STATE LEGISLATURE, The Trustees of the New Jersey Clean Communities Council are extremely grateful to the New Jersey State Legislature for supporting the Clean Communities Program since inception in 1986 with the passage of the Clean Communities Act. Funding provides for municipal and county litter abatement programs, litter pick up in state parks, and the statewide program of public information and education that includes a media campaign aimed at sustaining a reduction in litter. We are delighted this year to celebrate a decade of success. Since 2003, more than 400,000 volunteers have picked up and recycled about 700,000 tons of trash from 230,000 miles and 426,000 acres of public property. We have reached 3.5 million people with Clean Communities messages. In 2011, we assumed responsibility for New Jersey’s Adopt-a-Beach program. In 2012, we partnered with the NJ Department of Transportation to create a volunteer Adopt- A-Highway program. We are deeply grateful to the team of county coordinators who developed and annually update the Best Practices in Clean Communities CD. Enclosed is the Report to the Governor and Legislature. The report highlights the activities of the Clean Communities Council from 2003-2013, including specific information on contracts SHW11-006 and SHW12-004 as required by law.

Xing Class of 2016, Tenafly High School ­ Tenafly, New Jersey ​ June 16, 2016 Abstract The correlation between the AP indices and the average composite SAT scores—for the top 100 New Jersey public schools—was analyzed to determine how indicative the two factors are of student performance. Since these two indices appeared to be highly correlated, according to the calculated R squared value, they were the only factors considered in the novel ranking methodology described in this paper. Using 2015­2016 school data, AP indices were averaged with the SAT indices for the top 100 schools in order to generate a 2015­2016 ranking of those schools. A chi­squared test proved that there was no statistically significant difference among the top 25 schools’ data. These findings suggest that it would be more appropriate to devalue the method of ranking these schools individually, and, instead, switch to a tier ranking system. This paper also goes on to predict the 2015­2016 rankings for the top 30 New Jersey public schools—based on average composite SAT scores—according to the New Jersey Monthly 2014 ​ ​ methodology. Lastly, the correlation between middle school PARCC and high school SAT scores was analyzed. The results showed that they were weakly correlated, which implies that, in general, academic performance of middle school students is loosely associated with that of high school students.
