Sunshine Statement The New Jersey Open Public Meeting Law was enacted to insure the right of the public to have advance notice of and to attend the meetings of the public bodies at which any business affecting their interests is discussed or acted upon. In accordance with the provisions of this act, the Fair Lawn Board of Education has caused notice of this meeting to be published by having the date, time, and place thereof distributed to the persons on the approved list, posted in the Board of Education Administrative Office and sent to The Bergen Record and The Star Ledger. The announcement/posting for the Regular Monthly Meeting, along with the date, place, and ​ ​ time thereof, was distributed on August 13, 2020. ​ The items to be discussed during the Closed Work Session (if needed), of the August 27, 2020 ​ Regular Monthly Meeting may include personnel matters, student matters, legal matters, negotiations, and/or grievances, and tactics and techniques utilized in protecting public safety and property. Approval of the District Restart Plan for the 2020-2021 School Year, Including the Amendment for 100% Remote Instruction WHEREAS, the World Health Organization ("WHO") has identified the Coronavirus 2019 ​ disease ("COVID-19") as a worldwide pandemic; and ​ WHEREAS, on March 9, 2020, New Jersey Governor Phil Murphy declared a public health ​ emergency in the State of New Jersey as a result of the COVID-19 crisis and, since then, has issued a number of Executive Orders generally requiring that schools, non-essential businesses and pursuits close in order to curb the spread of COVID-19; and ​ WHEREAS, the Fair Lawn Public Schools discontinued in-person instruction consistent with ​ Governor Murphy's Executive Order and, on March 13, 2020, transitioned to an online format and began providing remote instruction to students according to a plan of remote and/or online instruction for the remainder of the 2019-2020 academic/school year; and ​ WHEREAS, in June 2020, the New Jersey Department of Education (NJDOE) mandated the ​ resumption of in-person instruction for the 2020-2021 school year; and set guidelines outlining the minimum standards necessary for the restart and reopening of schools, including the submission to the NJDOE a plan outlining how the school district will meet or exceed the minimum standards and plan for a safe reentry and in-person instruction for students and staff; and WHEREAS, in accordance with the directive of NJDOE, the Superintendent of Schools ​ submitted the District’s restart and recovery plan, to the NJDOE on August 11, 2020, which called for the resumption of in-person instruction starting in September 2020; WHEREAS, on August 13, 2020, New Jersey Governor Philip Murphy issued Executive Order ​ No. 175 allowing school districts to provide full-time remote instruction for districts that required additional time to provide for health and safety requirements; and ​ WHEREAS, the Superintendent of Schools has determined that the additional time allowed ​ under Executive Order No. 175 would benefit the District by affording it additional time to address the health, safety and personnel concerns associated with reopening school, and thus has recommended that the District begin the 2020-2021 school year as full-time remote instruction, and WHEREAS, the Superintendent of Schools has recommended October 19, 2020 for the restart of ​ in-person instruction for the District; NOW, THEREFORE, BE IT RESOLVED, that the Board of Education hereby ratifies and ​ approves the District's restart and recovery plan, submitted to the NJDOE on August 11, 2020, and BE IT FURTHER RESOLVED, that the Board of Education hereby ratifies and approves the ​ District's amendment to the restart and recovery plan, allowing for full remote instruction until October 19, 2020, and further confirms the action of the Superintendent of Schools in submitting 4 Regular Monthly Meeting ****DRAFT*** August 27, 2020 same to the Bergen County Superintendent of Schools and NJ Commissioner of Education in accordance with applicable law. S2. Retirement Resolutions ​ WHEREAS, the retiree(s) has dedicated themselves to the Fair Lawn School District displaying ​ an unselfish commitment to our children; exemplifying the ideals of professionalism and the standard of excellence, has requested retirement; AND ​ WHEREAS, the Fair Lawn Board of Education, together with its citizens, wishes to ​ acknowledge exemplary service that the retiree(s) has provided to our children; AND ​ NOW, THEREFORE, BE IT RESOLVED THAT the Fair Lawn Board of Education does ​ hereby extend its appreciation and gratitude to the retiree(s) in recognition of their exemplary service to our school district; AND BE IT FURTHER ​ RESOLVED, that the Fair Lawn Board of Education spread this Resolution in full, upon the ​ minutes and dispatch a copy thereof to the retiree(s). Ratification of Sidebar Agreements between the Fair Lawn Board of Education and the Fair Lawn Education Association RESOLVED, that the Fair Lawn Board of Education hereby ratifies and accepts the two Sidebar ​ Agreements dated August 27, 2020 between the Board and the Fair Lawn Education Association, on file in the office of the Director of Human Resources.
