    RESOLUTION NO. 2020-087 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELK GROVE AUTHORIZING THE FINANCE DIRECTOR TO SELL OR OTHERWISE DISPOSE OF SURPLUS CITY PROPERTY IN THE FORM OF LAW ENFORCEMENT VEHICLES, LAW ENFORCEMENT EQUIPMENT, AND TRANSIT VEHICLES WHEREAS, the City of Elk Grove purchased vehicles to be utilized by the Elk Grove Police Department and Transit Division in the normal course of their duties; and WHEREAS, staff has designated fourteen law enforcement vehicles as surplus, as they have reached the end of their service life based on years in service, high mileage, and/or frequency/cost of repairs, and collision damage, and three transit vehicles as surplus as they have reached the end of their service life based on years in service, high mileage, and/or high frequency/cost of repairs; and WHEREAS, the law enforcement vehicles are equipped with emergency response equipment that shall be removed prior to any public sale; and WHEREAS, Elk Grove Municipal Code Chapter 3.42 specifies the terms and conditions for the disposition of surplus City property; and WHEREAS, the City of Elk Grove desires to surplus fourteen law enforcement vehicles, their emergency response equipment, and three transit vehicles, and sell at fair market value or otherwise dispose of the assets. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Elk Grove hereby authorizes the Finance Director to exercise the sale or disposal of surplus City property in the form of fourteen law enforcement vehicles, including the disposal of any associated emergency response equipment, and three transit vehicles as shown in Exhibit A to this resolution, incorporated herein by reference, through sale to other law enforcement agencies, re-use by the City, or designated as unsalvageable, based on the needs of the City; and BE IT FURTHER RESOLVED that proceeds from any sale or disposal of the surplus vehicles shall be deposited into the Facilities and Fleet Internal Services Fund and Transit Fund, as appropriate.

Box 79009 Redmond, WA 98073 Tel: 425-885-5000, x5588; Fax: 425-882-5804l e-mail: [email protected] ABSTRACT This paper summarizes the design, development and testing of the Fire Suppression System (FSS) option for the 2005 Ford Crown Victoria Police Interceptor (CVPI). The FSS is designed to sense impact and activate two pyrotechnic hybrid devices that discharge fire suppressant foam. Police cars have a higher exposure than non-police cars to high-speed rear-end accidents that can compromise the fuel system on any vehicle. In response to concerns regarding this exposure and the risk of fire following these severe accidents, in July 2002, Ford joined with the Arizona Attorney General to form the Police Officer Safety Action Plan Blue Ribbon Panel and Technical Task Force. The Technical Task Force investigated fire suppression and fire prevention technologies used in military, auto racing and marine applications. The Task Force then evaluated the basic materials used in these applications. FIA-qualified samples of Halon, FIA qualified Aqueous Film Forming Foam (AFFF), Solid Propellant Gas Generators, foams and emulsifiers and various powder dispensing methods including aerosols, and impact-activated powder panels were tested in various configurations with gasoline ignited under the rear of stationary vehicles on a concrete pad. Ultimately, the Task Force subjected six proposed systems to a test in which a Crown Victoria was decelerated from 30 mph to simulate post collision motion.

    Snohomish County Department of Public Works Fleet Management Division 3402 McDougall Avenue Everett, WA 98201 INTERLOCAL AGREEMENT FOR EQUIPMENT MAINTENANCE AND REPAIR SER\rICE THIS AGREEMENT is entered into by and between SNOHOMISH COLTNTY, a political subdivision of the State of Washington (hereinafter referred to as the "Count¡/"), and the City of Lake Stevens, a municipal corporation of the State of Washington (hereinafter referred to as the "Agency"). In consideration of the mutual promises contained in this Agreement and the mutual benefits to result therefrom, the parties agree as follows: 1 Purpose and Scope of Services. The purpose of this Agreement is to make available to the Agency equipment maintenance/repair service performed by the County, or under contracts entered into by the County, pursuant to the authority contained in RCW 39.34.080 and chapter 36.33A RCW. The County shall provide mechanical maintenance/repair service for vehicles/construction equipment owned by the Agency as listed in Exhibit "4", which is attached hereto and incorporated herein by this reference- Additional Agency equipment may be repaired by the County as agreed in writing by the Administrators of this Agreement identifìed below. 2. Scheduline Work. Whenever the Agency desires to use the County services to undertake routine maintenance or repair of Agency vehicles, the Agency shall notiff the County's Everett Shop Supervisor or Communication Repair Technician for scheduling the work. To the extent the Agency vehicles are in need of scheduled maintenance or unscheduled repair, such maintenance and/or repair will be provided on an o'as needed" basis at the County's Shop Supervisor's discretion with emergent repairs being undertaken as soon as reasonably possible.
