Classes not supported in 2017 may be deleted in 2018. CLOSE: All entry forms are to be submitted with the correct fees by Friday 15th June 2018. Late entries may be accepted at the discretion of the Chief Executive, but double entry fees may be applicable. DELIVERY: Please carefully note dates and times for the delivery of exhibits. On delivery of entries stewards in respective sections will issue with an individual exhibit ticket/ number, exhibits will remain at the showgrounds for the duration of the show -unless otherwise stated. COLLECTION: Exhibit tickets are required for the collection of exhibits and prize money vouchers. Exhibits uncollected within on week following the show may be disposed of at the Society’s discretion. PRIZE MONEY: Prize money vouchers are available from the stewards in individual sections, your exhibit ticket may be requested. Prize money voucher may be presented at the Cashier’s Office, ground floor, Foskey Pavillion, from 12 noon to 6pm on Thursday and on Friday and Saturday from 11am to 7pm of the show. Presentation of prize money voucher is required for identification to claim prize. Prizes for out of town exhibits NOT ATTENDING the show will be forwarded on request. If due to unforeseen circumstances sponsorship is not forthcoming prizes/money will not be paid by RASNT. After show Prize money can be collected from the Show Office during office business hours of 9am to 4pm Monday to Friday. PRIZE MONEY NOT COLLECTED BY THE 31 AUGUST 2018, WILL BE FORFEITED. BUSINESSES: Prize money will be increased to cover the GST by 10%. Where prize money is in excess of $50 the Society will generate a recipient based invoice if required. If no ABN is provided the Society must retain 48.5% of the prize money to be forwarded to the Australian Taxation Office. All prize money quoted is exclusive of GST.     Barton Deakin Brief: Northern Territory Election 19 August 2020 Overview The Northern Territory election is scheduled to be held on Saturday 22 August 2020. This election will see the incumbent Labor Party Government led by Michael Gunner seeking to win a second term against the Country Liberal Party Opposition, which lost at the 2016 election. Nearly 40 per cent of Territorians have already cast their vote in pre-polling ahead of the ballot. The ABC’s election analyst Antony Green said that a swing of 3 per cent would deprive the Government of its majority. However, it is not possible to calculate how large the swing against the Government would need to be to prevent a minority government. This Barton Deakin brief provides a snapshot of what to watch in this Territory election on Saturday. Current composition of the Legislative Assembly The Territory has a single Chamber, the Legislative Assembly, which is composed of 25 members. Currently, the Labor Government holds 16 seats (64 per cent), the Country Liberal Party Opposition holds two seats (8 per cent), the Territory Alliance holds three seats (12 per cent), and there are four independents (16 per cent). In late 2018, three members of the Parliamentary Labor Party were dismissed for publicly criticising the Government’s economic management after a report finding that the budget was in “structural deficit”. Former Aboriginal Affairs Minister Ken Vowles, Jeff Collins, and Scott McConnell were dismissed. Mr Vowles later resigned from Parliament and was replaced at a by-election in February 2020 by former Richmond footballer Joel Bowden (Australian Labor Party).

    LEGISLATIVE ASSEMBLY OF THE NORTHERN TERRITORY The Calm after the Storm – Are Storm Clouds Brewing Again? The Hon Kezia Purick MLA, Speaker As the Northern Territory reaches its midterm mark, two years after the 2016 election and two years before the 2020 General Election, it is timely to pause and assess how orderly the 13 th Assembly is and consider comparisons with the 12 th and previous Assemblies to consider which was the most tumultuous in the short and colourful history of the Northern Territory legislature. The 12 th Assembly ran from 2012 to 2016 and had what would kindly be referred to as some big personalities . At least six Ministers in the Cabinet (unofficially) actively wanted the role of Chief Minister for themselves with three Ministers serving or attempting to serve in the top job. I won’t go into detail here about the bizarre midnight coup of 3 February 2015, just enter that into your favourite search engine for more details. A revolving door of Cabinet reshuffles (18 in four years) and the sheer number of Deputy Chief Ministers reflected the lack of consistent leadership in Government. This had a significant impact upon the Legislative Assembly. A Government with initially 16 Members in August 2016 was reduced to a perilous minority of 11 by the time of the 2016 election. With a new Assembly came renewal. We have not even had a Cabinet reshuffle since the first Ministry was announced after the 2016 election. The Country Liberals were soundly defeated in 2016 with only two Members being returned to a shrunken Opposition bench and 18 Labor Government Members now occupying the Treasury benches in the 25 Member parliament.

    Barton Deakin Brief: Northern Territory Election 19 August 2020 Overview The Northern Territory election is scheduled to be held on Saturday 22 August 2020. This election will see the incumbent Labor Party Government led by Michael Gunner seeking to win a second term against the Country Liberal Party Opposition, which lost at the 2016 election. Nearly 40 per cent of Territorians have already cast their vote in pre-polling ahead of the ballot. The ABC’s election analyst Antony Green said that a swing of 3 per cent would deprive the Government of its majority. However, it is not possible to calculate how large the swing against the Government would need to be to prevent a minority government. This Barton Deakin brief provides a snapshot of what to watch in this Territory election on Saturday. Current composition of the Legislative Assembly The Territory has a single Chamber, the Legislative Assembly, which is composed of 25 members. Currently, the Labor Government holds 16 seats (64 per cent), the Country Liberal Party Opposition holds two seats (8 per cent), the Territory Alliance holds three seats (12 per cent), and there are four independents (16 per cent). In late 2018, three members of the Parliamentary Labor Party were dismissed for publicly criticising the Government’s economic management after a report finding that the budget was in “structural deficit”. Former Aboriginal Affairs Minister Ken Vowles, Jeff Collins, and Scott McConnell were dismissed. Mr Vowles later resigned from Parliament and was replaced at a by-election in February 2020 by former Richmond footballer Joel Bowden (Australian Labor Party).

    PARTICIPATION AND POWER Aboriginal Representation and Members of the Northern Territory Legislative Assembly 1974 - 2014 Michael Tatham 1 Background and Introduction The starting point for this paper was inspired by an opinion piece in the Australian Financial Review where the political editor Laura Tingle wrote in 2013 as follows: Take Prime Minister Julia Gillard's move to get Nova Peris onto Labor's Northern Territory Senate ticket. What a shock it was to see the local ALP establishment which has singularly and disgracefully failed to promote any Indigenous candidates expressing outrage at the PM's move. Quelle surprise! 2 How does this claim sit against the reality that on 34 occasions in the Northern Territory over 12 Assemblies since 1974, a person of Aboriginal heritage has been elected as a Member of the Legislative Assembly? In each of the twelve Assemblies there has been at least one Aboriginal Member and a number of candidates at each election. On that basis, the comment deserves some analysis as to why it is so framed and whether it is fair in the overall context of representation in the jurisdiction. This paper does not analyse whether Aboriginal Members of Parliaments achieve results for Aboriginal peoples. For analysis on that matter see Sarah Maddison’s 2010 article 3. The dismissive comment arguably undervalues and diminishes the contributions made by so many Aboriginal people as candidates, potential Members and Members in the Northern Territory. The theme of the 2014 Australasian Study of Parliament Group conference - ‘representation’, lends itself well to developing this discussion looking factually (as far as possible) rather than critically, at what ‘Aboriginal representation’ is and what people think it should mean, in the context of the Northern Territory of Australia.
