Dear Chairman Stein:

Pursuant to Connecticut General Statutes (“CGS”) § 15-50l(a),The Connecticut Light and Power Company doing business as Eversource Energy (“Eversource”) hereby submits to the Connecticut Siting Council (“Council”) an Application for a Certificate of Environmental Compatibility and Public Need (“Application”) for the construction of the Greater Hartford-Central Connecticut Reliability Project (“Project”). The Project includes a new approximately 3.7-mile 115-kilovolt (kV) underground/overhead electric transmission line from Eversource’s existing Newington Substation in the Town of Newington, through the eastern portion of the Town of West Hartford, to the existing Southwest Hartford Substation in the City of Hartford. Eversource also proposes to modify and slightly expand Newington and Southwest Hartford substations, and to reconfigure a 0.01-mile 115-kV line interconnection (the “Newington Tap”) to Newington Substation.

By this letter, Eversource submits to the Council an original and 15 paper copies of the Application, along with an electronic copy (compact disc) of the Application.

In accordance with CGS § 16-50l((b) and the Council’s Application Guide for an Electric and Fuel Transmission Line Facility (February 2016), Eversource also encloses the following:

• Copies of cover letters sent with a copy of this Application to federal, state, and local government officials and agencies;

• Affidavits regarding:

− Proof of service of the Application.

− Publication of the legal notices of Eversource’s intent to file the Application;

− The notice that Eversource provided with a bill insert to customers in Newington, West Hartford, and Hartford;

− The notice provided to substation abutters and the abutters list.

− The notice provided to community organizations and water companies (pursuant to Section VIII of the Application Guide).

In addition, Eversource encloses the following:

• Bulk Filing #1, which consists of two copies and one compact disc containing the inland wetlands and planning and zoning regulations and Plans of Conservation and Development and zoning maps of the towns of Newington and West Hartford and the City of Hartford, along with the Project’s Municipal Consultation Filing;

• A check for the Application filing fee in the amount of $25,250; and

• A check for the municipal participation fee in the amount of $25,000.

By June 21, 2017, Eversource will submit the following:

• Bulk Filing #2, which will consist of four copies of materials that Eversource provided at the open houses and materials provided to municipal leaders and agencies during the municipal consultation process; and

• Copies of written public comments received as part of the municipal consultation process (including from the public open houses) and Eversource’s responses.

NOTICE TO COMMUNITY GROUPS REGARDING THE GREATER HARTFORD-CENTRAL CONNECTICUT RELIABILITY PROJECT

The Connecticut Light and Power Company doing business as Eversource Energy (“Eversource”) is providing notice to community groups, including Chambers of Commerce, land trusts, environmental groups, trail organizations, historic preservation groups, and river protection organizations within the watershed affected by the proposed facility or that have been identified by a municipality where the facility is proposed to be located or those community groups that have registered with the Connecticut Siting Council to be provided notice, of its intent to apply to the Connecticut Siting Council on or about June 6 for a Certificate of Environmental Compatibility and Public Need for the Greater Hartford-Central Connecticut Reliability Project (“Project”).

Eversource is proposing to construct a 3.7-mile 115-kilovolt (“kV”) hybrid underground/overhead electric transmission line from Eversource’s existing Newington Substation in the Town of Newington, through an eastern portion of the Town of West Hartford, to Southwest Hartford Substation, located in the City of Hartford. Eversource also proposes to modify and slightly expand its existing Newington and Southwest Hartford substations, and to reconfigure a 0.01-mile section of a 115-kV line interconnection to Newington Substation.

This notice is provided pursuant to Section VIII of the Connecticut Siting Council’s Application Guide for an Electric and Fuel Transmission Line Facility (adopted February 2016).

Notice of Application by The Connecticut Light and Power Company doing business as Eversource Energy for Approval of a New 115-kV Electric Transmission Line and Related Substation Modifications in the Municipalities of Newington, West Hartford, and Hartford, Connecticut

Pursuant to the provisions of Section 16-50l(b) of the General Statutes of Connecticut, Section 16-50l-1(e) of the regulations of the Connecticut Siting Council, and the Application Guide for an Electric and Fuel Transmission Line Facility of the Connecticut Siting Council (adopted February 2016), notice is hereby given that The Connecticut Light and Power Company doing business as Eversource Energy (Eversource) will on or about June 6, 2017, submit an Application to the Connecticut Siting Council seeking a Certificate of Environmental Compatibility and Public Need (Application) for the Greater Hartford – Central Connecticut Reliability Project (Project).

The Project includes construction of an approximately 3.7-mile 115-kilovolt (115-kV) electric transmission line between Eversource’s existing Newington Substation (located on Cherry Hill Drive in the Town of Newington), through the Town of West Hartford, to Eversource’s existing Southwest Hartford Substation (located on New Park Avenue in the City of Hartford), related upgrades to Newington Substation and Southwest Hartford Substation, and modification of a short section of an existing overhead 115-kV transmission line in Newington (referred to as the Newington Tap) that connects to Newington Substation. The proposed 115-kV transmission line would comprise both overhead and underground segments. It would be located on a combination of Eversource’s existing property, within an existing Eversource right-of-way (ROW), along road ROWs, beneath paved parking lots, and along an existing Amtrak ROW (which includes the CTfastrak busway and two Amtrak rail lines).

The Project is needed to bring the electric supply system in Greater Hartford and Central Connecticut into compliance with national and regional reliability standards and criteria by eliminating potential thermal overloads and voltage violations identified in studies conducted by Independent System Operator-New England, the regional system planning authority. The Project also fulfills a need to improve the capability of the transmission system to move power across Connecticut from east to west when the system is under stress.

The transmission line will be constructed underground for slightly more than a mile in Newington from Newington Substation to the Amtrak ROW, where it will transition to an overhead line that will cross over the CTfastrak busway and Amtrak railroad tracks, and then continue overhead, along the eastern side of the Amtrak ROW for approximately 2.4 miles through portions of Newington, West Hartford, and Hartford. Just south of Interstate 84, the transmission line will cross back over the railroad lines and CTfastrak busway, and then transition to an approximately 0.2-mile underground segment that will extend into Southwest Hartford Substation.

The Application will include a description of the Proposed Route, an all-underground alternate route and route variations considered for the new transmission line, along with an evaluation of the environmental, engineering, reliability, operability, and cost considerations associated with

those routes. The Application will also describe the required modifications to Newington and Southwest Hartford Substations. At the Newington Substation, the Project requires the expansion of the existing fence line to the south and west (for a total of 0.3 acre), while remaining on Eversource property. At the Southwest Hartford Substation, the Project requires a 0.3-acre expansion of the existing fence line to the east, while remaining on Eversource property. These proposed modifications to the substations are required to connect the new 115-kV line to the existing transmission system. The Application will also include a description of the proposed 0.01-mile modification to the Newington Tap.

The structure types under consideration for the overhead portion of the line along the Amtrak ROW are steel monopoles. For the underground portions of the new transmission line, Eversource proposes to use cross-linked polyethylene (XLPE) cable installed in a concrete encased duct bank; several buried splice vaults also will be installed at intervals along the cable system. The majority of the cable system would be buried on Eversource property, within the Eversource distribution line ROW, or within or adjacent to state and local roads.

If approved by the Connecticut Siting Council, Project construction is expected to begin in the third quarter of 2018. The new transmission line is proposed to be completed and in-service by the end of 2019.
