International Journal of Science and Research (IJSR) ISSN: 2319-7064 ResearchGate Impact Factor (2018): 0.28 | SJIF (2018): 7.426 Social Exclusion of Ravuthar Community: A Case Study Mohammed Rishad K P M.Phil Scholar, Gandhigram Rural Institute (Deemed to be University) Centre for Applied research Dindigul, Tamil Nadu, India Abstract: India, the world’s largest democracy, has a multi-cultural rash that has numerous religious communities. According to the 2011 census, 79.8 percent are practicing Hinduism and 14.2 percent are adheres to Islam, while the remaining 6 percent are other religions. According to Rizvi and Roy (1984), Indian Muslims are not a homogeneous community as it appears in the general perception Muslims are divided based on different religious ideologies, caste differentiation and customary practices. Among the different Muslim communities, Ravuthar is one of the Muslim communities from the South Indian States of Tamil Nadu and Kerala who are socially excluded at a wider. The etymology of the word suggests ‘ravath’ means ‘warriors’. But in reality, the Ravuthar community is facing high discrimination among the Muslim community. The present study is focused on how the Ravuthar community is excluded or discriminated among the Muslim community at Thiruvegappura Panchayat, Palakkad District, and Kerala by using descriptive research design. The researcher has employed an interview guide and case study. From the case studies, the relevant information was collected by the researcher. In the community, they were facing various issues such as stigma discrimination based on their linguistic and spatial. Their representation in any religious or social positions is very less.

Irrigation Department Government of Kerala PERFORMANCE PROGRESSION POLICIES Irrigation Design and Research Board November 2020 PREFACE Water is a prime natural resource, a basic human need without which life cannot sustain. With the advancement of economic development and the rapid growth of population, water, once regarded as abundant in Kerala is becoming more and more a scarce economic commodity. Kerala has 44 rivers out of which none are classified as major rivers. Only four are classified as medium rivers. All these rivers are rain-fed (unlike the rivers in North India that originate in the glaciers) clearly indicating that the State is entirely dependent on monsoon. Fortunately, Kerala receives two monsoons – one from the South West and other from the North East distributed between June and December. Two-thirds of the rainfall occurs during South West monsoon from June to September. Though the State is blessed with numerous lakes, ponds and brackish waters, the water scenario remains paradoxical with Kerala being a water –stressed State with poor water availability per capita. The recent landslides and devastating floods faced by Kerala emphasize the need to rebuild the state infrastructure ensuring climate resilience and better living standards. The path to be followed to achieve this goal might need change in institutional mechanisms in various sectors as well as updation in technology. Irrigation Design and Research Board with its functional areas as Design, Dam Safety, Hydrology, Investigation etc., plays a prominent role in the management of Water Resources in the State. The development of reliable and efficient Flood Forecasting and Early Warning System integrated with Reservoir Operations, access to real time hydro-meteorological and reservoir data and its processing, etc.

  • Palakkad District Office of the Department, Headed by Sri V.A Gopi, in the Preparation of This Document
PREFACE Planning is a prerequisite for effective development. Development becomes comprehensive when growth centres are identified considering physical, social and economic variables of an area in an integrated manner. This indicates that planning of villages and towns are to be complementary. Second Administrative Reforms Commission (ARC) while interpreting the article 243 ZD of the Constitution of India states as follows. “This, in other words, means that the development needs of the rural and urban areas should be dealt with in an integrated manner and, therefore, the district plan, which is a plan for a large area consisting of villages and towns, should take into account such factors as ‘spatial planning’, sharing of ‘physical and natural resources’, integrated development of infrastructure’ and ‘environmental conservation’. All these are important, because the relationship between villages and towns is complementary. One needs the other. Many functions that the towns perform as seats of industry, trade and business and as providers of various services, including higher education, specialized health care services, communication etc have an impact on the development and welfare of rural people. Similarly, the orderly growth of the urban centre is dependent on the kind of organic linkage it establishes with its rural hinterland”. Therefore a move of harmonizing urban and rural centres of an area can be said as a move of planned urbanisation of the area. In this context, it is relevant to mention the 74th Amendment Act of the Constitution of India, which mandated the District Planning Committee to prepare a draft development plan for the district. As per Article 243 ZD of the Constitution, the District Planning Committee (DPC) shall consolidate Panchayat/Municipality Plans in the district and prepare draft development plan for the district as a whole.
