(SBU) SUMMARY: Some scattered anti-semitic incidents occurred in Turkey i.rrmediately after the May 31 Gaza flotilla incident, but the Government of Turkey was proactive from the beginning to distance Turkey's Jewish Conmunity from the Government of Israel's actions. The atmosphere has since returned to nonnal: the government and general public is highly critical of Israel, but takes pains to distinguish between the Government of Israel and Jewish people in general. (Note: This cable and REFS B-E: provide Post's response to REF A's request for information on this issue. E:nd Note) END SUMMARY.

2. (SBU) The May 31 Gaza flotilla incident initially sparked anger among nationalist Turks -- whether religious or secular -- that temporarily blurred the already thin line that distinguishes Jews from Israelis in Turkey. Although there was no reported increase in violent or disrespectful actions against Turkey's indigenous Jews, non-Turkish Jews living in Turkey or visiting Turkey noted a significant anti-Semitic atmosphere lasting a few weeks after the event. For instance, one Jewish-American family told us they had received an email from a tour guide operator saying that they "did not like working with Jews" and would not guide them in Istanbul.

3. (SBU) The atmosphere appears to have reverted to normal, perhaps in part because of the government's strong and continued emphasis that the

4. (SBU) Pos has not seen any indications that anti-Israeli sentirl'ent following the May 31 Gc1za flotilla incident has permanently crossed the line into anti-Semitism. To the contrary, the Government of Turkey has been proactive from the beginning of the incident to separate Turkey' 5 Jews from the actions of the Israeli government. While some anti-I!lraeli graffiti appeared in Istanbul shortly after the event it wag not anti-semitic, although it could have been interpreted by some as haragsing. All official interlocutors with whom Post has had contact since the event blame the Israeli government, but not Jews in general.

(SBU) SUMMARY: On July 1, 2010. the Bundestag unanimously passed a petition that calls on the German government to take a more active stance (1) in demanding an international investigation ofthe May 31 Gaza flotilla incident, (2) in addressing the humanitarian situation in Gaza, and (3) in supporting the Middle East peace process. This was the first time that all parties formally adopted a common position on a Middle East issue, and it sends aclear mandate to the German government to act. The petition gained alot of public attention and was met with concern by pro-Israeli interest groups. END SUMMARY.

Bundestag Petition Calls for Flotilla Investigation, Addressing Humanitarian Situation, Support for Middle East Peace Process

2. (U) On July 1,2010, the Bundestag unanimously passed apetition that calls on the German government to support the renewed demand by UN Secretary General for an international investigation of the events surrounding the Israeli military action against the Gaza flotilla on May 31, 2010 The investigation should look at action on both sides, including possible connections of organizers to radical Islamist organizations, and the inclusion of representatives of the Middle East Quartet should be considered. Furthermore, the petition calls upon the German government to strongly support the EU High Representative for Foreign and Security Policy in her initiatives to improve the humanitarian situation in Gaza and, within the EU, to speak up for instructing the UN Secretary General to negotiate with Israel about access to Gaza by sea and creating the necessary technical conditions with the goal of delivering goods needed by the UN to Gaza while at the same time preserving Israel's security interests. The petition also calls on the German government to "strongly support the EU demand for an immediate end to the Gaza blockade and urge Israel to change the positive list of goods allowed into Gaza to a negative list of prohibited goods," to urge ~ypt to allow regular and controlled border traffic, and to put forward the offer to Israel and the Palestinian Authority (PAl on behalf of the EU to build up constructive international border management. /J.s a final point, the petition calls for support of the ongoing "proximity talks"

For the First Time All Parties Stand United on a Middle East Issue

3. (SBUl The joint Bundestag petition on Gaza is a strong and rare demonstration of unity across party lines. Initiated by foreign policy spokesperson of the Greens Ker.;tin MUlier, the govemment parties (CDU/CSU and FOP) and the opposition parties (SPO, Greens) worked together in drafting the petition and are co-sponsors of the document. Although the leflParty is not listed as an official sponsor on the petition, the party caucus did support it in the plenary vote on July 1, 2010, in which the petition was unanimously passed. In the parliamentary debate preceding the vote, foreign policy spokesperson of the Left Party Wolfgang Gehrcke emphasized that this was the first time that all Bundestag caucuses were united on a question regarding Middle East policy. SPO foreign policy spokesperson Rolf MDtzenich added: "I consider it a great sign of progress (...J if

on the issue was emerging and characterized the political process behind it as "out of the ordinary. n

4. {SBUl According to an embassy contact who was closely involved in the process offorging an inter-party consensus on the petition, the political process behind the scenes was not easy. The Left party could not be formally included as a sponsor of the petition since the COU/CSU caucus refuses to sit on the negotiating table if the Left Party is also present. In addition, the Left Party is known for their anti-Israeli sentiments, and there is general concem that their formal inclusion on the petition might have been counter-productive to the credibility of the document. However, the general support of the petition by the Left Party in the plenary vole was welcomed by all parties Another difficulty was to keep the COU/CSU on board throughout the process. H. an embassy contact pointed out. some members of the CDU/CSU had strong reservations about the petition. When they made their concerns about a possible impact on German-Israeli relations heard, however, the press work: related to the petition had already been done and could not be reversed.

Petition Sends Clear Mandate to the German Government

5, (SBU) Passing ajoint petition is one of the few tools the Bundestag has available to directly impact foreign policy. As an embassy contact stressed, such a document should be considered "soft law." Especially since the Gaza petition is supported by all party caucuses, it sends a clear mandate for the govemment to address the

issue. Although there is no legal obligation, it would be "politically impossible n for the govemment to ignore it. The petition also sends a strong signal of unity to Israel. According to an embassy contact, the petition also attracted the attention of the Israeli participants in a meeting between members of the Bundestag Foreign Affairs Committee and adelegation of the German-Israeli Friendship Group from the Knesset on July 7 in Berlin. Although the issue wililikery not gain any immediate further attention due to summer recess, it is likely to reemerge on the agenda in the context of FM Westerwelle 's planned visit to Gaza this fall. For the initiators of the petition, the next step is that Germany actively encourages acontinuation of the discussion on the European level.

Concernecl Reactions from pro-Israeli Interest Groups

6. (SBU) The petition was met with very harsh extemal criticism from organizations such as the American Jewish

Committee (AlC), An embassy contact said that much of this criticism was "not based on content n but rather a "default and blunt rejection. " He also stressed that the intensity of the reactions underlined that the petition was an extraordinary policy statement. In the plenary debate preceding the vote on the petition, several speakers emphasized that they had received many external reactions. Rainer Stinner (FOP) said the concerns of

Media coverage of the incident. which faded from headlines quickty following the retum of the Kosovo citizen who was on the floMa, was largely factual rather than editorial.
