Help Sheet to Design a Tour for a Group Interested in Post-Soviet Politics and Government in Central Asia The basics: Both Kazakhstan and Uzbekistan were under Russian and then Soviet rule from the late 18th century until 1991. So both have very new governments. In Uzbekistan, Islam Karimov ruled from 1991 until his death in 2016. In Kazakhstan, Nursultan Nazarbayev ruled from 1991 until he stepped down in March 2019 (and he still has a lot of power in the government). How to research the topic: Look up the history of Kazakhstan and Uzbekistan after their independence from the Soviet Union. Also, look up the first president of each country to see their impact and the way they are celebrated in their respective countries. Planning your itinerary: Be sure to look up sites named after Nazarbayev and Karimov. Also, look for the wing of history museums devoted to modern times and political buildings that are open to the public. Visit some of these as part of your program. Travel from place to place: In planning your itinerary, you can take short regional flights to get to or from big cities that are far apart (e.g. from Nur-Sultan to Almaty or Tashkent). Be sure to check on Kayak.com or some other site to see if there are flights between cities that you want to visit. You don’t want to waste time on travel from place to place, so find direct flights. You must somehow strike a balance in your itinerary so that your travelers can see as many places as possible but not so many places that they spend all their time traveling without enough time to see things. -

Upon graduating from university I wanted to do an internship with an international organiza- tion in Russia or Ukraine but instead ended up in Baku, Azerbaijan. That turned out to be a stroke of luck as I fell in love with the country and its peo- ple. When I later got the possibility to do a PhD I was determined to find a topic that would bring me back. I did, and now after many years of some- times seemingly never-ending thesis work the project is finally over. A whole lot of people have been important in making this possible, but I would like to start by thanking Anar Ahmadov who helped me a lot more than he realizes. Inventing Akromiya: The Role of Uzbek Propagandists in the Andijon Massacre SARAH KENDZIOR Abstract: Many have claimed that the alleged terrorist group Akromiya incited the violence in the city of Andijon, Uzbekistan, in May 2005. This article contends that the portrayal of Akromiya as a violent organization is highly suspect and may have been created by members of the Uzbek government and propagated by mem- bers of the international scholarly community. Key words: Akromiya, Andijon, Islam, propaganda, terrorism, Uzbekistan Introduction n May 16, 2006, a group of scholars, policy experts, and journalists convened O at the Hudson Institute in Washington, DC, for the unveiling of a video that promised to reveal the truth about the violent events in the city of Andijon, Uzbek- istan, one year before. “This video demonstrates that the organizers of the upris- ing may not have been, as some have claimed, ‘peaceful Muslims,’” proclaimed the cohosts of the event, Zeyno Baran of the Hudson Institute and S. Frederick Starr of the Central Asia Caucasus Institute, in an invitation to colleagues.1 According to Baran and Starr, this new video, which had been made available to them by the Uzbek embassy, would put to rest reports declaring the Andijon events to be a Tiananmen Square-style massacre of defenseless citizens by the Uzbek government. Proof of the falseness of this allegation, they claimed, lies in the fact that the video “shows clips recorded by members of Akromiya (a Hizb- ut Tahrir splinter group) during the uprising in Andijon on May 14, 2005.”2 Roughly twenty-six minutes long, the video consisted of three main parts: clips of remorseful Akromiya members pleading for the forgiveness of the government; conversations with alleged witnesses and victims; and an interview with Shirin Akiner, a professor and close colleague of Starr who has condemned Akromiya and supported Uzbek President Islam Karimov’s claim that the use of force was Sarah Kendzior recently completed her MA in Central Eurasian studies at Indiana Uni- versity. -

R EVIEW D IGEST: H UMAN R IGHTS & T HE W AR ON T ERROR Uzbekistan1 by Chris Maggard The Central Asian republics have largely remained hidden from the world attention since they gained independence a decade ago. However, immediately following September 11th the region was brought into focus as a part of the US-led “War on Terror”. Uzbekistan became a full partner in this initiative when the government decided to allow the U.S. military full use of its territory in the invasion against Afghanistan . As Uzbek President Karimov has become willing to work with the West than neighboring countries, the debate in recent years has been how and to what extent, rather than whether or not the United States should commit resources to Uzbekistan and the rest of Central Asia. The West’s previous hesitance to work with these countries was based on their record of widespread human rights abuses and their refusal to bring about reform. No one denies that these abuses are still occurring. There is considerable difference of opinion about what should be done to bring about human rights reform and if this should be a requirement for continued U.S. and international involvement. Many fear that a partnership based solely on security needs without attention to human rights, equality and justice will legitimate the authoritarian governments of the region and ultimately lead to elevated levels of instability and repression there. Since 1999 , international observers and policymakers have often viewed Central Asia as swept up in a tide of Islamic fundamentalism. Islamic Revival in Post-Independence Uzbekistan JAMSHID GAZIEV Islamic slogans are always used as a doctrine and not a religious one, but as a political doctrine and mostly as a means of attaining quite definite political aims. Barhold V.V. This paper will sek to analyze the revival of Islam in Uzbekistan after a century of suppression. Islamic revivalism emerged during the last decade of the Soviet Union and has since played a significant role in the politics and society of the state. The author’s main aim is to explore the political consequences, either positive or negative, caused by the revival of Islam. The paper will examine the factors that promoted the resurgence of Islam, paying attention to the present government’s position towards Islamic revival, and the changes occurring in domestic policy due to the Islamization of society. The concept that Islam plays a significant role in forming self-identity, and is confused and intertwined with other national and regional identities will be analyzed throughout this paper. In order to illustrate the political scene in Uzbekistan, Islam’s division on both horizontal and vertical levels in terms of indoctrination and institutionalization will be discussed in detail. Finally, as it poses a major challenge to the stability and prosperity of the country, Islamic fundamentalism, and wahhabism in particular, will also be discussed. Factors and Determinants of Islamic Revival in Uzbekistan The most significant event in the cultural and spiritual life of Uzbekistan since the mid-1980s was the return of Islam to its proper place in society. At last it can be stated that liberty of conscience and religion has become a reality. -
A New Russian Base in Southern Kyrgyzstan: Containing Uzbekistan?1
A NEW RUSSIAN BASE IN SOUTHERN KYRGYZSTAN: CONTAINING UZBEKISTAN?1 On July 7, Igor Sechin, Russia’s Deputy Prime Minister supervising law enforcement agencies and a close ally of Prime Minister Putin along with Anatoly Serdyukov, Defense Minister, met Kyrgyz President Kurmanbek Bakiyev in Bishkek, the capital of Kyrgyzstan, to discuss, as officials of both countries confirmed, the possibility of establishing a new Russian military base which will formally serve as the base for Collective Operational Response Forces [CORF] under the Collective Security Treaty Organization auspice (in Russian: Коллективные силы оперативного реагирования ОДКБ). The location for a new contingent of Russia’s increasing military presence, if the plan is materialized, is as an old Soviet military base in the outskirts of the Kyrgyz southern capital, Osh, situated in the heart of the volatile Ferghana Valley and bordering China, Uzbekistan and Tajikistan. Map of Osh province2 In June, the leaders of CSTO (member-states include Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Uzbekistan and Tajikistan) met in Moscow at their regular summit and signed an agreement on the creation of the Collective Operational Response Forces under CSTO. The idea to create a new joint forces agreement, under Russian command, to combat terrorism and other security challenges in the region was earlier discussed at the February CSTO extraordinary summit. The June summit transformed the decision into a functioning document that Russia conveniently used to minimize American political and military presence in Central Asia. Containing disobedient leaders of former Russian colonies is another purpose of the CSTO. Uzbekistan, always suspicious of Russian neo-imperialistic intentions, did not sign the agreement.
