Issue of Manual

This manual will not be formally issued from revision 6. A master copy of this manual will be kept in the Health Safety & Environment Office and will include authorised master procedures. This manual and other associated EMS documents will be available from the SAFRAN Landing Systems intranet where individual users may copy them. It must however, by recognised that copies may not be the latest version and that this must be verified from the intranet prior to referral.

All amendments to this Manual shall be controlled as follows: -

The Health, Safety and Environment Manager is responsible for the review and administration of this Environmental Management System Manual. The contents shall be reviewed periodically to ensure that it meets the requirements of both the business and environmental regulatory authorities.

Where practical, amendments to the Environmental Management System Manual shall be identified on the procedural amendments page at the front of each procedure document.

Copies of the initial and revised issues of the Manual shall be submitted to the ISO 14001 certifying body or any environmental regulatory authorities requiring it. Any superseded pages will be retained in line with PI36 – Retention of Quality Records.

Each page shall carry a section or procedure number and/or page number and a revision number.

The Manual Amendment Record, section 1.2, will indicate the changes made to the Manual at each re- issue. This will not include changes made prior to issue 7.

Environmental Management System Manual Section 1.7 Purpose and Characteristics of the Environmental Management System

Purpose:

Messier-Dowty has implemented an Environmental Management System (EMS), which is registered with the British Standards Institution as being compliant with BS EN ISO 14001: 2004 and 2015 (ref certificate number EMS 69226 – see below). This EMS defines the minimum standard for managing any site operations and business processes that have either a direct or indirect impact on the environment and was created using new and existing policies, programmes and procedures.

An EMS complying with ISO 14001 consolidates and enhances the development of current and future environmental management programmes. This document outlines the EMS established at the Gloucester site and provides a framework for other documents that form the basis of its daily activity.

This EMS also provides a management system framework for procedures relating to the COMAH (Control Of Major Accident Hazards) Regulations 2015. These are separately identifiable by virtue of the text and borders of their headers and footers being in dark red rather than black, and clearly containing the word ‘COMAH’. Other sections of this manual (e.g. contents page) also delineate these procedures in dark red font.

• The EMS is based on the Plan-Do-Check-Act principle as shown in the diagram below. It is aimed at achieving a culture of continual improvement, where ‘the job is never done’ and further advances are continually sought in environmental performance.

SAFRAN Landing Systems is part of SAFRAN. The Company has a long and successful history in the design, development and production of aircraft landing gears and was formed as shown in the chart below. SAFRAN has headquarters near Paris but also has sites in south-west , Canada, China, Mexico and the USA.

Environmental Management System Manual Section 4.1 Summary of Procedures

Planning (4.3)

Environmental Aspects (4.3.1)

SAFRAN Landing Systems has a written procedure in place to identify and rate the company’s aspects and impacts.

This procedure defines the activities to identify those aspects of the Company’s organisation and the resultant potential environmental impacts. The responsibilities for this procedure are defined.

This procedure outlines the criteria for the selection of environmental aspects to which environmental objectives and targets will be applied.

The procedure also specifies a period for reviewing all aspects and impacts in line with organisational changes due to continuous improvement. A facility is in place to ensure the assessment of any new development prior to its introduction / implementation.

Legal and Other Requirements (4.3.2)

SAFRAN Landing Systems has a written procedure in place to ensure access to information pertaining to legal and other requirements.

This procedure outlines the responsibilities and the methods employed in obtaining information on the company’s legislative and other obligations. It lists the examples of the publications and sources of information that are to be used to this end.

The continual review process to ensure compliance with forthcoming legislation and other obligations is included. Within the procedure are the methods adopted to ensure that relevant information is communicated to all levels of the organisation.

Environmental Objectives and Targets (4.3.3)

SAFRAN Landing Systems has a written procedure in place to control the setting of objectives and targets from conception to completion, and maintaining environmental objectives and targets within each relevant function to ensure continuous improvement.

It specifies the responsibilities for setting and achieving objectives, targets, the team selection and the time scales in which they are to be achieved in line with the Policy.

Environmental Management Programme (4.3.4)

SAFRAN Landing Systems has an Environmental Management Programme. This is documented, controlled and maintained through departmental Environmental Action Plans (EAPs).

This procedure outlines the responsibilities for setting time scales for EAPs for each of the Objectives and Targets, and for the review of the management system.

Implementation and Operation (4.4)

Structure and Responsibility (4.4.1)

SAFRAN Landing Systems has a defined, documented and communicated environmental management structure.

This procedure outlines the selection of individuals and their various responsibilities within the EMS.

Training, Awareness and Competence (4.4.2)

SAFRAN Landing Systems maintains a defined documented training procedure.

This procedure outlines the company’s requirements for environmental training of all employees and contractors. The training needs are both general and specific to particular functions of the Organisation. The procedure covers the extent of training and the review of individual employee requirements.

Communication (4.4.3)

SAFRAN Landing Systems maintains a procedure to ensure clear communication of all aspects of the company’s environmental performance.

This procedure outlines the methods of both internal and external communication, and the responsibilities for undertaking such communications. Examples of the methods that are to be employed and the various topics to be communicated are given. Both internal and external complaints will be included in this procedure.

Environmental Management System Documentation (4.4.4)

SAFRAN Landing Systems maintains documentation used for the implementation and operation of the EMS.

This procedure highlights the responsibilities for the maintenance of various documents associated with the EMS. The procedure also specifies the document layout.

Document Control (4.4.5)

This procedure outlines the method used and responsibilities assigned to control all environmental documents in hard copy or electronic form.

Operational Control (4.4.6)

SAFRAN Landing Systems maintains procedures to control identified operations and activities of the organisation that could potentially adversely affect the environment. These include procedures designed to meet the company’s obligations, as a COMAH lower tier site, to control certain aspects of its operations in order to prevent major accident hazards.

Emergency Preparedness and Response (4.4.7)

SAFRAN Landing Systems has Operational Control Procedures and plans to respond to accidents and emergency situations that may arise. The plans include procedures to prevent and mitigate environmental impacts that may be associated with them. Also included are the individual responsibilities and authority for emergency situations. These procedures take account of fire, spillage, explosion etc. Once again, they include procedures designed to meet the company’s obligations as a COMAH lower tier site, to deal with emergencies potentially arising from major accident hazards.

Checking and Corrective Action (4.5)

SAFRAN Landing Systems has systems and procedures in place to measure, monitor and control performance against objectives and targets. This includes compliance to regulations, the use of calibrated test equipment, non-conformance, preventative and corrective actions, maintenance of records and EMS Audits.

Monitoring and measurement (4.5.1)

SAFRAN Landing Systems maintains documented procedures for measuring and monitoring its environmental performance to verify that the environmental objectives are met, including relevant legislative and regulatory compliance.

Monitoring and measurement of emissions, solvent usage and waste etc. will be controlled by these procedures. Records of monitoring and measurement are maintained.

Non-Conformance and Corrective Action (4.5.2)

SAFRAN Landing Systems maintains systems to ensure non-conformances are investigated and that action is taken to correct and prevent causes.

This procedure outlines the responsibilities for issuing and recording non-conformances and carrying out corrective actions.

Records (4.5.3)

SAFRAN Landing Systems maintains environmental records to demonstrate conformance to specific requirements.

Records (4.5.3 - continued)

This procedure outlines the responsibility for identification, control, retention and disposition of environmental records. It also outlines the responsibility for co-ordinating the distribution of environmental records, both internally and externally to regulatory bodies.

Environmental Management System Audit (4.5.4)

SAFRAN Landing Systems conducts periodic internal audits scheduled by the Safety and Environmental Advisor. This is to determine whether the EMS conforms to the planned arrangements (including requirements of EN ISO 14001 and the Company Environmental Policy), and whether the EMS has been properly implemented and maintained.

This procedure outlines the method of issuing, addressing, recording and closing out any non- conformances and subsequent re-audit to ensure conformance with policy and procedures.

Management Review (4.6)

The Managing Director routinely holds a Health Safety & Environmental Management Review to evaluate its effectiveness, adequacy and continued conformance to ISO 14001, company policy and the Environmental Management Systems.

The Environmental Protection Team ensures that the information used to revise or improve the environmental policy and programme is provided to carry out this evaluation. The results of the Management Review are documented.

From the review, actions necessary to improve the effectiveness and efficiency of the EMS are determined, documented and tracked.

This procedure outlines this process of management review with responsibilities and examples of agenda.

Section 4.3 Onwards Environmental Management Procedures:

The following procedures are numbered in line with the paragraphs of BS EN ISO 14001:1996 (see section 3.1). Whilst they are all given EMP numbers, they are each one of three types of procedure viz:

Environmental Management Procedures – relating to the general operation of the EMS and the associated roles and responsibilities.

COMAH/EMS Operational Procedures – relating to specific control tasks, with specific steps to be taken and responsibilities for actions.

COMAH/EMS Emergency Procedures – relating to the preparedness for, and handling of emergencies, with specific steps to be taken and responsibilities for actions.
