He studied administrative science at Konstanz University and, after graduation, worked on a research project at the Treuhandanstalt, the agency charged with the privatisation of former East German state property. From 1993, he worked for the Lower Saxony branch of the FDP (Free Democratic Party), serving as manager and press spokesman from 1994-98. In 1999, he moved to the FDP Parliamentary Group in the national Parliament of the Federal Republic of Germany (Deutscher Bundestag), heading the strategy and campaigns department at the FDP’s federal headquarters from 1999-2003. He was subsequently Director General at Lower Saxony’s State Chancellery until 2008 and, as such, head of the representation of the Land of Lower Saxony to the Federation. From 2008-09 he was State Secretary in the Ministry of Economics, Labour and Transport of Lower Saxony, and State Secretary to the Federal Minister of Health from 2009-11.
