People can have a knowledge of the Messiah without the Holy Spirit. :6 The Ephesians receive the Holy Spirit after the laying on of hands, they speak in tongues (not described which tongues) and they prophesy.

Success and growth of the Church produces opposition, the Holy Spirit does not stop opposition from happening rather supports the oppressed to endure.

Acts 20:28 Paul encourages the elders of the community, declaring that the Holy Spirit has created them as Shepherds to shepherd the flock, the Holy Spirit appoints overseers (Bishops).
