AS POLÍTICAS NEOLIBERAIS E A CRISE NA AMÉRICA DO SUL 135 As políticas neoliberais e a crise na América do Sul LUIZ ALBERTO MONIZ BANDEIRA* No final dos anos 80, considerada a “década perdida” para o desenvolvimento, a situação não só do Brasil como de toda a América Latina afigurava-se muito difícil e sombria. Solução viável não se percebia para o problema da dívida externa, com o qual os desinvestimentos conjugavam-se, devido à crescente fuga de capitais tanto estrangeiros quanto nacionais, carreando a estagnação econômica, em meio de incontrolável processo inflacionário. Essa crise, que começava a afetar seriamente os interesses dos Estados Unidos ao reduzir na América Latina a capacidade de importar e atender ao serviço da dívida externa, levou o Institute for International Economics1 a promover uma conferência, para a qual foram convidados economistas de oito países latino-americanos – Argentina, Brasil, Chile, México, Venezuela, Colômbia, Peru e Bolívia, com a finalidade de formular um diagnóstico e sugerir medidas de ajustamento para sua superação. Naquela oportunidade, o economista norte-americano John Williamson apresentou um documento, que continha dez propostas de reforma econômica, sobre as quais havia amplo consenso em Washington, tanto entre os membros do Congresso e da Administração quanto entre os tecnocratas das instituições financeiras internacionais, agências econômicas do Governo norte-americano, Federal Reserve Board e think tanks2 . B. peregrina is widely distributed in South America and is considered a potential intermediate host of Schistosoma mansoni. We have reported the use of the polymerase chain reaction and restriction fragment length polymorphism analysis of the internal transcribed spacer region of the ribosomal DNA for the molecular identification of these snails. The snails were obtained from different localities of Argentina, Brazil and Uruguay. The restriction patterns obtained with MvaI enzyme presented the best profile to identify the three species. The profiles obtained with all enzymes were used to estimate genetic similarities among B. oligoza, B. peregrina and B. orbignyi. This is also the first report of B. orbignyi in Uruguay. As relações internacionais do Brasil no governo João Goulart (1961-1964): leituras sobre a Política Externa Independente1 Charles Sidarta Machado Domingos2 Resumo Este artigo aborda a escrita da História da Política Externa Independente (PEI) do governo João Goulart com o contexto da Guerra Fria. Dessa forma, procuramos realizar uma análise historiográfica de alguns trabalhos que privilegiaram em diversos graus as relações internacionais do Brasil no período, bem como seus desdobramentos internos. A temporalidade da análise teve início na produção realizada a partir da década de 1960, percorrendo as décadas de 1970, 1980 e 1990, até chegar aos anos 2000. Autores expressivos de cada uma dessas décadas serão trabalhados por nós, tais como José Honório Rodrigues e Nilo Odália, que escrevem seus trabalhos ainda no calor dos acontecimentos; Luiz Alberto Moniz Bandeira, com sua perspectiva marxista/trabalhista de fins dos anos 1970; Pedro Sampaio Malan, com sua visão liberal de economia, e Tania Quintaneiro, com um trabalho de exaustiva pesquisa empírica, são os representantes da década de 1980; nos anos 1990, num contexto internacional no qual a Guerra Fria já era um tempo passado, Paulo Vizentini analisa a Política Externa Independente pelo enfoque do desenvolvimento e do nacionalismo; e no início desse novo século e milênio, Clodoaldo Bueno observa aqueles acontecimentos pelo prisma das relações internacionais. That is how various political analysts in Latin America, using almost the same words, described the June 22 institutional rupture that ended with the removal of democratic President Fernando Lugo (NotiSur, July 13, 2012). "Traditional coups were carried out violently by the armed forces (backed by social sectors), with foreign impetus or tolerance (basically from the US government); they were aimed at reorganizing the branches of power and founding a new order," explained Argentine Juan Gabriel Tokatlian, a professor of international relations at the private Universidad Di Tella. "Neogolpismo is formally less virulent, it is led directly by civilians (with the implicit support or explicit complicity of the armed forces), it maintains an institutional façade, it doesn't necessarily involve a power (the US), and it holds itself up as a solution to problems that, it says, the overthrown government did not know how to handle," said Brazilian academic and diplomat Samuel Pinheiro Guimarães. -

The Revolutionary Armed Forces in front of the electoral conjuncture: the elections, the revolution and the instrumental logic (Argentina, 1972-1973) Mora González Canosa Resumen: El artículo reconstruye las prácticas y discursos políticos de las Fueras Armadas Revolucionarias durante la coyuntura electoral de 1972-1973 en Argentina. Se analizan los sentidos que le atribuyeron a su participación en la compaña electoral del peronismo, la estrategia política en que ese compromiso tuvo lugar y los cambios que dicha estrategia implicaba en relación con las posturas previas de la organización. El trabajo apela a una estrategia metodológica cualitativa sustentada en fuentes escritas y orales. Palabras clave: peronismo, revolución, elecciones, democracia, lucha armada Abstract: The article reconstructs the political practices and speeches of the Revolutionary Armed Forces during the electoral conjuncture of 1972-1973 in Argentina. It analyzes the meanings attributed to its participation in the electoral campaign of Peronism, the political strategy in which this commitment took place and the changes that the strategy implied in relation to the previous positions of the organization. The work appeals to a qualitative methodological strategy based on written and oral sources.
