    International Journal of Communication 11(2017), 4158–4180 1932–8036/20170005 Fragile Hegemony: Modi, Social Media, and Competitive Electoral Populism in India SUBIR SINHA1 School of Oriental and African Studies, London, UK Direct and unmediated communication between the leader and the people defines and constitutes populism. I examine how social media, and communicative practices typical to it, function as sites and modes for constituting competing models of the leader, the people, and their relationship in contemporary Indian politics. Social media was mobilized for creating a parliamentary majority for Narendra Modi, who dominated this terrain and whose campaign mastered the use of different platforms to access and enroll diverse social groups into a winning coalition behind his claims to a “developmental sovereignty” ratified by “the people.” Following his victory, other parties and political formations have established substantial presence on these platforms. I examine emerging strategies of using social media to criticize and satirize Modi and offering alternative leader-people relations, thus democratizing social media. Practices of critique and its dissemination suggest the outlines of possible “counterpeople” available for enrollment in populism’s future forms. I conclude with remarks about the connection between activated citizens on social media and the fragility of hegemony in the domain of politics more generally. Through an analysis of Chitra Banerjee Divakaruni’s The Palace of Illusions (2008), Shashi Tharoor’s The Great Indian Novel (1989), and Peter Brook’s theatrical production The Mahabharata (1989 television mini-series), I argue that these reimaginings represent a tendency to challenge the cultural authority of the Sanskrit epic in certain important ways. The study is premised on the recognition that the three works of art in question respond, some more consciously than others, to three established assumptions regarding the Mahabharata respectively: (1) the Sanskrit epic as a product of divine authorship; (2) the Sanskrit epic as history; and (3) the Sanskrit epic as the story of a particular race.

The article contrasts the status of Muslims in the still secular, pluralistic, and democratic constitution of India with the rather marginalized reality of Muslims since the rise of Hindu nationalism. The article argues that successive electoral victories by Hindu nationalist party, the Bharatiya Janata Party, has precipitated political events, generated policies, and passed new laws that are eroding the democratic nature of India and undermining its religious freedoms. The article documents recent changes that are expediting the emergence of the Hindu state in India and consequently exposes the world’s largest religious minority to an intolerant form of majoritarian governance.     Corruption in India: Bridging Research Evidence and Policy Options Sandip Sukhtankar1 Milan Vaishnav2 April 27, 2015 Abstract Corruption has become an increasingly salient issue in India today, spawning both enormous interest from the media as well as a large amount of academic research. Yet there is a large gap between what has captured the media’s attention, the policy options under discussion, and the actual evidence base drawn from empirical research on corruption. We attempt to bridge this gap, directly addressing the particular challenges that corruption in India poses. Academic evidence supports the popular perception that corruption is widespread and endemic. However, we find that the costs of day-to-day corruption are just as large, if not larger, than those of the “scams” that dominate headlines. Further, we find that there is very little evidence to support the idea that greater transparency, information, and community based efforts have a significant impact on reducing corruption on their own. This is also true for some technological interventions, although those interventions – like direct benefit transfers – that bypass middlemen and corrupt officials have a much greater scope for success, as do interventions that transfer bargaining power to citizens and beneficiaries. We find much to commend in the sensible and wide-ranging legislative agenda to combat corruption, including the Right to Service and Public Procurement bills. However, what is most important for combating corruption is not the law on paper but the implementation of the law; the binding constraint, as always, is the government’s desire and ability to punish corrupt officials and politicians.
