Modi, Social Media, and Competitive Electoral Populism in India
International Journal of Communication 11(2017), 4158–4180 1932–8036/20170005 Fragile Hegemony: Modi, Social Media, and Competitive Electoral Populism in India SUBIR SINHA1 School of Oriental and African Studies, London, UK Direct and unmediated communication between the leader and the people defines and constitutes populism. I examine how social media, and communicative practices typical to it, function as sites and modes for constituting competing models of the leader, the people, and their relationship in contemporary Indian politics. Social media was mobilized for creating a parliamentary majority for Narendra Modi, who dominated this terrain and whose campaign mastered the use of different platforms to access and enroll diverse social groups into a winning coalition behind his claims to a “developmental sovereignty” ratified by “the people.” Following his victory, other parties and political formations have established substantial presence on these platforms. I examine emerging strategies of using social media to criticize and satirize Modi and offering alternative leader-people relations, thus democratizing social media. Practices of critique and its dissemination suggest the outlines of possible “counterpeople” available for enrollment in populism’s future forms. I conclude with remarks about the connection between activated citizens on social media and the fragility of hegemony in the domain of politics more generally. Through an analysis of Chitra Banerjee Divakaruni’s The Palace of Illusions (2008), Shashi Tharoor’s The Great Indian Novel (1989), and Peter Brook’s theatrical production The Mahabharata (1989 television mini-series), I argue that these reimaginings represent a tendency to challenge the cultural authority of the Sanskrit epic in certain important ways. The study is premised on the recognition that the three works of art in question respond, some more consciously than others, to three established assumptions regarding the Mahabharata respectively: (1) the Sanskrit epic as a product of divine authorship; (2) the Sanskrit epic as history; and (3) the Sanskrit epic as the story of a particular race. -

The article contrasts the status of Muslims in the still secular, pluralistic, and democratic constitution of India with the rather marginalized reality of Muslims since the rise of Hindu nationalism. The article argues that successive electoral victories by Hindu nationalist party, the Bharatiya Janata Party, has precipitated political events, generated policies, and passed new laws that are eroding the democratic nature of India and undermining its religious freedoms. The article documents recent changes that are expediting the emergence of the Hindu state in India and consequently exposes the world’s largest religious minority to an intolerant form of majoritarian governance. Appointment of Justice Arun Mishra as Chairperson, NHRC: Another Move to Subvert & Destroy Democratic Institutions 2nd June, 2021 JOINT PRESS STATEMENT We, the members of various Human Rights Organisations and Concerned individuals, condemn the appointment of former SC Judge, Shri Arun Kumar Mishra, as the next Chairperson of the National Human Rights Commission (NHRC) of India by the selection Committee headed by the Prime Minister. What is troubling is that the decision to appoint Justice Arun Kumar Mishra as NHRC Head was despite the objection raised by the Leader of the Opposition in the Lok Sabha, Shri Mallikarjun Kharge, who suggested that a person representing Dalits, Adivasis, Minorities or other marginalised sections instead be appointed as Chairperson, considering that the bulk of victims of state abuse comes from these communities. The suggestion was ignored and no reasons for discarding the same have been placed on record by the government. Very clearly, the decision shows open contempt for the mandate of the NHRC which places emphasis on independent functioning and autonomy. This was an opportunity to nominate a retired CJI or retied justice, with a proven track record of a concern for human rights thereby augmenting the reputation of the NHRC as an institution serious about redressing human rights violations. The public have a right to know the basis for the decision of the Selection Committee. This decision made by the Modi-led Government smacks of brazen arrogance and indifference to public opinion and once again highlights the cynical disdain of the government for democratic norms and constitutional proprieties. By appointing Justice Arun Mishra, whose tenure as a former Supreme Court judge was very controversial, the Modi government has demonstrated once again, that the basis for their selection is not guided by the requirements of a Head of the NHRC or even the track record of defending human rights by the person so selected.
