Evidence from the Changing Structure of Electorates, 1962-2014 Abhijit Banerjee, Amory Gethin, Thomas Piketty* January 16, 2019 Abstract This paper combines surveys, election results and social spending data to document the long-run evolution of political cleavages in India. From a dominant- party system featuring the Indian National Congress as the main actor of the mediation of political conflicts, Indian politics have gradually come to include a number of smaller regionalist parties and, more recently, the Bharatiya Janata Party (BJP). These changes coincide with the rise of religious divisions and the persistence of strong caste-based cleavages, while education, income and occupation play little role (controlling for caste) in determining voters’ choices. We find no evidence that India’s new party system has been associated with changes in social policy. While BJP-led states are generally characterized by a smaller social sector, switching to a party representing upper castes or upper classes has no significant effect on social spending. We interpret this as evidence that voters seem to be less driven by straightforward economic interests than by sectarian interests and cultural priorities. Nationalist Congress Party Introduction
Nationalist Congress Party Introduction Nationalist Congress Party, which came into existence only ten years ago, has within this short span of time become a significant party in India. This party was whole-heartedly welcomed by the people from the very inception in June 1999. The people gave such a massive support to the party in the parliamentary elections that was held in 1999, just three months after the formation of the party that the Election Commission of India after assessing the performance of the party in the elections, which the party fought all alone, conferred the “National Recognized Party” status to the party which was the only instance in the history of the country of any party obtaining the national status within such a short period after its formation. Now, NCP has strong functioning units in almost all the states and union territories of the country. The party is in government in three states, Maharashtra, Nagaland and Goa. We have our representatives in ten more states; Kerala, Gujarat, Haryana, Bihar, Orissa, Jharkhand, Arunachal Pradesh, Nagaland, Manipur and Assam. NCP will be ten years old by 10th June 2009. We are thankful to the people for the support they have given us. We are proud of the party’s growth in these years. By the time we celebrate our next birthday, after the elections, NCP will emerge as a leading party in our country capable of playing a decisive role in shaping the future of the country. What NCP stands for NCP stands for a democratic secular society wedded to equality and social justice as well committed to preserve the unity and integrity of our country. -
Arunachal Pradesh Legislative Assembly
ARUNACHAL PRADESH LEGISLATIVE ASSEMBLY ORIGIN AND GROWTH With the enactment of the NEFA Panchayat Raj Regulation (No.3 of 1967), the grounding for the Legislative Assembly of Arunachal Pradesh was prepared. This Regulation introduced a three-tier system: Gram Panchayat at the Village level, Anchal Samiti at the Block level and Zilla Parishad at the District level. An apex Advisory Body, known as the Agency Council with the Governor of Assam as its Chairman, came into being on 29th December, 1969. A step further in the direction was taken with the enactment of NEFA (Administration) Supplementary Regulation, 1971 (No. 4 of 1971) which provided for replacement of the Agency Council by Pradesh Council and appointment of five Counselors’, one from each District, who were in charge of various development departments. This Pradesh Council thus came into being on 2nd October, 1972. As a natural outcome, the demand for a Legislative Assembly was pressed in every sitting of the Pradesh Council which made the Union Government to send a study team to assess the standard of Parliamentary acumen attained by the people of Arunachal Pradesh. The Union Government, after studying all aspects of the matter, agreed to the demand of the people for a Legislative Assembly, and on 15 August 1975, the Pradesh Council was converted into the Provisional Legislative Assembly of the Union Territory with all the members of the Pradesh Council becoming members of the Provisional Legislative Assembly and the Councilors being given the rank of Ministers. STRUCTURE OF LEGISLATURE Arunachal Pradesh has unicameral Legislature ever since its inception. -

THE ECONOMIC WEEKLY February 20, 1965 Village Politics in Kerala—I Kathleen Gough The arrest of 800 Leftist Communists at the end of 1964, 150 of them from Kerala, raises such questions as who supports the Leftists, why, and how political parties operate in Kerala*s villages. I shall discuss these questions with reference to a village in central Kerala, using comparative data from a second village in the northern part of the State. My first acquaintance with these villages was in 1948 and 1949. 1 returned to restudy them between April and September 1964, It is not suggested that these villages are typical of Kerala communities. Both, for example, contain a majority of Leftist Communist supporters, and both form wards within Leftist-dominated panchayats. (1 do not know what proportion of Kerala's 922 panchayats are dominated by the Leftists, but probably rather less than a third, judging by estimates received from district party offices). In both villages only one other party, the Congress, has an active organization, In both, the S S P and the Rightist Communists each, in 1964, had only one or two supporters; in the northern village, some half dozen Muslim families supported the Muslim League. Kerala's smaller parties, such as the Revolutionary Socialist Party and the Christian Karshaka Thozhilali Party, are more locally based and in these villages had no supporters at all. Situated in the midland farming areas, the two villages can also afford no insight into politics on the large tea and rubber estates to the east, the coastal fishing or coir or cashew-nut processing communities, or the bigger ports. -

SUBSAHNANYAN DEPARTMENT Of POLITICAL SCIENCE ALIGARH MUSLIM UNIVERSITY ALI6ARH (INDIA) The thesis "Development of Regional Politics in India : A Study of Coalition of Political Parties in Uttar Pradesh" is an attempt to analyse the multifarious dimensions, actions and interactions of the politics of regionalism in India and the coalition politics in Uttar Pradesh. The study in general tries to comprehend regional awareness and consciousness in its content and form in the Indian sub-continent, with a special study of coalition politics in UP., which of late has presented a picture of chaos, conflict and crise-cross, syndrome of democracy. Regionalism is a manifestation of socio-economic and cultural forces in a large setup. It is a psychic phenomenon where a particular part faces a psyche of relative deprivation. It also involves a quest for identity projecting one's own language, religion and culture. In the economic context, it is a search for an intermediate control system between the centre and the peripheries for gains in the national arena. The study begins with the analysis of conceptual aspect of regionalism in India. It also traces its historical roots and examine the role played by Indian National Congress. The phenomenon of regionalism is a pre-independence problem which has got many manifestation after independence. It is also asserted that regionalism is a complex amalgam of geo-cultural, economic, historical and psychic factors. -

Election commission asks to these national parties regarding the date of elections and receives inputs for the conduct of free and fair polls National Party: A registered party is recognised as a National Party only if it fulfils any one of the following three conditions: 1. If a party wins 2% of seats in the Lok Sabha (as of 2014, 11 seats) from at least 3 different States. 2. At a General Election to Lok Sabha or Legislative Assembly, the party polls 6% of votes in four States in addition to 4 Lok Sabha seats. 3. A party is recognised as a State Party in four or more States. The Indian political parties are categorized into two main types. National level parties and state level parties. National parties are political parties which, participate in different elections all over India. For example, Indian National Congress, Bhartiya Janata Party, Bahujan Samaj Party, Samajwadi Party, Communist Party of India, Communist Party of India (Marxist) and some other parties. Modi, Social Media, and Competitive Electoral Populism in India
International Journal of Communication 11(2017), 4158–4180 1932–8036/20170005 Fragile Hegemony: Modi, Social Media, and Competitive Electoral Populism in India SUBIR SINHA1 School of Oriental and African Studies, London, UK Direct and unmediated communication between the leader and the people defines and constitutes populism. I examine how social media, and communicative practices typical to it, function as sites and modes for constituting competing models of the leader, the people, and their relationship in contemporary Indian politics. Social media was mobilized for creating a parliamentary majority for Narendra Modi, who dominated this terrain and whose campaign mastered the use of different platforms to access and enroll diverse social groups into a winning coalition behind his claims to a “developmental sovereignty” ratified by “the people.” Following his victory, other parties and political formations have established substantial presence on these platforms. I examine emerging strategies of using social media to criticize and satirize Modi and offering alternative leader-people relations, thus democratizing social media. Practices of critique and its dissemination suggest the outlines of possible “counterpeople” available for enrollment in populism’s future forms. I conclude with remarks about the connection between activated citizens on social media and the fragility of hegemony in the domain of politics more generally. The State, Democracy and Social Movements
The Dynamics of Conflict and Peace in Contemporary South Asia This book engages with the concept, true value, and function of democracy in South Asia against the background of real social conditions for the promotion of peaceful development in the region. In the book, the issue of peaceful social development is defined as the con- ditions under which the maintenance of social order and social development is achieved – not by violent compulsion but through the negotiation of intentions or interests among members of society. The book assesses the issue of peaceful social development and demonstrates that the maintenance of such conditions for long periods is a necessary requirement for the political, economic, and cultural development of a society and state. Chapters argue that, through the post-colo- nial historical trajectory of South Asia, it has become commonly understood that democracy is the better, if not the best, political system and value for that purpose. Additionally, the book claims that, while democratization and the deepening of democracy have been broadly discussed in the region, the peace that democracy is supposed to promote has been in serious danger, especially in the 21st century. A timely survey and re-evaluation of democracy and peaceful development in South Asia, this book will be of interest to academics in the field of South Asian Studies, Peace and Conflict Studies and Asian Politics and Security. Minoru Mio is a professor and the director of the Department of Globalization and Humanities at the National Museum of Ethnology, Japan.
