    Evolutionary Reinforcement Learning of Spoken Dialogue Strategies Dave Toney I V N E R U S E I T H Y T O H F G E R D I N B U Doctor of Philosophy Institute for Communicating and Collaborative Systems School of Informatics University of Edinburgh 2007 Abstract From a system developer’s perspective, designing a spoken dialogue system can be a time-consuming and difficult process. A developer may spend a lot of time anticipating how a potential user might interact with the system and then deciding on the most appropriate system response. These decisions are encoded in a dialogue strategy, essentially a mapping between anticipated user inputs and appropriate system outputs. To reduce the time and effort associated with developing a dialogue strategy, recent work has concentrated on modelling the development of a dialogue strategy as a sequential decision problem. Using this model, reinforcement learning algorithms have been employed to generate dialogue strategies automatically. These algorithms learn strategies by interacting with simulated users. Some progress has been made with this method but a number of important challenges remain. For instance, relatively little success has been achieved with the large state representations that are typical of real- life systems. Another crucial issue is the time and effort associated with the creation of simulated users. In this thesis, I propose an alternative to existing reinforcement learning methods of dialogue strategy development. More specifically, I explore how XCS, an evolutionary reinforcement learning algorithm, can be used to find dialogue strategies that cover large state spaces. Furthermore, I suggest that hand-coded simulated users are sufficient for the learning of useful dialogue strategies.

    Aircraft Crashes In and Around Clyde Muirshiel Regional Park Introduction About twenty aircraft crashed in what is now Clyde Muirshiel Regional Park between 1938 and 1958. A number of factors have to be taken into consideration when attempting to explain this unusually high number of accidents. Human error invariably played a part, but bad weather, particularly heavy mist, was usually a contributory cause. Many of the stricken aircraft were travelling to or from Renfrew Airport, and in these cases the proximity of hills up to 1600 feet in height was a critical factor. Obviously the navigational equipment in use during this period was not as sophisticated as it is now. There is also the theory that the mineral deposits in the area affected the relatively primitive navigational equipment of the time. On 14 January the Department of Planning and Environment received a consultation on the environmental appraisal of the proposals for major maintenance works on the A8 at the above location. Scheme Proposals 3. The Scottish Executive has decided, given the importance of the route, that two live traffic lanes in each direction should be maintained at all times during the works. The rehabilitation works will therefore require the addition of hard shoulders as well as improvements to a number of slip roads along the route. 4. The addition of 3.3m wide nearside hardshoulders on each carriageway will also increase the future level of service on the road by reducing the disruption to traffic due to incidents and it will provide safe refuge areas for breakdowns and emergency vehicle access. 5. A new safety barrier will be erected along the length of the A8. In certain locations on the route a vertical concrete barrier (VCB) will be required to provide additional protection to bridge piers and safety to road users where the full central reserve width cannot be achieved.

    Appendix 2 Acquisition and Operation of Durham Tees Valley Airport Overview This Report seeks approval for the Tees Valley Combined Authority (“the Combined Authority”) to acquire the 89% shareholding of Peel Holdings Limited (“Peel”) in Durham Tees Valley Airport Limited (“DTVAL”), and separately, to enter into a joint venture arrangement with its preferred operator covering the ongoing ownership and operation of Durham Tees Valley Airport (“the Airport”) on the terms set out below. Decision 1. Cabinet is recommended to mandate the Chief Executive, in consultation with the Mayor and Cabinet Member for Transport, to:- (i) Conclude an agreement with Peel whereby the Combined Authority acquires the 89% shareholding held by Peel in DTVAL (“the Peel Shareholding”) for a consideration of £40 million (“the Acquisition”); (ii) Separately, and on the basis that the Combined Authority finalises legal arrangements with the preferred operator on the terms set out in this report, to conclude:- a. a Joint Venture Agreement with the preferred operator pursuant to which the preferred operator would take a share of no more than 25% of the Combined Authority’s equity interest in the airport as an incentive mechanism to reduce ongoing losses. This would offer limited dividends to the preferred operator in the longer term to focus on the Combined Authority’s investment being recovered once the airport is in profit.
