Petition No 1311/2019 by Lech Obara (Polish), on behalf of Patria Nostra, on the enforcement in Germany of a final judgment by a Polish court JURI/9/05361 Rapporteur: Adrián Vázquez Lázara (Renew) Adoption Decision: The draft opinion in the form of a latter was adopted by 23 votes in favour, none against, 2 abstentions.
8. Legal basis (Rule 40)
Decision: The draft opinion on the legal basis of the proposal for a decision of the European Parliament and of the Council on the Strategic Innovation Agenda of the European Institute of Innovation and Technology (EIT) 2021-2027: Boosting the Innovation Talent and Capacity of Europe was adopted unanimously by 24 votes in favour.
Decision: The draft opinion on the legal basis of the proposal for a Regulation of the European Parliament and of the Council to amend the Visa Information System (VIS) was adopted by 20 votes in favour, non against and 3 abstentions.

The following proposals for Pilot Projects and Preparatory Actions (PPPAs) were rejected:
Promote an awareness-raising campaign across the EU to prevent domestic violence and protect women and children (author: Luisa REGIMENTI, ID) by 11 votes against, 6 in favour and 4 abstentions.
Use of existing compulsory licencing of patents scheme to fight Covid-19 pandemic (author: Manon AUBRY, The Left) by 13 votes against, 10 in favour and 2 abstentions.

The Coordinators appointed:
Mr Lebreton as rapporteur for opinion to AGRI on extension of the term of Community plant variety rights for the species asparagus and the species groups flower bulbs, woody small fruits and woody ornamentals
Mr Kyuchyuk as rapporteur for rule 57 opinion to LIBE on the Commisssion’s 2020 rule of law report
Mrs Regimenti as rapporteur for opinion to ENVI on a pharmaceutical strategy for Europe
Mr Pospíšil as semester standing rapporteur on comitology and delegation of powers
Mr Pospíšil as rapporteur on the RPS alignment and RPS alignment in the area of Justice as well as on the proposal laying down the rules and general principles concerning mechanism for control by Member States of Commission’s exercise of implementing powers
The Coordinators endorsed also an oral question on UK application to accede the Lugano Convention on jurisdiction and the recognition and enforcement of judgments in civil and commercial matters which will therefore be tabled on behalf of the Committee to plenary.
