Roth Professor of Economics University of Texas at El Paso The transition from socialist to market economics is typically informed by outcomes-based social welfare theory (SWT). Institutionless, intentionally value- free SWT is ill-suited to this enterprise. The only evaluative standard to which it gives rise—efficiency—is indeterminate, and the theory is not accommodative of other dimensions of moral evaluation. By contrast, the contractarian enter- prise focuses on the role and importance of formal and informal institutions, including ethical norms. Given that individuals should be treated as moral equivalents, the project assigns lexical priority to rights and regards justice as impartiality. This explicitly normative, institutional approach permits analysis of potential conflicts between informal norms and prospective, formal rules of the games. Moreover, it underscores the instrumental and intrinsic value of rights in the transition process. Finally, the emphasis on impartiality—embodied in the generality principle—facilitates analysis of constitutional constraints on behav- ior that is inimical to the transition process. The Transition: The Consequentialist Approach It is clear that the transition from socialist to market economies has typi- cally been informed by received, consequentialist social welfare theory (here- after referred to as SWT).1 Because SWT is consequentialist, institutionless, and intentionally value-free it should come as no surprise that the standard reform prescription begins at the endpoint, an idealized market, phrasing everything in those terms, ignoring the crucial question of how reforms engage existing soci- ety. -

THE CATHOLIC UNIVERSITY OF AMERICA Dignitatis humanae and the Development of Moral Doctrine: Assessing Change in Catholic Social Teaching on Religious Liberty A DISSERTATION Submitted to the Faculty of the School of Theology and Religious Studies Of The Catholic University of America In Partial Fulfillment of the Requirements For the Degree Doctor of Philosophy By Barrett Hamilton Turner Washington, D.C 2015 Dignitatis humanae and the Development of Moral Doctrine: Assessing Change in Catholic Social Teaching on Religious Liberty Barrett Hamilton Turner, Ph.D. Director: Joseph E. Capizzi, Ph.D. Vatican II’s Declaration on Religious Liberty, Dignitatis humanae (DH), poses the problem of development in Catholic moral and social doctrine. This problem is threefold, consisting in properly understanding the meaning of pre-conciliar magisterial teaching on religious liberty, the meaning of DH itself, and the Declaration’s implications for how social doctrine develops. A survey of recent scholarship reveals that scholars attend to the first two elements in contradictory ways, and that their accounts of doctrinal development are vague. The dissertation then proceeds to the threefold problematic. Chapter two outlines the general parameters of doctrinal development. The third chapter gives an interpretation of the pre- conciliar teaching from Pius IX to John XXIII. To better determine the meaning of DH, the fourth chapter examines the Declaration’s drafts and the official explanatory speeches (relationes) contained in Vatican II’s Acta synodalia. The fifth chapter discusses how experience may contribute to doctrinal development and proposes an explanation for how the doctrine on religious liberty changed, drawing upon the work of Jacques Maritain and Basile Valuet. -
The Sydney Intellectual/ Religious Scene, 1916–2016
The Sydney intellectual/ religious scene, 1916–2016 James Franklin Strictly speaking, there is no intellectual/religious “scene” in Sydney, in the sense that there is, say, a folk music scene. A “scene” has groups which know one another and an audience that cycles through them. But with religion it is much more a matter of individual denominational silos with little interaction in the sphere of ideas and debate. There is no regular gathering in theology or religion that fulfils the role in the philosophy world of the annual Australasian Philosophy Conference. The century-old, interdenominational Heretics Club at Sydney University,1 which this journal issue celebrates, is a rare exception. But a dozen people meeting almost under cover of darkness do not constitute a “scene”. Nor has Sydney had any high-profile religious figure in its public life comparable to Archbishop Mannix in Melbourne. Hilary Carey wrote in the Dictionary of Sydney, “Religion has not been a notably creative force in Sydney’s cultural life and the city is conspicuously lacking in prophets or founders of new religions.”2 That has contributed to a poor penetration of local intellectual life by religious views. Furthermore, Sydney, unlike Melbourne, has a reputation of being anti- intellectual in religion, with Catholic life being shaped by the long reigns of the unintellectual Archbishops Kelly and Gilroy,3 Sydney evangelicals suspecting the fallenness of human reason, and Presbyterians hunting heretics. Archbishop Kelly was more concerned with the evils of mixed bathing, his Anglican counterpart Archbishop Wright with the opening of the Royal Easter Show on Good Friday. -

AUSTRALIAN CATHOLIC BISHOPS CONFERENCE Media Release 1 March 2010 Pioneer Australian Catholic woman, Rosemary Goldie dies at 94 The Catholic Church in Australia is today commemorating the extraordinary life and achievements of one of its unsung heroines, Rosemary Goldie, the first woman ever to hold an official post of authority in the Roman Curia. Rosemary, who took on a special place in Church history with her appointment in 1966 as Under-Secretary of the Council for the Laity, died at the Little Sisters of the Poor, Randwick on Saturday evening 27 February at 94. Once described as “the Roman Curia’s human microchip memory on the development of the lay apostolate”, Rosemary was also one of the few women appointed as an auditor to the Second Vatican Council. One of four children of Sydney journalists, Goldie was raised by her maternal grandmother and graduated from Sydney University in 1936. For the next two years she continued her studies at the Sorbonne in Paris. At Easter 1938 she made her first trip to Rome. Returning some years later Rosemary was invited to join the Permanent Committee for International Congresses of the Lay Apostolate set up in Rome by Pius XII in 1952. In 1959 she became Executive Secretary of the Committee. This body was the nucleus of the Council for the Laity, created by Paul VI as a result of Vatican II. In 1966, Goldie, dramatically, was appointed Under-Secretary of the Council. Rosemary was one of the small group of women - lay and religious - appointed as auditors for the last two periods of Vatican II (1964 and 1965). -

More recently, Friedman has sought to reclaim a positive view of revolutions, while continuing his critique of the China case. Friedman’s views thus track the full arc of normative views on revolutions: radical, conservative, and liberal. Reading Friedman on China’s revolution is to be reminded of how normative ideas and political realities are in constant conversation. It is also to be reminded of why the study of revolution cannot evade the case of China. The Radical Phase: 1965 to 1977 Friedman began his intellectual life as an admirer of the communist revolution in China. Like many in the Western academy, he saw Asian revolutions as progressive strikes against Western imperialism and exploitation. In 1966, Friedman wrote that Mao’s Hundred Flowers campaign of 1956 showed that China’s revolution was “an attempt to realize a liberalizing vision connecting increased freedoms with rapid progress, the vision of the united front, the promise of the new democracy.”1 The CCP had won legitimacy through “humane reforms creating the basis of a better society”. -
